Prof. Dr. H. Çağatay Keskinok July 2012, 373 pages Urban Development Projects (UDPs) have become hegemonic projects of redefining urban political priorities. The political construction of UDPs could not only be investigated through analyzing capital accumulation processes. To reveal how UDPs are politically constructed, this thesis investigates how governmental and non-governmental agents form a hegemonic block to mobilize hegemonic discursive practices and coercive-legislative mechanisms in the formation of UDPs. A Lefebvrian-inspired neo-Gramscian theoretical perspective is formulated to overcome economic determinist and voluntarist agent-oriented approaches. Critical realist methodology is adopted with combining deductive and inductive strategies and qualitative and quantitative methods. In the first stage of research, the thesis critically and comparatively reviews the politics of different UDPs from different countries and then deduces initial arguments from this review. In the second stage, these arguments are reconsidered in the light of the empirical evidence of the case study. New City Center and İnciraltı Tourism Center Development Projects from İzmir are investigated in the case study through critical discourse analysis, questionnaires and in-depth interviews. The case study reveals how governmental and non-governmental agents collaborate to mobilize public support and consent for UDPs. The concept of “capacity to produce consent” is proposed to theorize hegemonically constructed discourses, activities and relations of governmental and non-governmental agents. However this hegemonically constructed capacity is not the iv only base of political power. Legislative interventions operate as coercive mechanisms and play key roles in the implementation of UDPs. UDPs are politically constructed by the complementary relation and differential articulation of hegemonically constructed capacities and coercive-legislative mechanisms. KGP’nin siyasal olarak nasıl inşa edildiğini ortaya çıkarmak amacıyla bu tez hükümete ait ve hükümet dışı aktörlerin hegemonik söylemsel pratikler ve zorlayıcı-yasa yapıcı mekanizmaları harekete geçirmek için nasıl hegemonik bir blok oluşturduğunu incelemektedir. Tez, ekonomik determinist ve iradi aktör-yönelimli yaklaşımları aşmak için Lefebvre’den esinlenmiş neo-Gramscigil bir teorik perspektif formüle etmiştir. Tümdengelimci ve tümevarımcı stratejiler ve niteliksel ve niceliksel yöntemler birleştirilerek eleştirel gerçekçi metodoloji benimsenmiştir. Araştırmanın ilk aşamasında, tez eleştirel ve karşılaştırmalı olarak farklı ülkelerden farklı KGP’nin siyasetini yeniden incelemiş ve sonrasında bu incelemeden başlangıç argümanlarını ortaya çıkarmıştır. İkinci aşamada, bu argümanlar örnek çalışmanın ampirik bulguları ışığında yeniden düşünülmüştür. İzmir’den Yeni Kent Merkezi ve İnciraltı Turizm Merkezi Gelişme Projeleri örnek olay incelemesinde eleştirel söylem analizi, anketler ve derinlemesine görüşmelerle araştırılmıştır. Örnek olay incelemesi, hükümete ait ve hükümet dışı aktörlerin KGP için kamu desteğini ve rızayı harekete geçirme amacıyla nasıl işbirliği yaptığını ortaya çıkarmıştır. Hükümete ait ve hükümet dışı aktörlerin hegemonik olarak inşa edilen söylemleri, eylemleri ve ilişkilerini kuramlaştırmak için “rıza oluşturucu kapasite” kavramı önerilmiştir. Ancak, hegemonik olarak inşa edilen bu kapasite siyasal gücün tek dayanağı değildir. Yasa yapıcı vi müdahaleler zorlayıcı mekanizmalar olarak kullanılmakta ve KGP’nin uygulanmasında kilit roller oynamaktadır. KGP, hegemonik olarak inşa edilen kapasitelerin ve zorlayıcı-yasa yapıcı mekanizmaların tamamlayıcı ilişkisi ve farklılaşan eklemlenmesi ile siyasal olarak inşa edilmektedir. Çalışmada, sosyal bilimlerin niteliksel yöntemleri kapsamında veri analizi, gözlem, görüşme ve alan araştırmasına gidilmiştir. Çalışmada önce kültür turizmi, kırsal turizm, agroturizm ve gastronomi turizmi kuramsal olarak işlenmiştir. Daha sonra Tire ilçesinin doğal ve kültürel özellikleri ana hatlarıyla açıklanmıştır. Bu temel üzerinde adı geçen turizm türlerinin bir bütün olarak Tire’de nerelerde ve nasıl geliştirilebileceği ortaya konmuş, bazı örnekler verilmiş ve öneriler geliştirilmiştir. Elde edilen bulgulara göre; Tire’nin kentsel ve kırsal çekiciliklerinin, tarım ve mutfak özelliklerinin, bir bütün halinde turizme kazandırılabileceği sonucu ortaya çıkmıştır. Bunun için Tire’de turizmle ilgili bir örgütlenmeye gidilmeli, plan-proje, tanıtım ve pazarlama çalışmaları yapılmalıdır. Ayrıca kültürel yapılar, pazar, mutfak ve el sanatları Tire’nin marka değerleri olarak öne çıkarılmalı ve muhakkak konaklamalı paket turlar yaratılmalıdır.     6 PHYSICAL ENVIRONMENT 6.1 Air Quality 6.1.1 Sources of Air Pollution The sources of air pollution in İzmir are industrial plants, traffic, and burning facilities used in the winter season for heating purposes. “İzmir Clean Air Plan”, prepared in 2001 states that, sulphur dioxide (SO2) emitted by industrial plants, airbone particles (PM10) generated by residential heating, nitrogen oxide (NO, NO2, NOx) released by traffic, volatile organic compounds and carbon monoxide (CO) are the main factors of air pollution.221 The air quality levels are constantly surveilled at the city centre within IMM boundaries, at 4 spots (Alsancak, Bornova, Konak-Guzelyali, and Karsiyaka) by IMM, via fully-automated stationary measurement devices. The stations located in Bornova, Karsiyaka and Guzelyali measure only PM10 and SO2. The station located in Alsancak 219 measures PM10, SO2, CO, nitrogen oxides and ozone (O3) levels. Also there is an air measurement station station of the Ministry of Environment and Forestry in Gaziemir districts which began operating in 2007.213 However, stabile measurements could not be performed yet due to calibration works of PM10 and SO2 devices. Measurement results of Stable Air Surveillance Stations installed in all cities in Turkey within the scope of Air Quality Surveillance Network work of Ministry of Environment and Forestry can be followed up in the internet environment from “http://www.çevreorman.gov.tr/” address of Ministry.214 Table 91, Table 92 show monthly and yearly mean values of PM10 and SO2 levels measured in station

Some other Levantive and Greek families such as the Whittals, the La Fontaines, the Mavrogordato, the Sevastopoulos to cite a few also acquired a range of proprieties and hade members of these numerous families resident in both cities and various neighbourhoods. 1- HOUSES The emminent authority on Ottoman Banking History Pr. Haydar Kazgan and many other authors mention that the first permission to a foreigner to own a house was given in recognition of the services rendered to the Sultan to my great great grand father the Banker Emanuele Baltazzi around 1850 whereas the official permission for foreigners to own real-estate was granted only in 1867. Where was this house situated? Akylas Millas in his “Pera Crossroads of Constantinople” gives as location the Bonmarche at Istanbul Grand Rue de Pera (today Istiklal Caddesi of Beyoğlu) saying “The Bartoli brothers famous for Au Bon Marche department store occupied the ground floor of a neo-classical building erected in 1870 on the site of the residence of Manolaki Valtadji efendi which burnt in the frequent fires which occurred in Pera”.

In some cases, preparing soil-engineering bedrock model can be economically difficult where engineering bedrock depth is deeper. In this study, in order to indicate the important results of low-cost geophysical studies, the Menemen Plain and Gediz Delta area, located in the north of the inner İzmir Bay, were selected as new growing industrial zones. In this context, microgravity, microtremor, for obtaining predominant vibration period, and ESPAC methods, for definingV S profile along the soil and engineering bedrock, were conducted all over a study area. After that, all results of these methods were compared and, then, combined with VES results. Finally, soil-engineering bedrock models were prepared for obtaining a 2.5D model and it was observed that the Bornova Flysch reaches up to the surface on an SW-NE line extending to the east of the area.

Elips şeklindeki höyüğün KB-GD doğrultusundaki uzun ekseni 420 m, GB-KD doğrultusundaki kısa ekseni 280 m kadardır. Höyüğün güney eteğindeki tatlısu kaynağı, buraya yerleşilmesinin önemli bir nedeni olmalıdır. Gerek Bornova Ovası gerekse Bayraklı Höyüğü çevresinde Holosen’deki jeomorfolojik gelişimin belirlenmesi amacıyla ekibimiz tarafından delgi sondaj çalışmaları gerçekleştirilmiştir. Bu çalışmalarımızın ilk bölümü 1996-1998, ikinci bölümü 2008-2011 yılları arasındaki dönemlere ait olup son dönem çalışmalarımız ise 2018 yılı Nisan, Mayıs ve Ekim aylarında sürmüştür. Bu çalışmalar sonucunda Holosen’de yükselen denizin Bornova Ovası ve Bayraklı çevresine transgresyonun sonlarında ulaştığı, fazla arızalı olmayan pre-Holosen karasal bir dolgu yüzeyini kapladığı belirlenmiştir. Bu süreçte Holosen öncesinde ova tabanındaki karasal birikimler üzerinde yükselen deniz suları 5500 yıl önce Bornova kıyılarına ulaşmış ve bugünkü kıyıdan 1,5 km kadar içeriye sokulmuştur. Bayraklı höyük alanı güneyinden doğuya sokulan deniz, kuzeye doğru daha sığ ve küçük bir girinti yapmıştır. Höyüğün kuzeybatısına deniz sokulmamış olup bu haliyle bir ada durumunda bulunmadığı anlaşılmıştır.
