E-Participation: a Quick Overview of Recent Qualitative Trends
DESA Working Paper No. 163 ST/ESA/2020/DWP/163 JANUARY 2020 E-participation: a quick overview of recent qualitative trends Author: David Le Blanc ABSTRACT This paper briefly takes stock of two decades of e-participation initiatives based on a limited review of the academic literature. The purpose of the paper is to complement the results of the e-government Survey 2020. As such, the emphasis is on aspects that the e-government survey (based on analysis of e-government portals and on quantitative indicators) does not capture directly. Among those are the challenges faced by e-participation initiatives and key areas of attention for governments. The paper maps the field of e-par- ticipation and related activities, as well as its relationships with other governance concepts. Areas of recent development in terms of e-participation applications are briefly reviewed. The paper selectively highlights conclusions from the literature on different participation tools, as well as a list of key problematic areas for policy makers. The paper concludes that while e-participation platforms using new technologies have spread rapidly in developed countries in the first decade of the 2000s and in developing countries during the last 10 years, it is not clear that their multiplication has translated into broader or deeper citizen participation. Be- yond reasons related to technology access and digital skills, factors such as lack of understanding of citizens’ motivations to participate and the reluctance of public institutions to genuinely share agenda setting and decision-making power seem to play an important role in the observed limited progress. -

ME, MYSELF & MINE The Scope of Ownership _________________________________ PETER MARTIN JAWORSKI _________________________________ May, 2012 Committee: Fred Miller (Chair) David Shoemaker, Steven Wall, Daniel Jacobson, Neil Englehart ii ABSTRACT This dissertation is an attempt to defend the following thesis: The scope of legitimate ownership claims is much more narrow than what Lockean liberals have traditionally thought. Firstly, it is more narrow with respect to the particular claims that are justified by Locke’s labour- mixing argument. It is more difficult to come to own things in the first place. Secondly, it is more narrow with respect to the kinds of things that are open to the ownership relation. Some things, like persons and, maybe, cultural artifacts, are not open to the ownership relation but are, rather, fit objects for the guardianship, in the case of the former, and stewardship, in the case of the latter, relationship. To own, rather than merely have a property in, some object requires the liberty to smash, sell, or let spoil the object owned. Finally, the scope of ownership claims appear to be restricted over time. We can lose our claims in virtue of a change in us, a change that makes it the case that we are no longer responsible for some past action, like the morally interesting action required for justifying ownership claims. iii ACKNOWLEDGEMENTS: Much of this work has benefited from too many people to list. Instead of trying to discover and test grand \covering laws" that have universal validity and tremendous scope| think Newton's gravity or Einstein's relativity|the social sciences are in the process of switch- ing to more narrow and middle-range theories and explanations, often referred to as causal mechanisms. Recently, however, a new so-called \behavioral" approach { often but not always complementary { is currently sweeping the field. Since mechanisms remain the core theoretical building blocks in our field, we will continue to focus on them. In the bulk of this course students will be introduced to a range of such causal mechanisms with applications in international relations. Although these causal mechanisms can loosely be described in prose, explicit formalization { e.g., math { allows for a much deeper and richer understanding of the phenomena of study. In other words, formalization enables simplification and thus a better understanding of what is \really" going on. To set us on that path, we begin with some very basic rational choice fundamentals to introduce you to formal models in a rigorous way to show the power and potential of this approach. In other words, there will be some *gasp* Algebra. For much of the very brief but essential introduction to game theory we will use William Spaniel's Channel (http://gametheory101.com/courses/game-theory-101/, also on YouTube), as well as his cheap but very highly rated introductory book Game Theory 101: The Complete Textbook available at Amazon (http://www.amazon.com). -

In recent years the appearance of many excellent books and articles has reminded us of the timeless appeal of the subject and of the need in political analysis to ac- count for values and beliefs. To what extent, though, does the current batch of studies in political culture suffer from the difficulties that plagued those of an earlier time? The recent resurgence of interest in political culture suggests the importance of assessing the relative merits of the different approaches that theorists employ. The Rule of Law, Peace, Security and Development Muna Ndulo Muna Ndulo is an internationally recognized scholar in the fields of constitution making, governance and institution building, human rights and Foreign Direct Investments. He is a Professor of Law Cornell Law School and Director of the Cornell University’s Institute for African Development. He is Honorary Professor of Law, Faculty of Law, University of Cape Town. He was formerly Professor of Law and Dean of the School of Law, University of Zambia. Introduction This paper discusses the rule of law in the context of peace, security and development. It first examines the concept of “rule of law” and then looks at its relationship to security and development and its significance to democratic governance. At the outset it is important to point out that the “rule of law ” never has and does not mean “rule by law .” The later concept is devoid of values and in fact even the worst dictatorships and violators of human rights are organized through law albeit repressive law. One of the most important political and legal conceptions in good governance is the concept of the rule of law. In today’s world, nations from virtually every region recognize that the rule of law and the protection of human rights are critical factors in nation-building and good governance. Therefore the question that arises is this: what exactly is meant by the rule of law and in what ways can it assist in nation-building, the promotion of good governance, and the protection of human rights? The rule of law mandates the elimination of wide discretionary authority from government processes. -
Does E-Government Use Contribute to Civic Engagement with Government
DOES E‐GOVERNMENT USE CONTRIBUTE TO CIVIC ENGAGEMENT WITH GOVERNMENT AND COMMUNITY? Megan Haller, Ph.D. [email protected] Meng-Hao Li [email protected] Karen Mossberger, Ph.D. [email protected] Department of Public Administration University of Illinois at Chicago ABSTRACT: Is e-government changing patterns of interaction between citizens and government? Does it support civic engagement by citizens, with government and with each other? After discussing theories of civic engagement and possible links to e-government, we examine different types of e-government use (service users and policy researchers), and the relationships between these types of use on the one hand, with various kinds of civic engagement on the other: contacting through email, offline interactions with government, online participation in public affairs, and online and offline discussion with neighbors regarding community affairs. Using data from a recent national survey from the Pew Internet and American Life Project (December 2009), we find that policy researchers are more likely to engage in all of these activities, both online and offline. Those who use e-government for services, however, are also more likely than non-e-government users to engage in some of these activities. This suggests multiple ways in which e-government may be assisting in the transformation of governance, not only through service delivery but also through more informed and engaged citizenship. Charles Street Baltimore, MD 21218-2688, USA Preface This report summarizes the basic empirical results of the latest phase of the Johns Hopkins Comparative Nonprofit Sector Project, the major effort we have had under way for a number of years to document the scope, structure, financing, and role of the nonprofit sector for the first time in various parts of the world, and to explain the resulting patterns that exist. This phase of project work has focused primarily on 15 countries in Africa, the Middle East, and South Asia, 13 of which are covered here. In addition to report- ing on these 13 countries, however, this report puts these findings into the broader context of our prior work. It therefore provides a portrait of the “civil society sector” in 35 countries throughout the world, including 16 advanced industrial countries, 14 developing countries, and 5 transitional countries of Central and Eastern Europe. -

You should be able to assess the state of a scholarly literature, identify interesting questions, formulate strategies for answering them, have the methodological tools with which to conduct the research, and understand how to write up the results so they can be published. Although most graduate level courses address these issues indirectly, we provide an explicit analysis of each. We do this in the context of a variety of strategies of empirical political inquiry. Our examples cover American politics, international relations, compara- tive politics, and other subfields of political science that rely on empirical evidence. We do not address certain research in political theory for which empirical evidence is not central, but our methodological emphases will be as varied as our substantive examples. We take empirical evidence to be historical, quantitative, or anthropological. Specific methodolo- gies include survey research, experiments, non-experiments, intensive interviews, statistical analyses, case studies, and participant observation. At present, International Relations scholars use the metaphor of ‘state socializ- ation’ in mutually incompatible ways, embarking from very different starting points and arriving at a bewildering variety of destinations. There is no consensus on what state socializ- ation is, who it affects, or how it operates. This article seeks to chart this relatively unmapped concept by defining state socialization, differentiating it from similar concepts, and exploring what the study of state socialization can contribute to important and longstanding theoretical debates in the field of international relations. Introduction Norms are gaining ground in the study of International Relations.1 Not only are they the focus of extensive conceptual and theoretical work, but international norms are increasingly seen as weight-bearing elements of explanatory theories in issue- areas ranging from national security to the study of international organization.2 Regime theory continues to generate an extraordinarily fecund research pro- gramme,3 and its central insight—that relations among competitive sovereign states are shot through with norms of cooperation—links contemporary scholarship to long-standing reflections on the nature of the international.4 Constructivist scholars, for their part, argue that social norms offer a radical alternative to interest- and power-based accounts of international politics.5 1 As readily attested by the contributions to the recent fiftieth anniversary edition of International Organization, 52: 4 (1998).
