Shabtai Levy1 Introduction The conference at the Institute for National Security Studies in Tel Aviv on the subject of the defense industries2 can be summarized in two sentences: first, the defense industries are very important to the IDF, the economy, and the country’s outlying areas; and second, a reduction of the shekel component in US aid will have a severe negative impact on Israel’s security, the economy, and the local defense industries. Echoing these statements, most of the speakers at the conference concurred that the reduction in shekel aid was another reason to increase the defense budget for local procurement, and the sooner the better. Brigadier General (res.) Prof. Jacob Nagel, who led the drawn-out negotiations with the American authorities, was the only speaker who argued that the reduction in the shekel aid budget should also prompt some self-reflection on the part of the defense establishment. To illustrate his remarks, he recalled the collapse of Kodak, which failed to identify in advance the changing environment in which it operated. The Washington Post Politics Trump lawyer seeks to block insider book on White House By Josh Dawsey and Ashley Parker January 4 at 9:30 AM A lawyer representing President Trump sought Thursday to stop the publication of a new behind-the-scenes book about the White House that has already led Trump to angrily decry his former chief strategist Stephen K. Bannon. The legal notice — addressed to author Michael Wolff and the president of the book’s publisher — said Trump’s lawyers were pursuing possible charges including libel in connection with the forthcoming book, “Fire and Fury: Inside the Trump White House.” The letter by Beverly Hills-based attorney Charles J. Harder demanded the publisher, Henry Holt and Co., “immediately cease and desist from any further publication, release or dissemination of the book” or excerpts and summaries of its contents. The lawyers also seek a full copy of the book as part of their investigation. The latest twist in the showdown came after lawyers accused Bannon of breaching a confidentiality agreement and Trump denounced his former aide as a self-aggrandizing political charlatan who has “lost his mind.” It marked an abrupt and furious rupture with the onetime confidant that could have lasting political impact on the November midterms and beyond. The White House’s sharp public break with Bannon, which came in response to unflattering comments he made about Trump and his family in a new book about his presidency, left the self-fashioned populist alienated from his chief patron and even more isolated in his attempts to remake the Republican Party by backing insurgent candidates. -

'Strategy and Iran Directorate' Under General Staff
MIDDLE EAST, NORTH AFRICA Israel Establishes New ‘Strategy and Iran Directorate’ Under General Staff OE Watch Commentary: On 18 February, the Israeli Defense Forces (IDF) announced the creation of a new directorate within the General Staff, called the “Strategy and Iran Directorate” to address growing Iranian threats and coordinate actions against Iran under one roof. The accompanying passages from local sources discuss this new directorate and subsequent changes to the structure of the IDF. The first article from The Times of Israel describes the design of the new Iran Directorate. Currently, the IDF has Major General Amir Baram leading the Northern Command in overseeing operations and threats stemming from Hezbollah while Major General Herzi Halevi and the Southern Command oversee the fight against Hamas in the Gaza Strip. Similarly, the IDF will now have a major general overseeing operations and threats coming directly from Iran. This means that the responsibility for overseeing threats from and actions towards Israel Defense Forces - Nahal’s Brigade Wide Drill. The second article from The Times of Israel states the Strategy and Iran Directorate will not be responsible for overseeing threats from Iranian proxy forces but only Iran itself, even though Iran has ties to multiple organizations across the region. It reports that the directorate “will be responsible for countering Iran only, not its proxies, like the Hezbollah terror group, which will remain the purview of the IDF Northern Command.” Brigadier General Tal Kalman, currently in charge of the IDF’s Strategic Division, will be promoted to major general and will lead the Strategy and Iran Directorate. -

Dr. Forrest Pogue’s illuminating authorized, 1 four–volume, 1,900 page, biography of George C. Marshall published between 1963 and 1987, is the definitive, indispensable account of the “true organizer of victory” and W 1 America’s global role in the post World War II world. Pogue’s masterpiece is an enduring monument to the life of one of America’s greatest soldiers, statesmen, humanitarians, peacemakers, and architects of success. The historian Douglas Freeman once observed that when Marshall’s colleagues asked themselves what were his most noble character virtues, they immediately turned to Thomas Jefferson’s testimonial to George Washington: “His integrity was most pure, his justice the most inflexible I have ever known, no motives of interest or consanguinity, of friendship or hatred, being able to bias his decisions.”2 “Succeeding generations,” Winston Churchill insisted, “must not be allowed to forget his achievements and his example.”3 Marshall was a leadership genius whose guiding principles are timeless and worthy of emulation. Yet after 14-plus years of endless conflict following the attacks of September 11, 2001, and for considerable spans of the last half-century, the United States has largely ignored his example. In an era when too many of our public and private leaders are more interested in their personal or special interests, and more concerned about prestige than selflessness, it is absolutely necessary to reflect upon how Marshall would have prevented the best military in the world from misguided, endless wars and provided the world’s lone superpower with the strategic vision to navigate in a volatile, uncertain, complex and ambiguous environment. -

INTRODUCTION AND SUMMARY Complaint Origin and Allegations On June 15, 2017, the DoD Hotline received a complaint alleging that Brigadier General (BGen) Rick A. Uribe, U.S. Marine Corps (USMC) while assigned as the Deputy Commanding General (DCG) for Operations-Baghdad, and Director, Combined Joint Operations Center (CJOC), Baghdad, Combined Joint Forces Land Component Command (CJFLCC), Iraq, permitted his officer to perform activities other than those required in the performance of official duties.1 The complaint also alleged that BGen Uribe violated Marine Corps personnel weigh-in requirements. On August 4, 2017, we initiated this investigation. During our investigation, we also identified two emerging allegations; that BGen Uribe solicited and accepted gifts from employees who received less pay than himself, and that he wore unauthorized awards. If substantiated, these allegations would violate standards summarized throughout this report. We present the applicable standards in full in Appendix A of this report. Scope and Methodology of the Investigation We conducted 23 interviews. Witnesses interviewed included BGen Uribe, his Aide, the Marine Corps Ethics Program subject matter expert (SME), the Staff Judge Advocate (SJA) to the Commandant of the Marine Corps (CMC), and several marines deployed with BGen Uribe and his Aide in Iraq. -

BIOGRAPHY General Carter F. Ham, U.S. Army, Retired General Ham is the president and chief executive officer of the Association of the United States Army. He is an experienced leader who has led at every level from platoon to geographic combatant command. He is also a member of a very small group of Army senior leaders who have risen from private to four-star general. General Ham served as an enlisted infantryman in the 82nd Airborne Division before attending John Carroll University in Cleveland, Ohio. Graduating in 1976 as a distinguished military graduate, his service has taken him to Italy, Germany, Kuwait, Saudi Arabia, Macedonia, Qatar, Iraq and, uniquely among Army leaders, to over 40 African countries in addition to a number of diverse assignments within the United States. He commanded the First Infantry Division, the legendary Big Red One, before assuming duties as director for operations on the Joint Staff at the Pentagon where he oversaw all global operations. His first four-star command was as commanding general, U.S. Army Europe. Then in 2011, he became just the second commander of United States Africa Command where he led all U.S. military activities on the African continent ranging from combat operations in Libya to hostage rescue operations in Somalia as well as training and security assistance activities across 54 complex and diverse African nations. General Ham retired in June of 2013 after nearly 38 years of service. Immediately prior to joining the staff at AUSA, he served as the chairman of the National Commission on the Future of the Army, an eight-member panel tasked by the Congress with making recommendations on the size, force structure and capabilities of the Total Army.
