1. Introduction

1.1. Background

The current project for “Modernization of Plant Quarantine service in Sri Lanka” is the latest initiative in the long list of projects KOICA has funded. This project is planned to be implemented from 2019 to 2021. The Korean Government plans to provide USD 6 million for this project under the grant aid agreement to be signed between the Government of Korea and the Government of Sri Lanka. This project will be implanted through the Ministry of Agriculture.

In light of the long-standing partnership, KOICA requested UNOPS Sri Lanka to support them in the implementation of its project for the Modernization o f Plant Quarantine Service in Sri Lanka. UNOPS has been requested to provide its specialist services under the sub-components 1.3 and 1.4 of component 1 of this project that are;

1. Construction of New Building for quarantine station in Sea Port in Colombo 2. Provision of Laboratory Equipment in NPQS hea dquarters in Katunayake, BIA and Sea Port Station in Colombo

1.2. Scope of Work

The scope of work primarily consist of two components given below: ● Construction of New Building for quarantine station in Sea Port in Colombo ● Provision of Laboratory Equipment in NPQS headquarters in Katunayake, BIA and Sea Port Station in Colombo

By procuring a design consultancy firm, UNOPS finalized a preliminary set of concept drawings as per the space plan provided by KOICA which has been prep ared according to the client (Ministry of Agriculture - National Plant quarantine service) requirement. However, a design consultant has to review, validate, and verify the preliminary concept design to ensure that the needs of the beneficiary are fully addressed.

1.3. Site Location

The NPQS, Seaport is located within Sri Lanka ports authority premises in Colombo district, Western Province of Sri Lanka. Its coordinates are 6°57'33.9"N 79°51'32.4"E. Colombo has a tropical climat e condition with an average temperature between 26-30 ° C and average 2348mm annual rainfall.

The NPQS, Seaport building to be constructed on state land, which is originally allocated to the Sri Lanka ports authority, and any construction plans on this site must be approved by the Urban Development Authority (UDA) of Sri Lanka. Further land ownership had been transferred to the Ministry of agriculture on a nominal lease agreement by Sri Lanka Ports Authority. The total extent of land of the ports authority is approximately 480 Hectares whereas the land extent of the proposed site is 0.0684 Hectares (27.03 Perches).

1.4. Site Infrastructure

The proposed site is a Triangular shape located on the edge of elevated land. It is close to one of the main entrances of the port's premises. There is an old single-story building that has been used as quarters for the port works superintendent. This building will be demolished by the client and cleared land will be provided to construct the proposed NPQS, Seaport building.

The proposed infrastructure development is inclusive of landscaping, electricity, ELV, water supply scheme, sewage disposal system, and stormwater drainage system, etc.

1.5. Access to the Site

The proposed building is located inside the ports authority near the Mattakuliya exit (De Seram gate). Public transport services are available throughout the day, and the location is relatively accessible with entry passes required since a high-security zone. The Nearest road is “St Andrew’s Road” which is an asphalt-paved road, maintained by the Road Development Authority (RDA) of Western Province.

1.6. Internal Roads

The internal road network of the ports authority consists of 3m - 6m wide asphalt paved road with Approx.1.2m wide pavements which are in really good condition.

1.7. Land Survey

A land survey had already been conducted for the proposed land and the plan is available. Please refer to the survey plan attached in Annexure 1.
