14/00479/FUL Erection of Open-Sided Gazebo APP 06 Application Number: 14/00479/FUL Minor Erection of open-sided gazebo (retrospective) AT Abbey Hill Hotel, Monks Way V4 To A5, Milton Keynes FOR Mr Nazim Manji Target: 2nd May 2014 Ward: Stony Stratford Parish: Abbey Hill Parish Council Report Author/Case Officer: Sakina Dossaji Contact Details: 01908 252242 [email protected] Team Leader: Alex Harrison Minor Applications Team Leader Contact Details: 01908 252608 [email protected] 1.0 INTRODUCTION (A brief explanation of what the application is about) 1.1 The main section of the report set out below draws together the core issues in relation to the application including policy and other key material considerations. This is supplemented by an appendix which brings together, planning history, additional matters and summaries of consultees’ responses and public representations. Full details of the application, including plans, supplementary documents, consultee responses and public representations are available on the Council’s Public Access system www.milton- keynes.gov.uk/publicaccess. All matters have been taken into account in writing this report and recommendation. 1.2 The Site The application site is Abbey Hill Hotel located in the residential area of Two Mile Ash. The site is located off Monks Way and situated to the west of Central Milton Keynes. Details of the location of the site and its relationship to surrounding properties can be seen in the plans attached to this report. 1.3 The Proposal The application seeks retrospective planning permission for the erection of an open sided gazebo with timber decking on the south east corner of the site. Details of the proposal as described above can be seen in the plans appended to this report. 2.0 RELEVANT POLICIES (The most important policy considerations relating to this application) 2.1 National Policy National Planning Policy Framework paragraph 7 Sustainable Development 17 Core Planning Principles 19 Sustainable Economic Growth 2.2 Local Policy Core Strategy CS13 Ensuring High Quality, Well Designed Places CS18 Healthier and Safer Communities Adopted Milton Keynes Local Plan 2001-2011 D1 Impact of Development Proposals on Locality D2 Design of Buildings D2A Urban Design aspects of New Development T15 Parking Provision. Supplementary Planning Guidance Supplementary Planning Guidance - 'Parking Standards for Milton Keynes' 2005 and Addendum 2009. 3.0 MAIN ISSUES (The issues which have the greatest bearing on the decision) 3.1 Impact of development proposals on neighbouring amenity The residential properties on Ellesborough Grove are located nearest to the application site and proposed gazebo. It is considered that the development would have some impact on the amenities of neighbouring occupiers but it would not be so detrimental to warrant refusal of this application. Conditions are proposed to restrict the operations within the marquee to restrict noise pollution. 4.0 RECOMMENDATION (The decision that officers recommend to the Committee) 4.1 It is recommended that planning permission be granted subject to the conditions set out at the end of this report. 5.0 CONSIDERATIONS (An explanation of the main issues that have lead to the officer Recommendation) 5.1 Impact on neighbouring amenity The application site is within the grounds of the Abbey Hill Hotel building located on the south west corner of the site adjacent to the golf course. The rear gardens of the properties closest to the application site have existing closed board timber fencing to the boundary. A low level post and rail fence also exists beyond the boundary of the hotel site and Elleborough Grove. It is noted that the grounds of the golf course and hotel site remain relatively open when viewed from Elleborough Grove. 5.2 The main impact as a result of the development is considered to be the potential increase in noise and disturbance from the use of the gazebo upon the occupiers of the residential properties on Elleborough Grove. The applicant has noted that it is renewing the hotel’s wedding and alcohol licenses and intends for outdoor spaces to not be used past 23.00. It is noted that the existing terrace area and grounds are used by the hotel and the development of a gazebo could further exacerbate current issues of noise and disturbance on the site. Therefore conditions are proposed to restrict the operations within the gazebo to restrict noise pollution and it is considered that the gazebo could only operate during the hours allowed for the existing hotel. 6.0 CONDITIONS (The conditions that need to be imposed on any planning permission for this development to ensure that the development is satisfactory. To meet legal requirements all conditions must be Necessary, Relevant, Enforceable, Precise and Reasonable ) 1. Any amplified music shall be limited to existing function rooms within the existing hotel and not at all within the gazebo hereby permitted. Reason: To protect the amenities of the locality. Appendix to 14/00479/FUL A1.0 RELEVANT PLANNING HISTORY (A brief outline of previous planning decisions affecting the site – this may not include every planning application relating to this site, only those that have a bearing on this particular case) A1.1 12/01601/ADV Advertisement consent to update 12 No signs with new branded signage Advert consent 14.11.2012 13/00411/FUL Single storey front extension; removal of two door openings and replacement with double door entrance Permitted 04.07.2013 A2.0 ADDITIONAL MATTERS (Matters which were also considered in producing the Recommendation) A2.1 Parking Provision The hotel site provides 140 parking spaces. The existing level of on-plot car parking within the site is considered to satisfy the requirement under the Council’s Parking Standards and therefore no objection is raised. A2.2 Character and Appearance The development is a light weight structure with a canvas roof and timber decking and balustrading. The structure is open-sided and therefore the visual impact of the development is not considered to be significant given that it would not appear as a solid built form. It is considered that the design and scale of the development would not result in any harm to the character and appearance of the area. A3.0 CONSULTATIONS AND REPRESENTATIONS (Who has been consulted on the application and the responses received. The following are a brief description of the comments made. The full comments can be read via the Council’s web site) Comments Officer Response A3.1 Parish - Abbey Hill No response received. Noted. Unitary Councillors Report December 2018 Snippets • Levante Gate – spoken with officers and no further contact from Guinness so I suggest this issue has been put on the back burner. • Blocked Gullies – residents in Bow Brickhill are naturally concerned by the fact that the guillies still appear blocked causing pooling and pedestrians risking getting soaked by passing vehicles. Carl Devereaux writes; The Gullies and Side entry kerb weirs where cleared as part of the whole of Bow Brickhill as requested by the Local Council September 2018 At the time it was requested to have Serco in to clear the excessive silt in the kerb lines in this location and the rest of the village.

Ousedale School Magazine July 2018 Duxford Air Museum ACE WEEK Pompeii Vietnam School of Rock Birmingham University Pompeii Lulworth Cove Lulworth Cove Paris Abbey Hill Golf Abbey Hill Golf Paris Message from Sue Carbert, Headteacher Dear Parents/Carers Do enjoy this lovely edition of Ousenews. At this time of year, we say goodbye to a number of staff; three staff in particular should be mentioned: Lin Robinson – English Teacher at the Olney campus; Lin who was in charge of English at Olney, and then moved into a new role of Training Teachers, is retiring this summer. She has worked at Ousedale for 13 years. Doug Abrams – Head of Computing and IT, who has led the department for the last 14 years, and throughout his time at Ousedale helped with the technical side of productions, has taken up a new post at the Webber School after 14 years. Finally, Dave Hurley, who has worked at Ousedale for a staggering 31 years; his dedication to PE teaching and extra-curricular PE in particular will be very hard to replace. Dave is retiring from teaching. We wish all three the very best for the future. As you look through this edition I am reminded of our vision statement ‘to enhance and develop our exceptional learning community for all students’. I feel this focus on enriching lives combined with great teaching and exam preparation is what makes Ousedale special; I hope you feel we have made the vision a reality. We look forward to the summer exams results. Sue Carbert | Headteacher Message from Paul McFadden, Deputy Headteacher As we come to the end of another academic year there is much to celebrate and reflect on.
