The electronic newsletter of the International Union of Railways n°21 - 7th September 2006 Proximity with UIC members Latest news FS: Innocenzo Cipolletta appointed President, Mauro Moretti new Chief Executive Officer Mr. Innocenzo Cipolletta, an Economist, who has been during 10 years Director General of the Italian confederation Confindustria, is appointed as the new President of FS Group. Mr. Mauro Moretti, who was previously the Amminstratore Delegato (CEO) of Rete Ferroviaria Italiana (RFI), the Italian railway infrastructure manager -and currently President of the UIC Infrastructure Forum at international level- is appointed as the new Amministratore Delegato Innocenzo Cipolletta Mauro Moretti (CEO) of the Italian railways FS Group. They are succeeding Elio Catania who is leaving the Italian Railways Group. UIC conveys its sincere congratulations to Mr. Cipolletta and Mr. Moretti for theses appoint- ments and many thanks to Mr. Elio Catania for his action in UIC. Information session for representatives from Russian railways at UIC HQ A group of 25 representati- ves from Russian railways participating to a study trip in France visited the UIC Headquarters in Paris on Monday 28th August. Members of this delegation were general directors, senior managers and engi- 1 neers from the Russian rail- L L L way companies and a series of rail- way organisations. The represented in particular JSC Russian Railways (RZD), October Railways (Saint- Petersburg), Oural SA, VNIIAS (Ministère), and cooperating compa- nies as Radioavionika, etc. This information session on UIC role and activities was opened by UIC Chief Executive Luc Aliadière. By wel- coming the delegation, Luc Aliadière underlined the promising perspectives resulting from Russian railways' mem- bership in UIC and from the enhanced cooperation between RZD and UIC in a series of strategic cooperation issues: development of Euro-Asian corridors, partnership in business, technology and research, training, etc. With RZD re-joining UIC in June 2006 (in the presence of President Vladimir Yakunin at UIC General Assembly in Montreal), the international "railway family" is now practically 'complete'. In the context of the globalisation of UIC activities, a close cooperation with RZD will be also a strong asset for UIC. The presentations of this information day -chaired by Gerard Dalton, Director of UIC Infrastructure depart- ment- were focused on infrastructure development and optimisation of infrastructure management, in parti- cular: ERIM - European Railway Infrastructure Masterplan (Erika Nissi), ERTMS including ETCS and GSM-R implementation (Paolo de Cicco), Europtirails (Teodor Gradinariu), the Technology sector (Franco Schiavi), Railway Safety (Simon Fletcher) and Security issues (Jacques Colliard). The interest of the participants was illustrated by a large number of questions to UIC repre- sentatives and comments. Primary objective of the meetings was to seek Australia / New Zealand railways' participation in the new UIC Executive Board and to address key issues of the develop- David George (left) and Bryan Nye (right) ment of UIC Asia Regional assembly as well as participation of the railway commu- nity from the region tio the UIC activities and projects. Key results of these meetings are -initiation of the process for UIC mem- bership of ONTRACK and Australian railway Association (ARA); -a full support to the UIC reforms and new governance. The Chief Executive of Queensland Rail (QR) is to be the first member from this region to the new UIC Executive Board, followed by rotation with ONTRACK; -the active support to UIC's initiative of establishing rail transport - as a key ele- Freight link, Australia ment of global logistic business; -an active involvement in IRRB (International Railway Research Board) activities through CRC Australia; -creation of a link with UIC for an effective utilisation of works and studies on Sustainable development and related issues, through the Australian Railway Association (ARA). International Heavy Haul Association(IHHA) Board meeting Mr. Vipin Sharma, UIC Deputy Chief Executive, participated in his capacity as a Board member of the IHHA (International Heavy Haul Association) to the meeting organised by Indian Railways (IR) in New Delhi from 27th to 31st August 2006. Along with the Board meeting, a Board's technical session was organised with the Indian Railways Board. With the planned capacity increase from 650 to 1000 Million Tonnes in next five years, Indian Railways The latest IHHA meeting in New Delhi 3 L L L have initiated the project of developing 'Dedicated Freight Corridors' covering more than 11 000 km. The event was a timely contribution to the IR planners and the issue of UIC Infrastructure Forum's pro- jects on heavy load i.e. E Category track along with DB's project on new B1 type sleeper attracted interest. UIC provides valuable support to IHHA through technical sessions and joint works- hops. The next event in the form of a Special Technical session on the theme "High tech in Heavy Haul" is scheduled from 11th to 15 June 2007 in Kiruna, Sweden. The event is organised by Nordic Heavy Haul Association and LKAB. One of the key elements of the conference is the demonstration of the role of ERTMS in capacity increase by Banverket (BV). With the goal of seeking support of the Commission to new technologies related to heavy haul operation on European railway networks, the organisers will be seeking participation of key officials from the European Commission. For more information on Conference of the International Heavy Haul Association (IHHA), 11th to 15th June 2007, Kiruna, Sweden, please visit wwww.ihha2007.net Vince Graham, CEO of RailCorp, Sydney, meets with members of UIC HQ Mr. Vince Graham, Chief executive officer of RailCorp, located in Sydney, Australia, visited UIC Headquarters on 24th August. Main purpose of this visit was to gain insights into the ETCS and GSM-R developments in Europe. RailCorp operates the Sydney Metropolitan rail system with 900 000 passenger journeys per day, 1 600 carriages, a network of 2 100 track km and over 300 stations. Its company is cur- rently investigating train over speed protection options as well as migration options to ATP level 1 and ATP level 2. The Board of RailCorp has already taken the strategic decision to implement GSM-R over the next 4-5 years and has accepted to adopt the ETCS standards for progressive implementation of the ATP protection systems. Mr. Graham was welcomed by UIC Chief Executive Luc Aliadière who informed him on UIC's objectives and activities. He invited RailCorp to join UIC and use the technical and operatio- 4 nal expertise of the railway community for preparing the future. L L L Mr.Graham met with Mr. Peter Winter, UIC ERTMS Project manager, and Paolo de Cicco, UIC Senior advisor who presented the current implementation at European and Worldwide level. They focused on the fact that the European solution has now become a "Global / Universal" solution for the railway needs. Operational perspectives, retrofit problems and migration stra- tegies were also tackled during the meeting. Sustainable Development “Railways and Hydrogen Civilization” – Workshop at UIC HQ Energy production and distribution is the “hot topic” of these years, in Europe and all over the world. The latest developments in fossil fuels production, the rising cost of oil and its negative effects on the environment and climate changes are pushing all decision makers to reconsider the energy policies and quickly start innovation. Even if railways can offer the best performan- ce in energy consumption it is very important that they “keep the pace” with research and innovation from other modes, not to loose this advantage position. A research project on the use of fuel cells and hydrogen for the railway traction called Hyrail, led by FS and supported by UIC, has been recently submitted to EU Commission for funding. Hyrail aims to make an assessment of the state of the art of technologies, drawing possible scenarios of transport system and energy supply related to railways. As a first step of this project UIC and FS are organizing the seminar “Railways and Hydrogen Civilization”, that will be held in Paris, at UIC headquarters, next November 3rd 2006. For more information please contact Raimondo Orsini, UIC Senior Advisor for Environment: [email protected] Railway noise reduction With the latest developments of European legislation and last fundings of railway noise research, it is very important that railways can step on the path of reduction at source, considered by the EU Commission and scientific community as the most effective also in terms of costs-benefits. As part of the “Noise Action Plan” UIC has just published, in cooperation with CER, a “State of the art Report” on noise reduction, with particular focus to reduction at the source. The Report identifies available technical solutions and compare their cost and benefits. As essential 5 point, it explains why measures to reduce noise at source and in particular retrofitting freight wagons with composite brake blocks has, by far, the best cost-benefit ratio and would consti- tute the most efficient solution to substantially ease the problem. It is important for members to use this report even in relation with environmental and financial authority.
