The SSACP is not intended to supplant any local, state, regional, or national response or contingency plans. Rather, it should be reviewed in conjunction with the relevant regional, state, and local plans. It was designed as a tool and source of information for first responders facing the unique physical conditions and blend of governmental jurisdictions within the SSA. The SSA includes the following counties and tribal entities: Iowa: Buena Vista, Cherokee, Clay, Dickinson, Harrison, Ida, Lyon, Monona, O’Brien, Osceola, Plymouth, Pocahontas, Sioux, and Woodbury Counties.     2017 Annual Report 2017 Annual Letter To our fellow shareholders: Every now and then I am introduced to someone who knows, kind of, who I am and what I do and they instinctively ask, ‘‘How are things at Saga?’’ (they pronounce it ‘‘say-gah’’). I am polite and correct their pronunciation (‘‘sah-gah’’) as I am proud of the word and its history. This is usually followed by, ‘‘What is a ‘‘sah-gah?’’ My response is that there are several definitions — a common one from 1857 deems a ‘‘Saga’’ as ‘‘a long, convoluted story.’’ The second one that we prefer is ‘‘an ongoing adventure.’’ That’s what we are. Next they ask, ‘‘What do you do there?’’ (pause, pause). I, too, pause, as by saying my title doesn’t really tell what I do or what Saga does. In essence, I tell them that I am in charge of the wellness of the Company and overseer and polisher of the multiple brands of radio stations that we have. Then comes the question, ‘‘Radio stations are brands?’’ ‘‘Yes,’’ I respond. ‘‘A consistent allusion can become a brand. Each and every one of our radio stations has a created personality that requires ongoing care. That is one of the things that differentiates us from other radio companies.’’ We really care about the identity, ambiance, and mission of each and every station that belongs to Saga. We have radio stations that have been on the air for close to 100 years and we have radio stations that have been created just months ago.

    Iowa Highway 86 Vertical Alignment Improvement Study Description of the Proposed Action The Iowa Department of Transportation (Iowa DOT) and the Federal Highway Administration (FHWA) propose to improve a 3.9-mile segment of Iowa Highway 86 (IA 86) from Iowa Highway 9 (IA 9) to near the Minnesota border within Dickinson County, Iowa (the Project). The existing IA 86 has narrow travel lanes and shoulders, steep foreslopes, and poor vertical alignment. Environmental Assessment Availability The Environmental Assessment (EA) for the Project was signed on June 30, 2011, and distributed to selected federal, state, and local resource agencies on July 5, 2011, for review and comment. A Notice of Public Hearing and Environmental Assessment Availability was published in the legal section of the Estherville Daily News on July 5, 2011, and the Ocheyedan Press-Melvin News and Dickinson County News on July 6, 2011. Review and Comment Period A review and comment period was established for receipt of comments on the EA, with an expiration date of August 8, 2011. A public hearing for the Project was held at the Dickinson County Courthouse on July 21, 2011. The public hearing used a combined open forum and formal format. A transcript of this meeting has been prepared and is available upon request. Agency Comments One agency comment letter on the EA was received and is included in Appendix A. A summary of the comments and responses to those comments (shown in italics) follows: • U.S. Department of the Interior (DOI), Office of Environmental Policy and Compliance – DOI concurred that avoidance of Section 4(f) properties was infeasible for the Project because Section 4(f) lands are on both sides of IA 86 in some locations.
