Bill 33 –The Municipal Modernization Act (Municipal Amalgamations) JESSICA DAVENPORT & G E R R I T THEULE I. INTRODUCTION anitoba’s 197 municipalities were the subject of contention and legislative focus during the Second Session of the M Fortieth Legislature. The New Democratic Party (NDP) government introduced Bill 33-The Municipal Modernization Act (Municipal Amalgamations)1 which began the restructuring of small municipalities. The objective behind Bill 33 was to modernize governance through amalgamations of municipalities with populations below 1,000. The Municipal Modernization Act altered the existing process for amalgamations contained within The Municipal Act2 by requiring all affected municipalities to present amalgamation plans and by-passing the usual investigative and reporting stages. The Bill encountered significant opposition in both the Legislative Assembly and the public discourse. Notably, few voices opposed municipal restructuring. Rather, the criticism was levelled at the lack of consultative processes in the time leading up to the introduction of the Bill and in the implementation of the amalgamations. Neither the B.A. (Hons), J.D. (2015). The authors would like to thank Dr. Bryan Schwartz and the anonymous reviewers for their helpful comments on this work. J.D. Increasing the length of time before amalgamation plans were due or adding in mechanisms for greater consideration of public opinion would have removed the wind from the sails of opponents to Bill 33.

  • Brick Manufacturing Manitoba Heritage Manitoba Consolidation
C O N S O L I D A T I O N 1897 – 1917 Consolidation Era (1897 – 1917) he few years before the turn of the twentieth century, and the first 10 years of the new century, saw Manitoba’s brick-making industry attain Tnew heights of production and operational sophistication. It was during these years that the largest and most technologically advanced operations in the history of the industry were attained (except for the very late entry of Lockport’s Red River Brick and Tile into the fraternity in 1971). And production was phenomenal. The first few years of this period were defined by two interconnected developments. The first was the inauguration of two new railway lines in Manitoba: the Canadian Northern (CNo, begun in 1896 in Manitoba and greatly expanded north and west through 1897 and 1899), and the Grand Trunk Pacific (begun in 1903 with construction to the west, via a more northerly route, beginning in 1905). Both of these new transcontinental lines brought even more opportunity for growth and development to Western Canada, and CNo was instrumental in opening the Parkland and Interlake regions of Manitoba to agricultural settlement, and thus a whole new market for southern brick-makers. The other development concerned immigration. With the success of Wilfred Laurier’s Liberals in the election of 1896, a new Manitoba Member of Parliament, Clifford Sifton (representing Brandon North) was appointed Minister of the Interior, and he quickly inaugurated a major new immigration policy. Seeking to populate the west with capable farmers, he had immigration agents reach out to Americans, people from Scotland and the North of England, and Eastern and Central Europe.

Hrytsak Anne Prosyk Alex Matiowski Mary Borodie Jean Matiation Tony Slon Olga Yarish Alex Prosyk III Foreword The principle objective of this book is to inspire in the hearts of the future generations an understanding that the development and progress of a country is dependent upon its human resources. It is the quality of the people and their aspirations and resourcefulness which determines whether a nation will grow to become strong and unified. The 19th and 20th centuries saw a great flood of people pour into Canada from the continent of Europe. Many of these early immigrants came to this land in search of religious and political freedom which they were being denied in their homeland. Adverse economic conditions forced others to seek a new life in a strange land, and there were the romantics who came to Canada in search of new adventures, fell in love with the land and stayed. All of these people brought with them to this new land not only their families and a few worldly possessions, but also their hopes, ideals, and ways of life. Out of the wilderness they helped to carve a unique nation with a character of its very own called Canada.

For October 8, 2015 Publication Le Metis President’s Message These past few weeks have been very busy and will continue to be for the next few. I am sure you haven’t missed all the TV advertising and mail, and the knocking on your door. Coming soon on October 19 is the 2015 Federal Election. This is less than two weeks away. Each election the MMF helps you in finding out what the federal political parties are doing for the Metis. We do this by sending them questions. Visit our MMF website at www.mmf.mb.ca/elections.php to read their responses. I want to spread the message that in all elections we need your help. Voting in this federal election is particularly crucial. We have in this election what can be called “a perfect storm” for the candidates, their parties, and their leaders. Your vote may be the one that makes the difference on which party forms the next government. I am not asking you to vote for any particular party, nor am I telling you how to vote. What I am asking is you come out and vote. Take the five or fifteen minutes, or whatever it takes, to put your “x” on the ballot. Show the parties that they must listen to you. Stand up and be counted. I am pleased to say this year we have again had a successful MMF Annual General Assembly (AGA) which took place this past week on September 26th and 27th in Winnipeg. Over the course of the AGA weekend there were nearly 3,000 delegates attending to the main hall ceremonies and activities, the tradeshow, the youth conference and other sessions and meetings, as well as the evening banquet which was hosted by our own Metis government- owned Metis N4 Construction.
