National Book Trust, India, an apex body engaged in publication of books and book promotion in the country, invites application from the eligible candidates for filling up the following posts on deputation basis for its Head Office, New Delhi:

JOINT DIRECTOR (A&F): Essential Qualifications: (i) A Bachelor’s degree from a recognized university with 10 years administrative experience in a managerial capacity with sound knowledge of Govt. administrative and financial Rules and Regulations and office procedure in Govt./Semi-Govt./Autonomous organization.(ii) Holding analogous posts in PB-3 with GP Rs.7600/- on regular basis or with five years regular service in the posts in the PB-3, GP Rs.6600/- in the Govt./Semi-Govt./Autonomous organizations.

2. DEPUTY DIRECTOR (C&F): Essential Qualifications: (i) A Bachelor’s degree in commerce from a recognized university with 10 years of post qualification experience of financial management, auditing work at the managerial level. Knowledge of Govt. financial Rules.(ii) Holding analogous post on regular basis or holding posts in the Pay Band-3 (Rs.15600-39100) with Grade Pay of Rs. 5400/- or equivalent on regular basis with at least five years service in the grade and having minimum of total Ten years of working experience at managerial level in the Finance/Accounts in the Govt./Semi- Govt./Autonomous/Public sector institution/organization.

National Book Trust, India is an apex body established by the Government of India in the year 1957 to publish books and promote reading habits in the country, invites applications to fill up one vacancy of Joint Director (Administration & Finance) in Pay Band-3 (Rs.15600-39100) and Grade Pay of Rs. 7600/- in the National Book Trust, India HQrs Office, New Delhi on deputation basis as per the details given below:

Essential Qualifications: (i) A Bachelor’s degree from a recognized university, with 10 years administrative experience in a managerial capacity with sound knowledge of Govt. administrative and financial Rules and Regulations and office procedure in Govt./Semi-Govt./Autonomous organization or

NOTE : The post is exempted from the rule of immediate absorption by Department of Pension & Pensioners Welfare, Ministry of Personnel, Public Grievances and Pensions.

Terms and Conditions

Joint Director (Administration & Finance) on Deputation basis

1. The selected Officer is expected to manage all the administrative, finance functions besides Book Promotional activities (Book Fairs).

2. The pay and other terms of deputation will be regulated under the provisions contained in the Deptt. of Personnel & Training O.M. No. 2/29/91-Estt. (Pay-II) dated 05.01.1994 as amended from time to time.

3. The period of initial appointment will be for three years.

4. If a Government Officer is selected for appointment, he/she is not entitled to retain General Pool accommodation. However, depending upon the availability, he/she will be allowed campus accommodation on payment of license fee etc.

5. The maximum age-limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications.

6. Mere fulfilling the qualifications does not entitle a candidate to be necessarily considered or called for the interview.

7. The NBT reserves the right not to fill up the vacancy as advertised, if the circumstances so warrant.

16. Subject: Filling up of the post of Deputy Director (Cost & Finance) in Pay Band-3 (Rs.15600-39100) + Grade Pay Rs. 6600/- in National Book Trust on deputation basis .

It is proposed to fill up one vacancy of Deputy Director (Cost & Finance) in Pay Band-3 (Rs. 15600-39100 + Grade Pay of Rs. 6600/- (Scale of Pay of Rs.10000- 325-15200 pre-revised) in National Book Trust, India HQrs Office, New Delhi (an autonomous body under the administrative control of Department of Higher Education, Ministry of Human Resource Development) on deputation basis as per the details given below:

(I) Field of Selection and Eligibility Conditions:

The field of selection and the eligibility conditions prescribed for deputation are as under:

Officers from any of the following Organized Accounts Services or Departments, namely:

(i) Indian Audit and Accounts Service; (ii) Indian Civil Accounts Service; (iii) Indian Cost Accounts Service; (iv) Indian Defence Accounts Service; (v) Post and Telegraph Accounts and Finance Service; (vi) Indian Railway Accounts Service; (vii) Controller General of Defence Accounts under Ministry of Defence; (viii) Controller General of Accounts under Ministry of Finance; (ix) Officers under Accounts and Finance Wings of Department of Posts and Telecommunications; (x) The Indian Audit and Accounts Department under the Comptroller and Auditor General, or (xi) Any other equivalent Accounts Service of the Central Government.

(i) A Bachelor’s degree in Commerce from a recognized University with 10 years of post qualification experience of financial management, auditing work at the managerial level. Knowledge of Financial Rules. (ii) Holding analogous post on regular basis or holding posts in the Pay Band-3 (15600-39100) with Grade Pay of Rs. 5400/- or equivalent on regular basis with at least five years’ service in the grade and having minimum of total Ten years of working experience at managerial level in the Finance/Accounts in the Govt./Semi-Govt./State Govt./Autonomous/Public Sector Institution/ Organization. The eligible departmental candidates can also apply for deputation and if selected, he/she will be appointed on a fixed tenure of three years extendable by maximum one year.

Note: For the purpose of computing minimum qualifying service for appointment on Deputation basis, the service rendered on a regular basis by an officer prior to 1.1.2006 that is the date from which the revised pay structure based on the 6 th CPC recommendation has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendation of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay/pay scale, and where this benefit will extend only for the post(s) for which that grade pay/pay scale is the normal replacement grade without any up gradation.

(II) Regulation of pay and other terms of deputation:

The pay and other terms of deputation will be regulated under the provisions contained in the Deptt. Of Personnel & Training O.M. No.2/29/91-Estt.(Pay-II) dated 05.01.1994 as amended from time to time.

(III) Age-limit:

The maximum age limit for appointment by deputation shall not exceed 56 (fifty six) years as on the closing date of receipt of applications.

(IV) Nature of duties:

The Dy. Director (Cost & Finance) will be responsible for preparation of Budgets and all expenditure statement connected with Budget work. He/She will be broadly responsible for all Accounts, Finance & Audit work in the NBT Offices. He/She shall report to the Joint Director (Admn. & Finance) and shall assist the Director and Chairman in Finance matters. He/She shall keep effective liaison with administrative Ministries and Offices with regard to Finance functions.

(V) Period of deputation:

1. The eligible departmental candidates can also apply for deputation and if selected, he/she will be appointed on a fixed tenure of three years extendable by maximum one year.
