His Brothers’ Keeper Lawyer Gregory Stanton refuses to let the world ignore the genocide of two million Kampucheans. This is the story of their tragedy and his dedication. By Michael Matza There is a compelling sense of mission about 35-year-old Gregory Howard Stanton, a 1982 graduate of Yale Law School. This past April, Stanton launched a one- man effort he calls the Kampuchean Genocide Project, through which he hopes to raise $300,000 to send researchers and scientists to Southeast Asia to gather evidence that would document—precisely and for posterity—the crimes of the Pol Pot government in Democratic Kampuchea (Cambodia) from April 1975 through the end of 1978. Although it was thrown out of power by a Vietnamese-backed invasion in 1979, the government that was named for Khmer Rouge leader Pol Pot still represents Kampuchea as part of a united front in the United Nations. That it does so belies a past that survivors of Khmer Rouge brutalities remember with dread. In the three and a half years that it was in power, the Pol Pot regime is said to have intentionally murdered at least one million Kampucheans and to have imposed conditions of slave labor, starvation, and forced evacuations that resulted in the deaths of more than one million others. In a country of approximately eight million people, one quarter of the population was systematically exterminated through a maniacal program that seemed like the Final Solution writ small. Assessment of the Impact and Influence of the Joint Evaluation of Emergency Assistance to Rwanda Lessons from Rwanda – Lessons for Today Rwanda – Lessons for Today Lessons from Following the 1994 Genocide in Rwanda the Danish Ministry of Foreign Affairs initiated a comprehensive evaluation of the international response. The findings were highly critical of nearly all the international actors. Ten years after the genocide the Ministry commissioned this assessment of the impact and influence of the evaluation. It concludes that the evaluation con- tributed to increased accountability among humanitarian organizations and that it had important influences on several major donor policies. But, despite a greater willingness by the international community to intervene militarily and to undertake more robust peacekeeping missions, these remain the exception rather than the rule where mass killings of civilians threaten or are even underway. The evaluation’s main conclusion – that “Humanitarian Action cannot substitute for political action” – remains just as December 2004 valid today as 10 years ago. Cherice Joyann Estes The Western Media and the Portrayal of the Rwandan Genocide BY CHERICE JOYANN ESTES ABSTRACT: On December 9, 1948, the United Nations established its Convention on the Prevention and Punishment of the Crime of Genocide. Genocides, however, have continued to occur, affecting millions of people around the globe. The 1994 genocide in Rwanda resulted in an estimated 800,000 deaths. Global leaders were well aware of the atrocities, but failed to intervene. At the same time, the Western media's reports on Rwanda tended to understate the magnitude of the crisis. This paper explores the Western media's failure to accurately interpret and describe the Rwandan Genocide. Recognizing the outside media’s role in mischaracterizations of the Rwanda situation is particularly useful when attempting to understand why western governments were ineffective in their response to the atrocity. -

The third genocide of the twentieth century took place in the small and remote African country of Rwanda, at the crossroads between Central and Eastern Africa. Fifteen years after the events, the Rwandan genocide, which cost the lives of between 800,000 and a million people in less than four months (April-July 1994), remains one of the most passionately debated topics in African and international history. Several aspects of the event have generated intense scrutiny from a variety of scholars in various disciplines: the speed and scale of the massacres (about 10% of the entire Rwandan population was massacred); the ethnicization of political life under Belgian colonial rule (which ‘constructed’ ethnicity around the Hutu and Tutsi poles); the inability or unwillingness of the international community to stop the cycle of violence once it had started; and, France’s responsibility in supporting the Hutu-dominated regime which ultimately orchestrated the genocide of part of the country’s population (Tutsis and moderate Hutus). GENERAL S/1994/1125 4 October 1994 ORIGINAL: ENGLISH LETTER DATED 1 OCTOBER 1994 FROM THE SECRETARY-GENERAL ADDRESSED TO THE PRESIDENT OF THE SECURITY COUNCIL By its resolution 935 (1994) of 1 July 1994, the Security Council requested me to establish, as a matter of urgency, an impartial Commission of Experts to examine and analyse information submitted pursuant to that resolution, together with such further information as the Commission of Experts might obtain through its own investigations or the efforts of other persons or bodies, including the information made available by the Special Rapporteur of the Commission on Human Rights on Rwanda, with a view to providing me with its conclusions on the evidence of grave violations of international humanitarian law committed in the territory of Rwanda, including the evidence of possible acts of genocide. On 26 and 29 July 1994, I informed the Security Council of the establishment of the Commission and its terms of reference and composition (S/1994/879 and S/1994/906). On that occasion, I expressed the hope that, in view of the urgency of the matter, the final report of the Commission would be submitted not later than 30 November 1994. The Commission began its work on 15 August 1994 and, after a series of meetings in Geneva, conducted a field mission to Rwanda and some neighbouring countries from 29 August to 17 September 1994. Pursuant to a decision taken at its first session, the Commission has transmitted to me an interim report which covers its preliminary investigations and activities prior to 30 September 1994. -

An overview of the horrific 100 days of violence, the events leading to them and the ongoing search for justice after 15 years. 6 April 2009 | The Hague On the fifteenth anniversary of the plane crash killing former President Habyarimana which sparked one-hundred days of Genocide in Rwanda slaughtering over 800,000 Tutsis and moderate Hutus, the Hague Justice Portal reflects on some of the important decisions, notable cases and remaining gaps in the ICTR’s ongoing search for justice. On 8 November 1994, seven months after the passenger plane carrying President Juvénil Habyarimana was shot out of the sky on the evening of April 6 1994 triggering Genocide in the little-known central African state of Rwanda, the United Nations Security Council adopted Resolution 955 (1994) establishing the International Criminal Tribunal for Rwanda (ICTR). The tribunal is mandated to prosecute “persons responsible for genocide and other serious violations of international humanitarian law”1, with its inaugural trial commencing on January 9 1997. According to Trial Chamber I, delivering its Judgment in this first case against a suspected génocidaire, “there is no doubt that considering their undeniable scale, their systematic nature and their atrociousness” the events of the 100 days subsequent to April 6, “were aimed at exterminating the group that was targeted.”2 Indeed, given the nature and extent of the violence between April and July 1994, it is unsurprising that the ICTR has been confronted with genocide charges in nearly every case before it. Within hours of the attack on the President’s plane roadblocks had sprung up throughout Kigali and the killings began; the Hutu Power radio station, RTLM, rife with conspiracy, goading listeners with anti-Tutsi propaganda. -

Holocaust Education in a Global Perspective: Educator Workshop, 2015 Center for Holocaust & Genocide Studies University of Minnesota Collective Responsibility & the International Community in the Rwandan Genocide: “The Blame Game” Overview: This lesson looks at various international organizations and sovereign states and their action or inaction during the Rwandan Genocide. Students, in groups, analyze primary and secondary source documents and determine what, if any, responsibility or blame should be assigned to the various parties. Students should have some prior knowledge about the Rwandan Genocide from previous class work, readings, and/or videos. This lesson is best implemented as a culminating activity after a unit on Rwanda, Genocide, the International System, and/or the United Nations. This lesson is geared for advanced level high school students and adult learners. It also can act as a learning tool for teachers who may not have significant background on the Rwandan Genocide. Having said that, the author has successfully used fewer documents that were modified for students in middle school. Teachers are encouraged to do the same to make things accessible for their specific students and circumstances. A final note: There is a vast number of sources on Rwanda from personal accounts of survivors, perpetrators, and witnesses to documents from governments and organizations, many having been released at the 20 year anniversary of the genocide in Rwanda. What has been collected here offers teachers a starting point in addressing the role of the international community in one of the 20th century’s worst crimes against humanity.
