Shimon Naveh Combat Studies Institute Fort Leavenworth, Kansas UNCLASSIFIED Abstract As part of his research for a Global War on Terrorism Occasional Paper on the so-called Second Lebanon War of 2006 – a 34-day conflict fought principally between Israel and the paramilitary forces of Hezbollah – historian Matt Matthews of Fort Leavenworth’s Combat Studies Institute interviewed Brigadier General (Ret.) Shimon Naveh, the founder and former head of the Israel Defense Forces’ (IDF) Operational Theory Research Institute (OTRI). Moreover, Naveh is the man most associated, often controversially so, with what has been described as a major intellectual transformation of the IDF in terms of how it thinks about, prepares for and ultimately wages war. “I read a comment made by an analyst that it was very hard to learn,” said Naveh, who also holds a PhD in war studies from King’s College, London. “You know,” he added, “wars are very hard to fight and yet we go and fight them. If indeed this is crucial and important, it is not an option. We should go and do it…. All you need is some intellectual stamina, some energy. If you’re serious about your profession, then you’ll go through it.” Indeed, Naveh singles out the IDF Chief of Staff, Lieutenant General Dan Halutz, for significant criticism for his alleged lack of understanding of the doctrine he signed which, as Naveh contends, contributed mightily to what is widely considered a defeat of the IDF by Hezbollah, as did a similar ignorance among the vast majority of the IDF General Staff. -

Scope The Joint Publication (JP) 1-02, Department of Defense Dictionary of Military and Associated Terms, sets forth standard US military and associated terminology to encompass the joint activity of the Armed Forces of the United States. These military and associated terms, together with their definitions, constitute approved Department of Defense (DOD) terminology for general use by all DOD components. 2. Purpose This publication supplements standard English-language dictionaries and standardizes military and associated terminology to improve communication and mutual understanding within DOD, with other federal agencies, and among the United States and its allies. 3. Application This publication applies to the Office of the Secretary of Defense, the Services, the Joint Staff, combatant commands, DOD agencies, and all other DOD components. It is the primary terminology source when preparing correspondence, to include policy, strategy, doctrine, and planning documents. Criteria for inclusion of terminology in JP 1-02 is enumerated in Department of Defense Instruction 5025.12, Standardization of Military and Associated Terminology, and Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 5705.01, Standardization of Military and Associated Terminology. 4. Jim Zanotti Domestic issues: March 2021 election. After the collapse of its power-sharing Specialist in Middle government in December 2020, Israel is scheduled to hold another election for its Eastern Affairs Knesset (parliament) on March 23, 2021. The election will be Israel’s fourth in the past two years—a frequency without parallel in the country’s history. Prime Minister Binyamin Netanyahu has managed to maintain power despite an ongoing criminal trial on corruption charges that is set to resume in February 2021. Netanyahu apparently hopes to create a coalition government that will grant him legal immunity or to remain indefinitely as caretaker prime minister (as he did from December 2018 to May 2020) by preventing anyone from forming a coalition without him and his Likud party. Palestinians and Arab state normalization. On the decades-old Israeli-Palestinian conflict, Trump Administration policies largely sided with Israeli positions, thus alienating Palestine Liberation Organization (PLO) Chairman and Palestinian Authority (PA) President Mahmoud Abbas. In the second half of 2020, the Administration pivoted from its January 2020 Israeli-Palestinian peace proposal to helping Israel reach agreements—known as the Abraham Accords—on normalizing its relations with the United Arab Emirates (UAE), Bahrain, Sudan, and Morocco. In connection with its deal with the UAE, Israel agreed in August 2020 to suspend plans to annex part of the West Bank, though announcements related to settlement activity have accelerated since then. -

U.S. law requires the executive branch to take certain actions to preserve Israel’s “qualitative military Jim Zanotti edge,” or QME, and expedites aid and arms sales to Israel in various ways. Additionally, a 10- Specialist in Middle year bilateral military aid memorandum of understanding—signed in 2016—commits the United Eastern Affairs States to provide Israel $3.3 billion in Foreign Military Financing and to spend $500 million annually on joint missile defense programs from FY2019 to FY2028, subject to congressional appropriations. In 2021, some Members of Congress have increased their scrutiny over Israel’s use of U.S. security assistance, contributing to debate on the subject. This report also discusses the following matters: New government and domestic issues. Prime Minister Naftali Bennett of the Yamina party heads a power-sharing government featuring a group of disparate parties from across the political spectrum that replaced the government of the long-serving Binyamin Netanyahu in June 2021. Despite reportedly holding more nationalistic positions than Netanyahu on Palestinian issues and settlements, Bennett may be constrained by left-of-center and Arab-led parties in the coalition from taking action in line with those positions. Although Bennett’s policies on various foreign policy matters may not differ significantly from those of Netanyahu, his government has thus far offered a less confrontational approach to disagreements with U.S. -
