Brief On the qualitative defects in the ATRs being received from different departments. Now that majority of the ATRs are being received within the stipulated time frame, another problem regarding qualitative aspect of the action taken is a cause of concerned. By seeing the various reports being submitted the defects in the ATR received can be categorized (even though not exhaustively) into nine categories briefed. C.M. Grievances Cell 12 CATEGORIES OF DEFECTS IN ATR’S RECEIVED • Disposal on Interim reply. • Incomplete and vague replies. • Disposed off citing non availability of record or persons or officers or complainant or the delinquent. • Non joining of the complainant • No action even then disposed off. • Wrong attachments / incorrect details or attachments / Absence of attachments mentioned to or referred to in the reply. • Delinquent found guilty yet no action. • Overdue without any reason. • Enquiry marked to the same official against whom the complaint was made. C.M. Grievances Cell 13 Complaint against sarpanch and same is pending without any reason. No even an interim reply has been submitted. Pending since july 2015. 108705/2015 Bhiwani Specific complaint of encroachment. Pending since Oct. 2015. Complaint has been disposed several times on the pretext of police help. Grievances Cell 20 17786/2015 Encroachment in some chaoupal. No progress what so ever. Matter was reported in Feb 2015. Secretary mc failed to get the documents from BDPo concenred for initiation of any action. C.M. Grievances Cell 21 Inquiry report is pending with DC fatehabad since 12.12.2014. C.M. Grievances Cell 22 027946/2016 Hisar Instructions to be adhered while marking. After this report clarification have been sought. Now the inquiry has been marked to ADC hisar. C.M. Grievances Cell 23 Complaint of fake BPL card holders. MC barwala says relates to ADC hisar. ADC hisar says relates to MC hisar. Finally marked MC hisar it says it relates to MC barwala. Pending since april 2016. C.M. Grievances Cell 24 26909 and 006820 of 2016 Notices were issued in feb 2016 there after no action has been taken. All the sub ordinates are shifting their burdens to others. C.M. Grievances Cell 25 District officials fails to carry out the demarcation of land. Pending since march 2015. matter of encroachment. C.M. Grievances Cell 26 48547/2015 According to report file is pending with the concerned DC since nov 2014. Still DC Hisar is seeking clarification from the sub ordinates . Pending since April 2015. C.M. Grievances Cell 27 Unsigned Report. Matter of embezzlement in MANREGA. Held guilty. No civil and criminal proceedings initiated. Pending since March 2015 C.M.     HISTORY & BACKGROUND OF THE OFFICE Hisar Division comprising of Five districts is headed by the Divisional Commissioner, Hisar. Each district is headed by a Deputy Commissioner who has under him an Additional Deputy Commissioner. City Magistrate, District Revenue Officer, Sub Divisional Officers (Civil) and Tehsildar/Sub Registrars. The Deputy Commissioners of Five districts of Hisar Division report to the Divisional Commissioner. He is the controlling and supervisory officer guiding their work. Divisional Commissioner also coordinates working of all the departments at the divisional level to effect synergy and sort out inter department problems. Divisional Commissioner keeps State Government authorities informed of all developments and problems to seek assistance and guidance from those quarters. Divisional Commissioner is also the Head of the Revenue Department at the divisional level. The Five Districts are Hisar, Sirsa, Jind, Bhiwani and Fatehabad. Divisional Commissioner also exercise quasi Judicial powers under Punjab Land Revenue Act 1887, Punjab Village Common Lands (Regulations) Act 1961, Punjab Tenancy Act 1887 & others Act. PREFACE TO REPRINTED EDITION The District Gazetteer is a miniature encyclopaedia and a good guide. It describes all important aspects and features of the district; historical, physical, social, economic and cultural. Officials and other persons desirous of acquainting themselves with the salient features of the district would find a study of the Gazetteer rewarding. It is of immense use for research scholars. The old gazetteers of the State published in the British regime contained very valuable information, which was not wholly re-produced in the revised volume. These gazetteers have gone out of stock and are not easily available. There is a demand for these volumes by research scholars and educationists. As such, the scheme of reprinting of old gazetteers was taken on the initiative of the Hon’ble Chief Minister of Haryana. The material available in print for the Gazetteer of this district consisted of the Settlement Reports, notes on certain points supplied by district officers and a draft Gazetteer compiled between 1870 and 1874 by Mr. F. Cunningham, Barrister-at-Law. The draft edition of this Gazetteer was revised by colonels Minchin and Mac-Mohan and Mr. Ogilvie. The gazetteer was compiled under the authority of Punjab Government. It was printed by Shri Ram Das at the Arya Press at Lahore.
