The representations are listed in the same order the Plan is set out. For ease of use, the table also indicates the area and specific site/theme which the representation relates to. The first column ‘ID’ is a unique number to each representation received. The document itself is regenera well presented and easy to follow. The plan is clear in how it tion would support and complement city centre regeneration, for example in providing complementary residential retail and leisure offers to those being pursued in the city centre, and a locally available pool of city centre workers and users. Employment linkages within the area are also clearer and we particularly welcome the strengthening of this aspect through designation of employment areas and mixed use sites and policies to support Hessle Road as a 'district centre' and Anlaby Road as a a 'large local centre'. We also note the longer term aspiration for easy access to employment opportunities along the Humber waterfront, which will of course connect to the future Hull Forward agenda. 92 Hull Civic Ken Baker Whole Whole area On behalf of Hull Civic Society we would like to congratulate Society AAP Hull City Council on producing an ambitious and comprehensive Area Action Plan for Newington and St Andrews which will be of great benefit to the city as a whole by improving its image and attracting further investment and employment. We are particularly impressed with the vision of a high quality environment which we believe is essential for attracting people back into the area. We are pleased to see there will be a Trust facilities new sport and leisure community facility even though it is unlikely to contain a performance space. Sustainable neighbourhoods should include social facilities to ensure the population have the capacity to reap the health and social benefits which accrue from participation in regular cultural activities. We would recommend that any new community facility should be multi-purpose in nature providing indoor space for leisure arts community and entertainment events. Such facilities should be centrally located with good access for pedestrians, cyclists and car drivers. 131 Hull Civic Ken Baker Whole Whole area Commun We would like to suggest the provision of a designated Society AAP ity "village hall" for each section of the area. In addition to facilities providing meeting facilities for a variety of groups the running of a 'village hail' provides opportunities for volunteers to be involved in a management committee and provides a community focus which gives local residents a sense of ownership. The ball could be an existing hall a purpose-built new building or a purpose-built extension to a school or sports complex but the essential feature is that it should be managed by a local committee independent of any church school or sports club. The 'village hall' would complement other social centres such as churches schools pubs and sports clubs just as it does in many villages. 55 English Ian Smith Whole Whole area Historic Although the density of designated historic assets is not Heritage AAP assets particularly high in this part of Hull nevertheless, there are a Yorkshire number of important buildings spread across the Newington Region and St Andrew's area which could play an important role in Page 2 of 60 helping to give the individual neighbourhoods a distinctive community identity. Many of these buildings have been identified by the Council as being locally important and worthy of retention. In areas undergoing significant redevelopment, the retention and enhancement of these buildings would assist in reinforcing the community, links with their past. Many of these buildings (such as the historic churches and schools) are already landmark buildings within their community and offer the potential to form a focus for future regeneration schemes. In others parts of the area groups of historic buildings might be used to form a distinctive heart around which the new communities might develop. Detailed proposals should seek to ensure that key elements of the environment are used positively in the regeneration of these areas to help reinforce the local distinctiveness of each of the neighbourhoods. In terms of designated sites, the proposals within the Publication Draft seem unlikely to seriously threaten the area's historic assets. Indeed a number of the elements which have been suggested are likely to enhance the character of its Conservation Areas and potentially the setting of its Listed Buildings which we warmly welcome. 56 English Ian Smith Whole Whole area Historic A key part of the transformation of this part of the City Yes Heritage AAP assets/co involves the demolition and redevelopment of large areas of Yorkshire urt court terrace housing. As a form of urban residential Region terrace development, it is believed that this particular housing type housing is found in only one other Pathfinder Area elsewhere in England. Whilst large areas of court housing are proposed for redevelopment we are pleased to note that several of the courts are proposed for improvement. As the AAP points out this type of accommodation may be particularly well suited to particular sectors of the community. 197 English Ian Smith Proposal Whole area Historic The southern boundary of the Hessle Road Conservation Amend accordingly. The extent of the Areas Boulevard Conservation Area as depicted on the Proposals Map is incorrect. 72 Natural Sheen Horner Whole Whole area Greensp Overall support: Policies Natural England are pleased to see England a AAP ace the spatial vision for Newington St. Andrews place a strong emphasis on walking and cycling, high quality public space, public transport, attractive street environments and 'The Green Lung' concept of a continuous walking route linkage through the area. We believe these issues are integral to the sustainable development of the area. There is growing recognition of the benefit of green infrastructure to the health and physical and mental wellbeing of urban communities especially access poor communities and vulnerable groups.
