The region includes Bucks, Chester, Delaware, and Montgomery counties, as well as the City of Philadelphia, in Pennsylvania; and Burlington, Camden, Gloucester and Mercer counties in New Jersey. DVRPC provides technical assistance and services; conducts high priority studies that respond to the requests and demands of member state and local governments; fosters cooperation among various constituents to forge a consensus on diverse regional issues; determines and meets the needs of the private sector; and practices public outreach efforts to promote two-way communication and public awareness of regional issues and the Commission.     BACKGROUND ANALYSIS 3 ECONOMIC DEVELOPMENT Jenkintown's central business district is concentrated along Old York Road from Washington Lane to Cloverly Avenue, providing a dense mix of retail and office uses. Significant commercial activity is also located along West Avenue, as well as smaller streets surrounding the Old York and West intersection. Another cluster of office development is at the western edge of the borough near the Jenkintown SEPTA station, although associated retail services are located across the tracks in Cheltenham Township. The major focus for Jenkintown's commercial base, as well as its overall image, is the traditional business district centered around the intersection of Old York and West. Since this business district is geographi- cally located at the top of a hill, it is referred to as "Uptown."
