Option A - Enhanced Status Quo - 12 devolveds plus offer devolution out to other 32 parishes with enhanced specification / Biodiversity requirements

Option B - Co-operative Consortium – Direct Delivery (CCDD ) Parishes Consortium MKC can have custodian share, allowing reserved places on the board and some powers of veto (board made up representatives of the member organisations, i.e. parishes)

Option C – Outsource to a Local Authority Controlled Co-operative (LACC) 51% owned by MKC, 49% owned by parishes (one share is one vote, not one member one vote)

Option D – Enhanced Partnership Model - continue to devolve (tranche 3 - 2023, tranche 4 – 2025 and tranche 5 – 2028) with view to full Parish Co- operative / devolvement / clusters model by 2030)
