Major developments in Kosovo1 The dominant topic of the reporting period was the continued dialogue between Prishtinë/Priština and Belgrade facilitated in Brussels by the European Union. On 8 September Prime Ministers Hashim Thaçi and Ivica Dačić reached an agreement on telecommunications and energy. The prime ministers met again in Brussels on 7 October, discussing modalities surrounding the 3 November local elections in Kosovo. As the facilitator for the conduct of the elections in northern Kosovo, the OSCE participated in the meeting to inform the prime ministers about the preparation process. On 5 and 13 December – just ahead of the EU Ministerial Council of 17 December, where the Council was expected to announce its decision on the date for opening accession negotiations with Serbia, European Union High Representative (EUHR) Catherine Ashton hosted another meeting of the prime ministers in Brussels to discuss the further implementation of the 19 April 2013 First Agreement of principles governing normalisation of relations between Belgrade and Prishtinë/Priština. An agreement was reached on the modalities of integrating Kosovo Serb security personnel into Kosovo Police. On 13 December the Kosovo Ministry of Internal Affairs announced that the first employment contracts were signed with former members of the Serbian Ministry of Internal Affairs (MUP). On 14 December the Kosovo government announced the commencement of the implementation of the agreement on customs and the collection of VAT and excise taxes at the northern Kosovo crossing points in Jarinje (Gate 1, Leposavić/Leposaviq) and Brnjak (Gate 31, Zubin Potok), whose revenues, according to the implementation plan of the 19 April Agreement, are to be channelled into a development fund for northern Kosovo. -

Conclusions and Recommendations .................................. 40 Author’s Note: The overriding purpose of this paper is to analyse the nature of the relationship between the government, its institutions, and non- majority communities in Kosovo in light of the COVID-19 pandemic and to assess its ability and readiness to ensure the equal treatment of all citizens, regardless of ethnic or national belonging. In other words, to describe a set of lessons that this ongoing emergency has taught us about the position of those communities, and how they are treated by central authorities. As will be outlined throughout the course of this document, the pandemic did not, in and of itself, create a problem but rather served to highlight a range of issues in the implementation of legislative and constitutional provisions that regulate the rights granted to non-majority communities. It indeed exposed the government’s shortcomings in communicating and providing equal access to information and services to all of its citizens, something that is problematic in normal circumstances but that now constitute a very tangible threat to public health and security. 2 I. Introduction The COVID-19 pandemic has presented a unique set of challenges to governments across the world. While the most obvious of these challenges is the great risk that the virus poses to public health, it has also served to put a great deal of strain on economies, state institutions and has had a vast impact on the day-to-day functioning of governments. -

One of the challenges to building sustainable peace in Kosovo remains the lack of recognition and understanding of non-majority communities’ distinct attributes, needs and concerns, by broader society, local institutions and international stakeholders. In order to contribute to enhancing knowledge among its interlocutors, the OSCE Mission published in 009 the first Communities Profiles, incorporating demographic, socio-economic, political and cultural data on Kosovo Serbs, Kosovo Turks, Kosovo Bosniaks, Kosovo Croats, Kosovo Montenegrins, Gorani, Roma, Ashkali, Egyptians and Kosovo Albanians (in the municipalities where they constitute the minority). The success of the 009 edition, which generated a great amount of positive feedback among the OSCE Mission’s interlocutors within and outside of Kosovo, has been a crucial motivator for a second edition. The 00 Communities Profiles, expanding upon the data collected, offer an even more comprehensive and detailed picture of the challenges affecting Kosovo’s non-majority communities’ enjoyment of their rights.
