Council Tax in 2019/20 Your Guide to Council Tax in 2019/20 What is Council Tax? Council Tax is a local tax set by local councils to help pay for local services. All homes have to pay Council Tax - the amount you pay will depend on the valuation band your home has been placed in by the Valuation Office Agency. For details about how to pay your Council Tax, please look at the back of your bill. What does it pay for? We collect your Council Tax and put it into a separate fund called the Collection Fund. This year, we need to collect £148.2 million through Council Tax. Out of each pound we collect, 79 pence will go to Milton Keynes Council to pay for things such as education, social services, libraries, leisure services, refuse collection, street cleansing, parks and open spaces; 12 pence will go to the Police and Crime Commissioner for Thames Valley; 4 pence will go to Buckinghamshire and Milton Keynes Fire Authority; and 5 pence will go to Parish and Town Councils (on average). For every £1 we collect… 12 pence goes to 5 pence goes to Police and Crime Parishes Commissioner for Thames Valley 79 pence goes to 4 pence goes to Milton Keynes Buckinghamshire & Council Milton Keynes Fire Authority For every average Band D Council Tax we collect… £206.28 goes to £94.13 goes to the Police and Crime Parishes (£86.16 in Commissioner for 2018/19) Thames Valley (£182.28 in 2018/19) £64.57 goes to Buckinghamshire & Milton Keynes Fire £1,381.65 goes to Authority (£62.70 in Milton Keynes 2018/19) Council (£1,341.55 in 2018/19) How has the Council Tax charge changed this year? Your Council Tax contributes to the funding of the following bodies; Milton Keynes Council, your parish or town council, Police and Crime Commissioner for Thames Valley and Buckinghamshire and Milton Keynes Fire Authority. Milton Keynes only has control over the first of these; the other precepting bodies are separate from Milton Keynes and make their own decisions about the level of their precepts. Milton Keynes Council has chosen to increase the precept it charges to fund its own expenditure requirement by 2.99%. Buckinghamshire and Milton Keynes Fire Authority have increased their precept by 2.98% and The Police and Crime Commissioner for Thames Valley have increased their precept by 13.17%. Your individual parish or town council will have set its precept based on local decisions; therefore this element of your Council Tax bill may have changed from last year depending upon the parish in which you live.     Buckinghamshire; A Military History by Ian F. W. Beckett 1 Chapter One: Origins to 1603 Although it is generally accepted that a truly national system of defence originated in England with the first militia statutes of 1558, there are continuities with earlier defence arrangements. One Edwardian historian claimed that the origins of the militia lay in the forces gathered by Cassivelaunus to oppose Caesar’s second landing in Britain in 54 BC. 1 This stretches credulity but military obligations or, more correctly, common burdens imposed on able bodied freemen do date from the Anglo-Saxon kingdoms of the seventh and eight centuries. The supposedly resulting fyrd - simply the old English word for army - was not a genuine ‘nation in arms’ in the way suggested by Victorian historians but much more of a selective force of nobles and followers serving on a rotating basis. 2 The celebrated Burghal Hidage dating from the reign of Edward the Elder sometime after 914 AD but generally believed to reflect arrangements put in place by Alfred the Great does suggest significant ability to raise manpower at least among the West Saxons for the garrisoning of 30 fortified burghs on the basis of men levied from the acreage apportioned to each burgh. 3 In theory, it is possible that one in every four of all able-bodied men were liable for such garrison service. 4 Equally, while most surviving documentation dates only from 1 G.
