WAHHABISM AND POWER IN SAUDI ARABIA: A PRACTICAL TEST OF WEBERIAN THEORY By Abdullah Alrebh A THESIS Submitted to Michigan State University in partial fulfilment of the requirements for the degree of MASTER OF ARTS Sociology 2011 ABSTRACT WAHHABISM AND POWER IN SAUDI ARABIA: A PRACTICAL TEST OF WEBERIAN THEORY By Abdullah Alrebh Weber‘s theory of authority is an important tool when studying power and its relationship to human collectives, especially religious groups. Weber focused on the rise of Protestants‘ power in the West and how this group created and maintained economic power which helped them gain political control in various countries, including the U.S. In this paper, I incorporate Weber‘s insights about the Protestant ethic, bureaucracies, and types of authority to examine Wahhabism in Saudi Arabia. I compare Saudi Wahhabism with Protestantism, analyzing the rise of the Saud family as controllers of the economy and politics. The role of bureaucracies in these processes will also be discussed. The similarities and differences between Protestantism and Wahhabism are used to investigate power inside their respective societies. These comparisons will highlight the types of authority which allowed each sect to enhance power and how those processes of creating, consolidating, and maintaining power relate to the larger social climates in both Saudi Arabia and the Western world. Finally, I investigate images of the Saudi State in the The London Times between 1927 and 1937 to explain how power in the hands of a Wahhabi king was presented to Western readers. AN IMPERIAL HOUSEHOLD’S STRATEGY TO SAVE EMPEROR HIROHITO IN MACARTHUR’S JAPAN Kaoru Hoshino, M.A. University of Pittsburgh, 2010 This thesis examines the motives behind the Japanese imperial household’s decision to invite an American Christian woman, Elizabeth Gray Vining, to the court as tutor to Crown Prince Akihito about one year after the Allied Occupation of Japan began. In the past, the common narrative of scholars and the media has been that the new tutor, Vining, came to the imperial household at the invitation of Emperor Hirohito, who personally asked George Stoddard, head of the United States Education Mission to Japan, to find a tutor for the crown prince. While it may have been true that the emperor directly spoke to Stoddard regarding the need of a new tutor for the prince, the claim that the emperor came up with such a proposal entirely on his own is debatable given his lack of decision-making power, as well as the circumstances surrounding him and the imperial institution at the time of the Occupation. -

Brief Analysis The surprise visit may have been intended to shore up various aspects of the Saudi-Pakistani defense relationship, perhaps including their suspected arrangement regarding access to nuclear weapons. n August 28, Saudi deputy crown prince Muhammad bin Salman (aka MbS) made an unexpected three-hour O stopover in Islamabad on his way to China and Japan. The Asia trip by King Salman's favorite son has been heralded as an effort to boost economic ties with two major importers of Saudi oil. MbS, the architect of the "Vision 2030" plan to develop the Saudi economy, will also be representing his country at the G-20 economic summit in Hangzhou, China, on September 4-5. Pakistan is not an obvious fit in this itinerary; India would have been a more logical stop if the discussions were business oriented. So it is legitimate to speculate on other reasons for the visit, and defense issues -- some of them potentially worrisome for Washington -- are the most likely candidate. According to the official Saudi Press Agency, the talks between MbS and Prime Minister Nawaz Sharif also included Pakistan's defense minister and army chief, with an agenda focusing on "bilateral relations" and "the ways to further develop them in various fields." Although these "fields" were not specified, MbS -- who is also the kingdom's defense minister -- was quoted as saying the visit "underlined the depth of the strategic relationship between the two peoples." One aspect of the strategic relationship on which Riyadh has sought greater Pakistani buy-in is the ongoing Gulf intervention in Yemen, and the matter may have come up again given the ongoing stalemate in the kingdom's proxy conflict with Iran. -

The absence of Saudi King Salman is being spun by the White House as of little consequence, but it is hard not to conclude that the Saudi decision is anything less than a huge and intentional diplomatic snub. The principal issue is, without doubt, Iran and the emerging deal over its nuclear program, which in the Gulf's eyes validates Tehran's nuclear status and strokes its aspirations to be the regional hegemon. Despite Secretary of State John Kerry's efforts during his visit to Riyadh last week, the Gulf Arabs appear unconvinced by the substance of the deal and downright skeptical of U.S. views of its implications for stability in the region. King Salman's cancellation came less than a day after the White House had said there would be a one-on-one meeting between Obama and the Saudi monarch. -

Blanchard Specialist in Middle Eastern Affairs January 23, 2015 Congressional Research Service 7-5700 www.crs.gov RL33533 Saudi Arabia: Background and U.S. Relations Summary The kingdom of Saudi Arabia, ruled by the Al Saud family since its founding in 1932, wields significant global political and economic influence as the birthplace of the Islamic faith and by virtue of its large oil reserves. Close U.S.-Saudi official relations have survived a series of challenges since the 1940s, and, in recent years, shared concerns over Sunni Islamist extremist terrorism and Iranian regional ambitions have provided a renewed logic for continued strategic cooperation. The full effect of the ongoing upheaval in the Middle East and North Africa on the kingdom and on U.S.-Saudi relations has yet to be determined. Official U.S. concerns about human rights and religious freedom in the kingdom persist, and some Members of Congress have expressed skepticism about Saudi leaders’ commitment to combating extremism and sharing U.S. policy priorities in the Middle East, North Africa, and South Asia. However, Bush and Obama Administration officials have referred to the Saudi government as an important regional partner in recent years, and U.S. arms sales and related security cooperation programs have continued with congressional oversight. Since October 2010, Congress has been notified of proposed sales to Saudi Arabia of fighter aircraft, helicopters, missile defense systems, missiles, bombs, armored vehicles, and related equipment and services, with a potential value of more than $90 billion. At home, Saudi leaders are weighing a litany of economic and political reform demands from competing, energized groups of citizen activists. -

January 2014 “HEIR OF THE MONTH” The Prince, the President and the Cholera Heidi Mehrkens One fine day back in April 1832, while staying in Paris, the German poet Heinrich Heine had the impression that writing was becoming an increasingly difficult task: “I felt much disturbed at work”, he wrote sarcastically in an article for the Augsburg Gazette, “mostly by the gruesome screaming of my neighbour who was dying of cholera.” The Parisian spring clearly was no romantic experience that year, neither for Heine nor for the other inhabitants of the capital - including the royal family. The “Citizen King” Louis-Philippe of Orleans who had come to power only two years previously after the 1830 Revolution, faced the severe task of calming a furious population struck by the cruel epidemic that had reached Paris end of March 1832. While thousands of people were dying at home and in the hospitals – according to official figures there were some 18,000 deaths – and uprisings were keeping the military in a high state of alert, the royal family stayed in Paris. This proof of sangfroid earned the dynasty respect even from the July Monarchy’s opponents, since many nobles had decided to get themselves out of harm’s way and head for the countryside. During the crisis, the royal family dedicated much of their time and a considerable amount of money to helping the persons affected by cholera. Queen Marie Amelie gave away waistbands she had sewn herself from flannel (a cure Heine also applied: “I am wrapped in flannel up to my neck and methinks I am cholera-proof now!”). -

Yet when the US embarks on an agreement to prevent this very possibility, they fear it might lead to a grand bargain Sthat gives Iran carte blanche for expansionism in the Middle East. Jamal Khashoggi, a journalist close to the Saudi ruling family, is already speaking of the “inter-Muslim struggle of the century” and Prince Turki al Faisal, former chief of Saudi intelligence and erstwhile ambassador of his country to Washing- ton, is travelling the conference circuit warning that Saudi Arabia will strive to get a nuclear device should Iran do the same. To alleviate such fears US President Obama invited leaders of the Gulf Coopera- tion Council (GCC) to Camp David on May 14. Besides even more weapons, GCC leaders hoped for a formal defense treaty beyond the informal guarantees that exist and in fact have materialised in the past, for example during the liberation of Kuwait from Iraqi occupation in 1991. However, the US has been disinclined to enter into a formal agreement with po- tentially unstable autocratic states, as it fears to be drawn into their domestic and regional policy agendas. In an interview with New York Times columnist Tom Friedman, Obama argued that the main threats to the stability of the Gulf states are not external, but rather come from disaffection of youth and other domestic constituencies. -
