NHS Scotland - Emergency Department Activity HEAT Target Attendance Rates The Scottish Government have introduced a performance measure in order to reduce the number of attendances at emergency departments across Scotland (HEAT target). NHS Boards are tasked with reductions in the rates of attendance at emergency departments between 2009/10 and 2013/14. NHS Boards nominate the individual sites in their area (HEAT sites) to be included in the target with the aim to reduce or redirect attendances from these sites. Notes: 1) Attendance rates are given as per 100,000 population 2) Attendance rates calculated using NRS mid-year population estimates for 2010. 3) New presentations only; excludes planned return and recall attendances. 4) There are two types of site that provide emergency care; • ED - Emergency Departments; sites that provide a 24 hour emergency medicine consultant led service • MIU/Other - sites including minor injuries units (MIU), small hospitals and health centres in rural areas that carry out emergency department related activity and are GP or Nurse led. They may or may not be open 24 hours. 5) The information presented is based on data under development, the quality and accuracy are being monitored. Footnotes: (a) Borders - Borders General Hospital transferred to a new patient management system at the end of November 2010. There was an issue with the new system that prevented the recording of different attendance categories from April to September 2011. This results in the attendance figures for Borders General being artificially inflated by approximately 0.8 % (estimated from the data 12 months leading up to transfer), please interpret with caution (b) Greater Glasgow & Clyde - due to the implementation of new patient management system at Inverclyde Royal Hospital no data for 19 to 30 September has been submitted as yet. This results in the attendance figures being approximately 1,300 lower than expected (estimated from the previous 12 months data), please interpret with caution. (c) Lanarkshire - the three EDs transferred to a new patient management system during March 2011. There was an issue with the new system that prevented the recording of different attendance categories from April to June 2011. This results in the attendance figures for the three EDs being artificially inflated by approximately 5.0 % (estimated from the data 12 months leading up to transfer), please interpret with caution.
