PARKING LOT AND EV CHARGING STATION MARIN COUNTY, CALIFORNIA September 30, 2020 Feasibility Assessment Prepared By: Project Manager Richard Souza, PE 415.999.6882 [email protected] Table of Contents Purpose and Need ................................................................................................................. 1 Scope of Work ....................................................................................................................... 1 Summary Tables .................................................................................................................... 3 Conclusion ........................................................................................................................... 17 Appendices Appendix A: Public Parking Lot Table by Geographic Location Appendix B: Public Parking Lot Table by Use Appendix C: Public Parking Lot Figures by Geographic Location i Purpose and Need Advances in technology and growing public awareness of climatic change associated with greenhouse gas emissions has led to an increased demand for plug-in electric vehicles. Electric vehicles provide an energy efficient alternative to traditional fossil fuel consuming vehicles. In response to public demands for cleaner air and increased energy independence, the demand for electric vehicles has increased. This shift to pursue more sustainable alternatives to fossil fuels has rippling effects beyond the production and selling of such vehicles. One example is the increasing demand for public EV charging stations. These charging stations are essential given the vary range of distances per battery charge. This project study identifies public parking lots through the County of Marin which may be eligible for future Transportation Authority of Marin (TAM) funding for EV changing stations. This report summarizes our findings of the various public parking lots serving the Cities, Towns, Parks, School Districts, and Special Service Districts. SScopecope of WorkWorkWork To provide the necessary information for TAM to assess future EV charging stations, CSW|ST2 provided the following services • Data Collection - Identified existing public parking in cities, towns, public districts, and parks in the County of Marin through an online assessment. Data collected was pulled from aerial images and various public agency websites. 1 of 17 • Site Reconnaissance – Parking lots obstructed from view on aerial maps were visited and recorded manually. Each assessment included an observation of parking lot size, nearby power availability, and existing EV charging stations. • Assessment Mapping - Following data collection and site reconnaissance, results were consolidated into visual aids/maps showing the location of the public parking area for each City and Town of Marin. Parking areas within the incorporated areas, as well as references to the City and Town maps are represented in a County wide map. Each map includes the parking lot reference/name, address, and size. Size of the parking lot is based on the following: Parking Lot Size Available Parking Spaces Small 1 - 25 Medium 26 - 50 Large 50 + Listed below are the summary tables for public parking located by Town and City within the County of Marin. Only Towns and Cities where public parking lots were found are identified in this report. A brief narrative, table of findings, and reference to the visual aid/map are provided. Referenced figures and additional tables are provided in the appendices. Power availability assessment was based on the observation of nearby street lighting or overhead powerlines which does not necessarily mean these sites are ready for EV installations (grid improvements may be required). Also note that many of the public parking lots are not owned or controlled by the local communities but by special districts, Caltrans or other state and federal agencies. Information regarding city and town size and population is based on the 2010 US Census Bureau. 2 Summary TableTablessss Public parking lots restricted for employees are included in this list, and chargers identified may not be accessible for public use.
