NOTICE OF MEETING OF THE CITY COUNCIL OF THE CITY OF SIOUX CITY, IOWA City Council agendas are also available on the Internet at www.sioux-city.org. You are hereby notified a meeting of the City Council of the City of Sioux City, Iowa, will be held Monday, December 3, 2018, 4:00 p.m., local time, in the Council Chambers, 5th Floor, City Hall, 405 6th Street, Sioux City, Iowa, for the purpose of taking official action on the agenda items shown hereinafter and for such other business that may properly come before the Council. This is a formal meeting during which the Council may take official action on various items of business. If you wish to speak on an item, please follow the seven participation guidelines adopted by the Council for speakers: 1. Anyone may address the Council on any agenda item. 2. Speakers should approach the microphone one at a time and be recognized by the Mayor. 3. Speakers should give their name, spell their name, give their address, and then their statement. 4. Everyone should have an opportunity to speak. Therefore, please limit your remarks to three minutes on any one item. 5. At the beginning of the discussion on any item, the Mayor may request statements in favor of an action be heard first followed by statements in opposition to the action. 6. Any concerns or questions you may have which do not relate directly to a scheduled item on the agenda will also be heard under ‘Citizen Concerns’. 7. For the benefit of all in attendance, please turn off all cellular phones and other communi- cation devices while in the City Council Chambers. 1. MYC - Resolution appointing new members to the Mayor’s Youth Commission for terms expiring on December 31st of each student’s senior year. 6. TREASURER - Resolution appointing Kelli R. Hill as City Treasurer. 7. HUD FUNDING - Resolution approving an application to fund two Housing Choice Voucher Family Self-Sufficiency Program Coordinators for FY 2018 under the Notice of Funding Availability from the U.S. Department of Housing and Urban Development in the amount of $138,759 and authorizing and directing the Housing Services Division Manager to execute the required assurances and certifications in connection with said program application. 8. ELECTRIC EASEMENT - Resolution inviting proposals for the granting of an Underground Electric Easement in certain land in the Donner Park Urban Renewal Area, announcing the in- tent to accept the proposal of MidAmerican Energy Company, fixing the date for receipt of proposals and for public hearing, providing for notice thereof and rescinding all conflicting resolutions. (property commonly known as 5931 Pershing Street) 9. ANNUAL REPORTS A. ART CENTER - Motion accepting and approving the Art Center Board of Trustees FY 2018 Annual Report. B. CONE PARK - Motion accepting and approving the Cone Park Design and Construc- tion Advisory Committee FY 2018 Annual Report. C. NORTHERN VALLEY - Resolution approving a Reciprocal Easement Agreement with Northern Valley Associates LLC. (Property near the intersection of Floyd Boulevard and Outer Drive North) B. ALDI AMENDMENT - Resolution approving a First Amendment to Development Agreement with Aldi, Inc. (Minnesota) for a one year extension on the time for com- mencement and completion of improvements on a 2.61 acre parcel within Lot 2, North- ern Valley Crossing, Second Addition. C.
