May 2013 Affiliation: Universiteit Gent Abstract: The year 1989 marked the six hundredth anniversary of the defeat of the Christian Prince of Serbia, Lazard I, at the hands of the Ottoman Empire in the “Valley of the Blackbirds,” Kosovo. On June 28, 1989, the very day of the battle's anniversary, thousands of Serbs gathered on the presumed historic battle field bearing nationalistic symbols and honoring the Serbian martyrs buried in Orthodox churches across the territory. They were there to hear a speech delivered by Slobodan Milosevic in which the then- president of the Socialist Republic of Serbia revived Lazard’s mythic battle and martyrdom. It was a symbolic act aimed at establishing a version of history that saw Kosovo as part of the Serbian nation. It marked the commencement of a violent process of subjugation that culminated in genocide. Fully integrated into the complex web of tragic violence that was to ensue was the targeting and destruction of the region’s architectural and cultural heritage. As with the peoples of the region, this heritage crossed geopolitical “boundaries.” Through the fluctuations of history, Kosovo's heritage had already become subject to divergent temporal, geographical, physical and even symbolical forces. During the war it was to become a focal point of clashes between these forces and, as Anthony D. Smith argues with regard to cultural heritage more generally, it would be seen as “a legacy belonging to the past of ‘the other,’” which, in times of conflict, opponents try “to damage or even deny.” Today, the scars of this conflict, its damage and its denial are still evident. -

Illyrian-Albanian Continuity on the Areal of Kosova 29 Illyrian-Albanian Continuity on the Areal of Kosova Jahja Drançolli* Abstract In the present study it is examined the issue of Illyrian- Albanian continuity in the areal of Kosova, a scientific problem, which, due to the reasons of daily policy, has extremely become exploited (harnessed) until the present days. The politicisation of the ancient history of Kosova begins with the Eastern Crisis, a time when the programmes of Great-Serb aggression for the Balkans started being drafted. These programmes, inspired by the extra-scientific history dressed in myths, legends and folk songs, expressed the Serb aspirations to look for their cradle in Kosova, Vojvodina. Croatia, Dalmatia, Bosnia and Hercegovina and Montenegro. Such programmes, based on the instrumentalized history, have always been strongly supported by the political circles on the occasion of great historical changes, that have overwhelmed the Balkans. Key Words: Dardania and Dardans in antiquity, Arbers and Kosova during the Middle Ages, geopolitical, ethnic, religious and cultural concepts, which are known in the sources of that time followed by a chronological development. The region of Kosova preserves archeological monuments from the beginnings of Neolith (6000-2600 B.C.). Since that time the first settlements were constructed, including Tjerrtorja (Prishtinë), Glladnica (Graçanicë), Rakoshi (Istog), Fafos and Lushta (Mitrovicë), Reshtan and Hisar (Suharekë), Runik (Skenderaj) etc. The region of Kosova has since the Bronze Age been inhabited by Dardan Illyrians; the territory of extension of this region was much larger than the present-day territory of Kosova. * Prof. Jahja Drançolli Ph. 2010 “Everyth ing is politicized” Competing governments in Strpce/Shtërpcë, Kosovo Abstract: The aim of the research is to gain insight into the practices of parallelism and the influence of framing on this governance system. I obtained this information by taking one municipality, Strpce/Shtërpcë, as a case study. While living there for three months, I analyzed the everyday reality of life for citizens and the local governments. Strpce/Sthërpcë, a municipality in Kosovo of which the population consists of a Serbian majority, has two parallel sets of government related institutions. The governments compete and both claim to be the only legitimate ruler in the municipality. Both base their legitimacy on the claim that the territory is indivisible. Peaceful development in parallelism in Strpce/Shtërpcë will only be achieved when the framing of the situation changes. Significant herein is the inclusion of the youth. By looking into the practices of Strcpe/Shtërpcë I found signs of the dynamics of framing and possibly the weakening of the ‘indivisibility frame’. However regarding subjects that have to do with culture, history or language the indivisibility frame is still strong. Original Scientific Paper CONTEMPORARY CHANGES IN THE ETHNIC STRUCTURE OF THE POPULATION IN THE AUTONOMOUS PROVINCE OF KOSOVO AND METOHIJA SAŠA MILOSAVLJEVIĆ1, JOVO MEDOJEVIĆ1 1Faculty of Sciences, University in Priština – Kosovska Mtrovica, Kosovska Mtrovica, Serbia ABSTRACT Twenty years (1999 - 2019) after the end of the conflict in the Autonomous Province of Kosovo and Metohija, it can be stated that nowhere in Europe is there such ethnic segregation of the population as is the case with the AP of Kosovo and Metohija. Following the withdrawal of pumped security forces from the entire territory of Kosovo and Metohija and the entry of the United Nations peacekeeping force into the Serbian Autonomous Province, Kosovo Albanians carried out their persecution from Kosovo through terrorist attacks on Serbs and other non- Albanian populations (Montenegrins, Gorans, Roma, Ashkali) carried out their persecution from Kosovo and Metohija and fundamentally changed the ethnic structure of the Province. An insight into the majority of 223.081 exiles and displaced persons from Kosovo and Metohija indicates an exodus against the Serbs. The number of displaced Roma, Ashkali and Egyptians is estimated at about 100.000. The mass persecution of the Serb and other non-Albanian populations has resulted in tremendous changes in the ethnic structure of the Province, which today, with 93% of the total population, is dominated by Albanians, while other ethnic communities have a participation of 7%. Kontopoulos, External Reader, Department of Sociology © by Angela Valeria Ilić 2012 All Rights Reserved ii ABSTRACT This dissertation examines a series of interchurch consultations that took place between 1999 and 2009 with the participation of the Evangelical Church in Germany, the Roman Catholic German Bishops’ Conference and the Serbian Orthodox Church. The Protestant-Catholic-Orthodox ecumenical encounters began in the immediate aftermath of the Kosovo crisis, and aimed to support Serbia’s democratization and European integration. At a total of nine meetings, delegates from the participating churches, together with politicians, representatives of non-governmental organizations, and scholars from various fields, discussed the role of churches and religion in the two countries. The meetings provided a forum for exchanging knowledge and addressing the challenges confronting the churches and their social organizations. Through lectures, discussions, and meetings in working groups, the consultations focused on theological, legal, political, and social topics, such as church and state relations in Serbia, the role of churches in secularized society, Serbia’s relationship to the rest of Europe, reconciliation, and the healing of memories. Focusing on the content and the outcomes of the consultations, the author places them into the broader ecumenical, social and political context in which they took place. -

The Autonomous Province of Kosovo and Metohija is located in the southern part of the Republic of Serbia, a constituent republic of the Federal Republic of Yugoslavia (hereinafter FRY). The Autonomous Province of Kosovo and Metohija is bordered on the north and north-west by the Republic of Montenegro, another constituent republic of the FRY. In 1990 the Socialist Republic of Serbia promulgated a new Constitution which, among other things, changed the names of the republic and the autonomous provinces. The name of the Socialist Republic of Serbia was changed to the Republic of Serbia (both hereinafter Serbia); the name of the Socialist Autonomous Province of Kosovo was changed to the Autonomous Province of Kosovo and Metohija (both hereinafter Kosovo); and the name of the Socialist Autonomous Province of Vojvodina was changed to the Autonomous Province of Vojvodina (hereinafter Vojvodina). -

Kosovo - An Atypical Parliamentary Republic Prof. Ass. Dr Murat Jashari, PhD Faculty of Law, Prishtina University, Kosovo Behar Selimi, PhD Candidate Faculty of Law, Business and Technology University, Prishtina, Kosovo Abstract The topic of this comparative study is the republican character of the system of governance in Kosovo. In the public discourse and political communication, as well as in academic discourse Kosovo is considered a Parliamentary Republic, based on the principle “of the separation of powers and checks and balances between them.” Although the constitutional definition of the relationship between the executive and legislative favors parliamentary republicanism, the constitutional powers of the president, the government and especially the constitutional and political power of the prime minister, significantly weaken the parliamentary character, in favor of a semi-presidential system. However, neither the current theories of government, nor constitutional provisions can rank Kosovo among semi-presidential systems, or pure parliamentary systems. Comparisons of competence powers relations in Kosovo, with similar relations and competences of the countries of the region and beyond, testify to the specific nature of parliamentary democracy in Kosovo. It is precisely the comparison of the Kosovo constitutional-legal system of governance with similar systems and theoretical analysis of parliamentary models facing Kosovo model which will be the basis of support of the hypothesis that Kosovo is not a typical parliamentary republic. Keywords: Kosovo; parliament; republic; prime minister; government Introduction By constitutional definition Kosovo is “a democratic Republic based on the principle of separation of powers and checks and balances between them.”1 This definition defines only the basic forms of government, leaving its type explicitly undefined.
