VISION DOCUMENT (2017-2022) FOR NEWLY CREATED DISTRICT, STATE:-

Kangpokpi District has recently been created along with 6(six) other Districts out of erstwhile thereby increasing the total numbers of Districts from 9(nine) to 16 (Sixteen) in the State vide Govt. of Manipur's Order dated 08-12-2016 and subsequent Corrigendum dated 14-12-2016. The new District comprises of 9 (nine) Sub- Divisions viz. Kangpokpi, Champhai, Tujang Waichong, Saikul, Island, Lhungtin, Saitu Gamphazol, Bungte Chiru and Kangchup Geljang. Immediately, after the creation of the District on 08-12-2017, the newly posted Deputy Commissioner/Kangpokpi and Superintendent of Police/ has taken their charges on 9th December, 2016. This newly created Kangpokpi District has already been inaugurated by Shri O. Ibobi Singh, the then Hon'ble Chief Minister, Manipur on 15th December, 2016.

2. Out of these 9 Sub-Divisions, 3(three) Sub-Divisions viz Kangpokpi, Saikul & Saitu Gamphazol are fully functional as on date and the remaining Sub-Divisions are partly functional/yet to be functional. As on date, another 4 more MCS Officers have been posted as SDOs/BDOs in 4 Sub-Divisions – Kangchup Geljang, Bungte Chiru, Island and Lungtin. Some few skeleton Staff of Revenue as well as Development have been posted. No SDOs are posted at Champhai & T. Waichong Sub-Divisions till date. DDOs as well as HOOs powers have already been delegated to all SDOs/BDOs. This newly created Kangpokpi District has an area of about 1,698 sq. Km. and the district is inhabited by heterogeneous ethnic groups with inherent socio-economic and cultural background, including the indigenous Kukis, the Nagas, the Nepalis and the Meiteis/Meeteis. In order to have all the required District Level Offices and other essential infrastructures entitled to a full fledged District, the District Administration has been trying its level best and have already requested the State Government to post various District Level Officers along with staff and other basic infrastructures, as entitled to a full fledged district.

3. The following Objectives are proposed in the Vision Document (2017-2022) in respect of newly created Kangpokpi District:-

1) One of the most important objectives of newly created Kangpokpi District is make available all the required District Level Offices (more particularly DRDA) and other infrastructures as entitled to a full fledged district at the earliest and be made fully functional. 2) Construction of 100 bedded District Hospital with all external services at Kangpokpi District HQ by the State Health Department so as to enable to deliver better, prompt and quick health services to the needy general public. 3) Construction of District Multipurpose Indoor Sports Stadium at Kangpokpi District Head Quarter by the Youth Affairs & Sports Department, Govt. of Manipur with an objective to hunt sports talented persons from the district. 4) To ensure setting up of Chief Judicial Magistrate Court as well as District & Session Judge Court by the prescribed dateline. 5) Construction of Office building of Chief Medical Officer with all external services at Kangpokpi District. 6) Streamlining of District Administration and ensuring a corruption free, transparent and easily accessible and conducive atmosphere to the Officers/Official by all the citizens of the District irrespective of caste, creed, rich, poor etc. 7) Ensuring that all eligible aged persons get pensions under NSAP and Manipur Old Aged Pension (MOAP) and release of the pensions to their respective bank accounts through DBT. 8) Massive awareness programme of the ongoing Swatch Bharat Mission to ensure that every household member uses the toilets compulsorily and to declare all villages in the district free from open defecation at the earliest. 9) Ensuring to supply safe and hygienic drinking water to all the citizens of the District. 10)Strengthening the functioning of all the existing Anganwadi workers and ASHA workers and to utilize their services to the maximum extent possible for giving awareness of all citizen oriented schemes/programmes taken up by the Central as well as the State Governments. 11)Encouragement of preserving the natural resources and taking up mass tree plantation in the entire hill district of Kangpokpi and giving awareness programme to the common people to change the land use pattern of existing jhum cultivation to avoid earth cracks, landslides, mud-slides, flash floods etc. 12)Ensuring free, compulsory and quality primary education to all children as per provisions of the Right to Education Act. 13)Encouraging and ensuring to implement DIGI DHAN (cashless transaction) by all citizens of the District by creating & educating the common people on a massive scale.
