The regulation is being progressed as part of the Land Management and Biodiversity Conservation reforms. A draft of the proposed regulation has been released for public comment. The object of the proposed regulation is to prescribe further details to support the Biodiversity Conservation Act 2016 including details for: • the protection of animals and plants • areas of outstanding biodiversity value • listing criteria for threatened species and ecological communities • provisions relating to private land conservation agreements • the Biodiversity Offsets Scheme, and biodiversity assessment and approvals under the Environmental Planning and Assessment Act 1979 • the biodiversity certification of land • public consultation and public registers • the Biodiversity Conservation Trust • regulatory compliance mechanisms and criminal and civil proceedings The following proposed regulations and other products related to the Land Management and Biodiversity Conservation reforms have also been released for public comment: •a draft Local Land Services Amendment Regulation 2017 •a draft Environmental Planning and Assessment Amendment (Biodiversity Conservation) Regulation 2017 • an Explanation of Intended Effect for a State Environmental Planning Policy (Vegetation) • a draft Biodiversity Assessment Method • a draft Accreditation Scheme for the Application of the Biodiversity Assessment Method • an example Sensitive Biodiversity Values Land Map • draft guidance for considering serious and irreversible impacts • a draft offsets payment calculator and user manual.     KNOWING WHEN TO GET THEM OUT - IMPROVING FLOOD EVACUATION PLANNING THROUGH FLOOD MODELLING AND STAKEHOLDER INVOLVEMENT T Anderson1, M Stubbs2, K McAndrew1 1 Clarence Valley Council, NSW 2 State Emergency Service, NSW Abstract Floods are not new to Grafton, nor to the Clarence River. But the approach to planning and responding to floods has changed significantly in recent years. This paper discusses these changes, particularly how these changes have already and will continue to result in improved flood management and security for the City of Grafton. Specific reference will be made to the different approach taken in the 2013 flood compared to other recent flood events like in 2001 and 2009. In 2012 Council’s consultants completed a levee overtopping assessment for Grafton. The objectives of the assessment were to identify the locations where the levee is likely to initially overtop, evaluate the flood risk within Grafton following overtopping, provide detailed emergency response information for levee overtopping events, and assess potential measures which may reduce the flood risks within Grafton. On the 29th of January 2013, the Bureau of Meteorology (BOM) forecast flood levels at the Prince St gauge in Grafton would reach 8.1m, the highest recording since installation of the river gauge. The recently completed flood modelling suggested that a flood of that level would result in minor overtopping of parts of the Grafton levee, and levels over this reach had the potential to inundate up to 1/3 of Grafton, being over 900 properties. This BOM prediction proved quite accurate, with the flood level in the Clarence River reaching 8.08m.

    Artists impression of the new bridge over Clarence River New Grafton Bridge Community update - November 2016 The NSW Government is funding the $240 million additional crossing of the Clarence River at Grafton. This update outlines progress on work activities and information about the upcoming displays. Recent building activities • Minimise building footprint to retain existing streetscapes and landscaping Major building work has started on the project. Activities that have been underway since September 2016 include: • Implementing additional anti-vandalism measures • Survey, geotechnical and utility investigations • Developing stormwater quality initiatives including signs to discourage littering on the new shared path and bridge • Installing environmental controls including heritage and skink fencing and nest boxes • Landscape design to support skink habitat. • Water and dust monitoring Urban Design and Landscape Plan • Site establishment The Urban Design and Landscape Plan includes the bridge • Property condition inspections designs, town entrance and streetscape strategies, noise barriers and headlight screens, lighting, signage, pedestrian • Removal of properties and structures and cyclist paths, and all other visual features. • Vegetation clearing and boundary fencing It has been prepared to harmonise the engineering Refinements to the approved designs with the existing environment and the character concept design of Grafton. The opening of the final traffic configuration marked the final major milestone for the project. New pedestrian signals in Charles Street were also switched on in August. Celebrating rail history Transport for NSW has taken steps to preserve a piece of history in South Grafton. In July work started to clean up the site around the historic rail turntable in South Grafton. The rail turntable, which is clearly visible from the new shared user path built as part of the bridge project, is a key feature of the old railway precinct in South Grafton.
