COMMITTEE ON THE ENVIRONMENT, PUBLIC HEALTH AND FOOD SAFETY - THE SECRETARIAT - Brussels, 30 October 2010 Summary Note Delegation to the 10th Conference of the Parties (COP10) to the Convention on Biological Diversity (CBD) Nagoya, Japan, 25-27 October 2010 I. Background The Convention on Biological Diversity (CBD) is an international agreement which entered into force in 1993 and counts currently 193 Parties. It has 3 main objectives: 1. The conservation of biological diversity 2. The sustainable use of the components of biological diversity 3. The fair and equitable sharing of the benefits arising out of the utilization of genetic resources. Between 18-29 October 2010, the Conference of the Parties (COP) to the Convention on Biological Diversity (CBD) held its 10th meeting (COP10) in Nagoya, Japan. COP 10 counted among the most important in the history of the Convention, due to the critical decisions being on the agenda: - a 2011-2020 Strategic Plan with goals and targets, - a strategy on Resource Mobilisation and - an Access and Benefit Sharing regime (ABS). Moreover, COP10 took place during the International Year of Biodiversity proclaimed by the UN General Assembly. II. Composition of the delegation The official delegation consisted of 8 Members. It was led by Jo LEINEN (S&D, DE), Chairman of the ENVI Committee, and included Richard SEEBER (EPP, AT), Esther de LANGE (EPP, NL), Bogusław SONIK (EPP, PL), Karin KADENBACH (S&D, AT), Sandrine BÉLIER (Greens/EFA, FR), Kartika Tamara LIOTARD (GUE/NGL, NL), Anna ROSBACH (EFD, DK). 3 other Members, Gerben- Jan GERBRANDY (ALDE, NL) Bas EICKHOUT (Greens/EFA, NL) and Miroslav OUZKÝ (ECR, CZ ) joined the delegation. The delegation was accompanied by Bérangère BASIN and Jos VERVLOET from the ENVI Secretariat. Ioana BOBES (Press officer), Anna GAZDZINSKA (Interpreter), Grzegorz KOWALEWSKI (Interpreter), Gabor LEJKO (EPP Staff), Terhi LEHTONEN (Greens/EFA Staff), Eva-Maria HÄMMERLE (Assistant MEP SEEBER), Johannes Aser VAN DEN AKKER (Assistant MEP DE LANGE), Victoria ROYSTON (Assistant MEP KADENBACH), Jessica IMBERT (Assistant MEP BELIER), Peggy BRISET (Assistant MEP BELIER), Thomas GIJSELAERS (Assistant MEP LIOTARD), Rinke BRUSSEL (Assistant MEP GERBRANDY), Magdalena FRISCHOVA (Assistant MEP OUZKÝ) came along with the delegation. III. Preparation On 7 October 2010 the European Parliament adopted a resolution indicating its position on the different topics to be dealt with at COP10. On the run-up to COP10, the delegation was briefed by the Commission services as well as by Commissioner Potočnik. Before heading to Nagoya, the Head of delegation held a press conference (13 October 2010). IV. Activities of the delegation Daily briefings The delegation was briefed every evening by Commissioner POTOČNIK on the latest developments of the negotiations and on the latest state of play of the EU position. On the last evening, the briefing was given by both Commissioner POTOČNIK and Minister SCHAUVLIEGE, (Belgian Presidency). CBD Parliamentarians Forum The delegation attended the CBD Parliamentarians Forum organised by the Global Legislators Organization (GLOBE). Speakers included notably Barry GARDINER MP, Ryu MATSUMOTO, Japanese Minister of the Environment, Ahmed DJOGHLAF, CBD Executive Secretary, Thomas LOVEJOY, GEF Scientific and Technical Advisory Panel Chair, Pavan SUKHDEV, TEEB study leader, Achim STEINER, UNEP Executive Director, Monique BARBUT, GEF President. Jo LEINEN co-chaired the session on Forests and Sandrine BÉLIER co-chaired the session on Marine Environment. Through the world-wide parliamentary dialogue, legislators from around the world will ensure the mainstreaming of biodiversity in the parliamentary work and the monitoring of government policy at national level. By creating, amending and ratifying laws, they can therefore translate the consensus reached internationally under the Convention on Biological Diversity into tangible actions at the national and local levels. TEEB session The delegation attended the session on the Economics of Ecosystems and Biodiversity (TEEB). Speakers included Julia MARTON LEFEVRE, IUCN, Pavan SUKHDEV, TEEB study leader, Izabella TEIXEIRA, Brazilian Minister for the Environment, Jo LEINEN, Chair of the Environment Committee, European Parliament, Andreas CALGREN, Swedish Minister for the Environment and Patrick TEN BRINK, TEEB. Meetings with EU delegations The delegation met the Dutch delegation and the French delegation (Head of delegation, Chantal JOUANNO, State Secretary for Ecology). Views were exchanged on the main issues at stake at COP10, as well as on the functioning of the EU in such international conferences. Meeting with third countries delegations The delegation met with Japanese Vice-Minister for Environment, Mr. KONDO. They also met with 20 Members of the Environment Committee of the Japanese Diet, including Chairman OZAWA. The delegation met with Fundisile MKETENI, Head of the South African delegation. The delegation met with Assistant Secretary of State Kerry-Ann JONES, Head of the US delegation. The US were present as observers, as they are not a Party to the CBD. Other Meetings The delegation had meetings with Achim STEINER, UNEP Executive Director, Monique BARBUT, Global Environment Facility President, Ahmed DJOGHLAF, CBD Executive Secretary, John SCANLON, CITES Executive Secretary. The delegation was briefed by the following organisations: IUCN, WWF, Birdlife International. The delegation also met James GRIFFITHS and Herbert PIRCHER from the World Business Council for Sustainable Development (WBCSD). Press conference Jo LEINEN, Head of the delegation, held a press conference on Wednesday 27, together with Commissioner Potočnik and Minister Schauvliege. V. Outcome of COP10 Following intense, late-night sessions marked by numerous parallel deliberations, and up-to-the minute negotiations, COP10 achieved its three inter-linked goals: - adoption of the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization, - adoption of a new ten year Strategic Plan to guide international and national efforts to save biodiversity through enhanced action to meet the objectives of the Convention on Biological Diversity, - a resource mobilization strategy that provides the way forward to a substantial increase to current levels of official development assistance in support of biodiversity; Moreover, COP10 adopted a decision amounting to a de facto moratorium on geo-engineering, took a stance on the issue of synthetic biology, affirmed the role of CBD in REDD+ and established clear steps to increase cooperation among the Rio Conventions leading up to the Rio+20 Summit. VI. Concluding comments The delegation highly welcomed the successful outcome of COP10, notably on the three main topics (Strategic Plan, ABS Protocol and Resource Mobilisation). This positive outcome on biodiversity will be a positive message for the upcoming climate talks in Cancun. MEPs also welcomed the fact that the EU spoke with one united voice and in favour of ambitious commitments for 2020. The delegation highly appreciated the very cooperative attitude of both the Commissioner and the Belgian Presidency.
