WESTERN TAIWAN Your Scenicfix © Lonely Planet Publications 208 Western Taiwan If you want contrasts, head to western Taiwan and start at the coastline, continue through rich farmland and end in the high mountains of the central range. In fact, for a study in contrasts, just head to the Alishan National Scenic Area. Here you can travel through three biogeographical zones – tropical, subtropical and temperate – in just three hours (a rare old single-track alpine railway is your carriage). But unless you have unlimited time, the west’s contrasts will demand you choose from among them. Should you explore Taiwan’s southern Chinese heritage (which includes a great collection of temples) or its aboriginal culture? Should you join a pilgrimage for the goddess of the sea or learn to meditate at a Buddhist temple? Should you climb one of the highest mountains in East Asia or cycle easy bike lanes through the countryside? Of all the regions in Taiwan, this is one we suggest you follow our advice for most carefully (which includes letting you know those areas you don’t need to follow our advice). While there are some real treasures out there, there’s also a lot of dismal wasteland. In general, the cities can be given a miss except as jumping-off points. For smaller towns, don’t miss Lukang, Puli and, to a lesser extent, Changhua, even if your time is tight. Forget the miles of coastline unless you like Styrofoam, cables, plastic and – you get the picture. Look to the rice fields, the mountains and Sun Moon Lake, the largest body of water in Taiwan, for your scenic fix.     PLANNING THE COLLECTION AND TRANSPORTATION OF RICE STRAW IN NANTOU COUNTY, TAIWAN Y.-C. Chiu, S.-J. Guo, S. Chen, C.-Y. Tsai, J.-M. Tsai ABSTRACT. The purpose of this study was to design a rice straw collection and transportation method. Four bale forms were designed for processing 75,474 tons of rice straw produced in Nantou County: large large-round bale, small large- round bale, large small-round bale, and small small-round bale. Nine trucks, individually weighing 2, 3, 3.49, 6.2, 7.5, 11, 15.5, 17, and 24 tons, were used for transportation analysis. This study proposed six hypothetical scenarios for rice straw collection and transportation. For each scenario, centralized and noncentralized transportation were implemented, in which centralized transport involves a route from various townships to neighboring farmers’ associations to the final rice- straw treatment site, and noncentralized transport is direct delivery from various townships to the final treatment site. A geographic information system was consulted to construct a map for the locations of various townships and to assess the optimal routes for rice straw collection and transport. Considering the trucks of varying weights, the transportation costs of various rice straw delivery methods were calculated to determine the optimal collection and transportation locations. The results revealed that the optimal plant locations for rice straw processing and distribution are the rice straw production areas in Caotun Township, Nantou, Mingjian Township, and Jhushan Township. A centralized transportation of small large-round bale was the optimal method and form. The cost of rice straw collection and transportation is US$31.66 and US$20.7 per ton, respectively.

To cope with future climate change and natural environment changes, much of our planning and thinking needs to be adjusted. To this end, safety and rapidness of evacuation have become primary research goals. In this study, geographic information and fuzzy expert systems are applied to debris flow evacuation sites in Ershui Township, Changhua County, for evaluating their hazard ratings. After a geographic information system is used to overlay the environmental sensitivity, FLO-2D is applied to simulate debris flow situations, and the results are utilized to establish a fuzzy expert system that successfully evaluates the hazard ratings of such sites in hillside areas. For future applications, another evaluation reference based on original evacuation sites and routes or evacuation mechanisms and disaster prevention models is proposed as a source of essential assistance to relevant sectors. Figures released by Global Insight Inc. indicate that global economic performance nevertheless remained stable during the year, with the rate of economic growth reaching 3.8%--only marginally lower than the 3.9% recorded in 2006. Following its outbreak last August, the negative influence of the subprime housing loan crisis in the U.S. spread rapidly throughout the world and, despite the threat of inflation, the U.S. Federal Reserve lowered interest rates three times before the end of 2007, bringing the federal funds rate down from 5.25% to 4.25%, in an attempt to avoid a slowdown in economic growth and alleviate the credit crunch.
