HAMIOTA MUNICIPALITY REGULAR MEETING OF COUNCIL Wednesday, July 6, 2016 7:00 PM Minutes of the regular meeting of the Hamiota Municipality on July 6, 2016 at 7:00 PM in the Council Chambers of the Hamiota Municipal Office. Deputy Reeve Mathison and Councillors Wilson, Little, Brown, Weber, Madsen and CAO Tom Mollard were present with the Deputy Reeve in the Chair. 1. Call to Order 2. Confirmation of the Minutes: #1 Brown- Little RESOLVED THAT minutes of the regular meeting of the Hamiota Municipality held on June 15, 2016 be adopted as presented. For: 6 Against: 0 CARRIED. 3. Reception of Delegation/Hearings: 7:30 pm Mark Knight – Drainage Mark, Brad Kirk, and Neil Mathison were in attendance to discuss drainage issues around PR 469 and Municipal Road 141N. A survey has been done of the area north and south of PR 469 and the delegation wanted to address their concerns about accumulated water to the north on their lands and on the municipal road. They wanted to let Council know that they agreed with pursuing a licence for drainage improvements to the south and they also wanted to be able to help wherever they could. Going south will help alleviate a number of issues with roads in poor shape as well as water trapped on private land. They would also like to be informed as things happen. Council thanked the delegation for taking the time to bring forward their views and indicated they would work with them on any solution that can work. 4. Accounts/Financial Statements: #7 Weber-Madsen RESOLVED THAT Council of the Hamiota Municipality approve the accounts in the amount of $151,137.54 for June 14 to July 4, 2016 Cheque # 20160807 to #20160964 For: 6 Against: 0 CARRIED. 8. By-Laws: #4/2016 being a By-law of Hamiota Municipality for the Borrowing of Money - 3rd Reading #4 Weber - Little Resolved that Council of the Hamiota Municipality give third reading to by- law #4/2016 a By-law of Hamiota Municipality for the Borrowing of money For Against Abstained with Reason Mathison x Brown x Weber x Little x Wilson x Madsen x For: 6 Against: 0 CARRIED. Work has commenced on the Utility Rates By-Law and a draft for Council should be ready for their consideration very shortly. 9. New/Other Business: Brush Control – areas to spray The Weed District will be conducting brush control along some road allowances very shortly. If Council has any areas in mind that they would like to see done they should let the office so to see if it can be arranged. Maple Avenue West Subdivision Plans for this subdivision have been completed and forwarded to the solicitor to get the plan registered. Request for Power Back Up Water Plant/Lift Station #8 Brown – Wilson WHEREAS Rural Manitoba has been experiencing a growing number of power outages at various times throughout the year. AND WHEREAS Hamiota Municipality’s water treatment plant and sewage lift station have no power backup during power outage which causes inconvenience and added cost to the operation of the system. NOW THEREFORE BE IT RESOLVED THAT Hamiota Municipality request Manitoba Water Services Board to assist in a feasibility study and the installation of installing backup power for the water treatment plant and sewage lift station. For: 6 Against: 0 CARRIED #5 Madsen – Weber RESOLVED THAT Council direct the CAO to make application for a drainage licence along Municipal Road 141W, one and one half miles north of PR 469 and one mile south of PR 469. For: 6 Against: 0 CARRIED #6 Wilson – Brown RESOLVEDTHAT Council direct the CAO to make application to Manitoba Infrastructure to install a 900mm culvert in PR 469 along the east side of Municipal Road 141W.
