In reading this reissued report, it should be noted that our work concluded on 2 December 2011 and the report was constructed based on information, data and analysis current at that date. We have not sought further information and our report has not been updated since that date. As a result, material events may have occurred since we originally issued our final report in December 2011 that are not reflected in this reissued report and this may impact our analysis, findings and the solutions discussed herein. Port Botany and Sydney Airport are critical economic assets to Australia which in the short to medium term will retain their economic pre-eminence. However, they face capacity constraints, a growing passenger and freight task, and surface access challenges that are caused by competing demands on the infrastructure network in the Precinct. In a precinct where private vehicles and road freight dominate modal choices, available capacity on freight and passenger rail suggest there is potential to shift travel demand to more efficiently use the existing infrastructure network. This will require an integrated approach to tackling the transport task, addressing the public transport service offering, and improving rail freight competitiveness. Our report finds that the usual approach of focusing on mega infrastructure projects will not deliver relief in the short term. Whilst such mega projects may be required in due course, a more efficient approach also requires short term, better use measures. This report takes a fresh approach to identifying solutions. In particular, it identifies a package of small, pinch-point focused, productivity enhancing measures to improve public transport use, to relieve road congestion and to improve the efficiency and cost of rail freight. Since the evidence base for these measures is weak in places - particularly how they fit together – we recommend that Transport for NSW lead the development of a short term Action Plan. An integrated program of reform and work could be implemented in three to five years. We would welcome comments from you and the Committee.     Removing or Reducing Station Access Fees at Sydney Airport NSW Government Response NSW GOVERNMENT Recommendation 1 That Transport for NSW, as part of the next stage of bus planning, investigate implementing a new 'Rapid' bus route from Bankstown to Sydney Airport. Response Transport for NSW has identified bus routes based on existing demand, future demand and connection between major centres that are not already linked by rail or light rail. Links between Bankstown and the airport are already serviced by rail and bus connections. Additional bus routes to the Airport cannot be introduced before additional bus facilities are provided at the airport terminals. Sydney Airport has committed in its 2014 Preliminary Draft Master Plan to provide additional bus station facilities at the airport. Transport for NSW is working with Sydney Airport in order to consider additional bus services to and from the airport. The recently released Sydney's Bus Future identifies a number of actions involving Sydney Airport including: • Extension of the suburban bus route from Chatswood to the airport • Increased frequency of buses from Bondi Junction to Miranda via the airport • New routes from the Inner West and Kingsford to the airport • New connections between southern Sydney and the airport. • Transport for NSW will explore new routes between Burwood and the airport. Recommendation 2 That Transport for NSW investigate the removal of the Material Event provisions in the Restated Stations Agreement with a view to allowing more flexible, timely and direct bus routes to and from the Airport. Response At this stage there is no intention to negotiate with Airport Link Company (ALC) to remove the Material Change provisions of the Restated Stations Agreement.

    Existing Port Facilities CHAPTER 3 Summary of key outcomes: Sydney’s ports provide a vital economic gateway for the Australian and NSW economies. In 2001/02, Sydney’s ports handled approximately $42 billion worth of international trade which represents 17% of Australia’s total international trade and 56% of NSW’s international air and sea cargo trade by value. Due to its proximity to the Sydney market, Port Botany is and will remain the primary port for the import and export of containerised cargo in NSW. Currently, over 90% of container trade passing through Sydney’s ports is handled at Port Botany. Port Botany Expansion Environmental Impact Statement – Volume 1 Existing Port Facilities CHAPTER 3 3 Existing Port Facilities 3.1 Role and Significance of Sydney’s Ports The port facilities of Sydney are located at Port Botany and within Sydney Harbour. These ports, along with the airport, are the economic gateways to NSW. This is reflected by the fact that in 2001/02 Sydney’s ports handled approximately $42 billion worth of international trade. This represents: $10,000 for each person in the greater Sydney region, which has a population of close to 4 million; 56% of NSW’s total international air and sea cargo trade by value; and 17% of Australia’s total international trade. Cargo throughput through Sydney’s ports (Sydney Ports Corporation owned and private berths) during 2001/02 was 24.3 million mass tonnes, with containerised cargo accounting for 43.9%. This trade comprised more than 1 million TEUs, 183,000 motor vehicles and about 13.6 million mass tonnes of bulk and general cargo.
