Technical Bid Eligibility Criteria : The intending bidders who fulfill the following basic qualifying requirements are eligible to participate in this tender. The joint ventures are not accepted. i. Should have completed during last 5 (five) years following "Similar works” ii. Three similar works each of costing minimum 30% of the estimated cost of this work. or iii. Two similar works each of costing minimum 40% of the estimated cost of this work. or iv. One similar work costing minimum 70% of the estimated cost of this work. a) Should have had Average Annual Financial Turnover of work amount of not less than 30% of the estimated cost of the work in the last three consecutive financial years ending 31.03.2019 duly certified by a Chartered Accountant or supported by copies of audited balance sheet for these years. b) Should have a Banker’s Solvency of 20% of the estimated cost issued by any Nationalized/ Schedule Bank. The Solvency Certificate should not have been issued earlier than one year of last date of submission of the tender. c) Should have valid Permanent Account Number of Income Tax and GST Registration No. d) The experience certificates issued by Government Organizations / Semi Government Organizations / State Government / Public Works Department / Central Government /Public Sector Undertakings/ Autonomous Bodies/Municipal Bodies/Public Limited Companies listed on BSE/NSE/ Private company shall be accepted for assessing the eligibility of the tenderer. e) Completion certificates from the client shall be in the name of the company who is submitting the tender. The contractor has to produce original documents for their verification as and when demanded by TA & Hills. The tender of any tenderer shall be rejected if on detailed scrutiny; documents submitted are found to be unsatisfactory / forged. The decision of TA & Hills, Manipur in this regard shall be final and the binding on the tenderer. f) Relevant experience certificates and other documents as mentioned above at Para 2 (ii) to (iv) duly attested by Gazetted Officer not below the rank of Executive Engineer or equivalent or Notary Public fulfilling the qualifying criteria and documents mentioned under Para 2 (b) to (e) shall be uploaded in the Technical Bid. g) Joint Venture parties / contractors are not allowed to participate in this tender. 3. Price Bid Eligibility Criteria : a. The price bid of only those bidders whose bid has been technically accepted on the basis of documents submitted shall be opened for Financial Bid on the scheduled date and time given in the NIT. The interested bidder can send his authorized representative at the time of opening of the price bid. b. The price/percentage rate should be given distinctly and without overwriting against the items of Works given in the BOQ. 4. General Terms & Conditions : a. The tenderers may note that they are liable to be disqualified and not considered for the opening of Price Bid if; i) Representation in the forms, statements and attachments submitted in the pre-qualification document are proved to be incorrect, false and misleading ii) They have record of poor performance during the past 10 (ten) years such as abandoning the work, rescinding of contract for which the reasons are attributable to the non-performance of the contractor, inordinate delay in completion, consistent history of litigation / arbitration awarded against the contractor or any of its constituents or financial failures due to bankruptcy etc. in their ongoing / past projects. Executive Engineer - II TA & Hills, Manipur iii) All Tenders shall be accompanied by - 1. cost of tender processing fees (Non- Refundable) and 2. Earnest Money Deposit (EMD) as stated above separately. This can be paid in the form of Crossed Demand Draft/Pay Order or Banker Cheque of any Nationalized Bank / Scheduled Bank for payable in favour of, "Executive Engineer-II, Tribal Affairs & Hills, Manipur”, payable at Imphal. The EMD shall be valid for minimum period of 90 days from the last day of submission of Tender. Tenders submitted without cost of tender and EMD shall be rejected. b. The Tenderer is required to upload all the documents digitally signed as token of acceptance. c. The successful Bidder/Tenderer shall not, at any time, assign, and sublet or make over the contract thereof to any person(s) whatsoever. d. The successful Tenderer shall be required to execute an Agreement with the Executive Engineer- II, Engineering Wing, TA & Hills Manipur within 10 days from the date of acceptance of the tender.

    Quest for Nagalim: Mapping of Perceptions Outside Nagaland Pradeep Singh Chhonkar Introduction The Nagas of Nagaland could always identify themselves with the Naga identity due to being in a state named after their own collective identity. However, the Naga tribes outside Nagaland, especially those of Manipur and Assam, always had a strong reason to reassert their Naga-ness. The response to the idea of a separate Nagalim has been wide-ranging across the entire region affected by Naga insurgency. A Framework Agreement was signed between the Government of India and the National Socialist Council of Nagaland (NSCN-IM) on August 03, 2015. The agreement affected four states and approximately 35 Naga and other ethnic tribes inhabiting the traditional Naga areas. The agreement set three crucial parameters for the detailed settlement. First, it recognised that the Naga ‘history and situation’ was unique. Second, it proposed that sovereign powers would be shared between the Centre and the Nagas through a division of competencies, that is, through renegotiating the Union, State and Concurrent Lists of competencies of the Indian Constitution. Third, the two sides would strive for a mutually acceptable and peaceful settlement. While details of the accord are still shrouded in secrecy, it has been indicated that there will be no modification to the state boundaries.
