Chairman and Board Member Report May 2021 General / assigned roles update Transport – Scott Milne • Auckland Transport (AT) have been consistent with their updates on the Tamaki Drive cycleway and the Board is pleased to note that this project is on time for completion by the end of the month; although the Board is seeking to have the northern side footpath renewed concurrently, although as a separate project. There is on-going concern over the quality of certain sections of the cycleway and these are being addressed and replaced as required. There is also concern over separate signage for cyclists and pedestrians as there is confusion over who should be where. • The St Heliers Bay safety project is now into its implementation phase and the now disbanded advisory group is thanked for their participation. • There has been substantial feedback on the proposed Kohi Road bus lane between St Thomas’ Church and the bottom entrance of Whytehead Crescent. Communications and Engagement – Lead: Scott Milne • The Board has commissioned a piece of work entitled “Community Transport from Ngapipi Bridge to St Thomas’ Church”. This work will seek community feedback on the uses, stresses, safety concerns, changes, opportunities, needs of this section of the transport corridor particularly in light of the substantial intensification occurring along its route. • The Board has consolidated the community feedback on the long-term plan and will present it and its advocacy items to the Governing Body in early May 2021. • The Board held a public information day at Ōrākei Community Centre in parallel to a Kāinga Ora information session on the Brenton Place developments planned there. Community – Lead: Sarah Powrie • ANZAC Day Service at St Heliers was a highlight. A well-attended event; appreciated by the assembled community. OLB met with the police responsible for the security of Selwyn Reserve. The Board will work on renovating and cleaning the kiosk, which will be the base for the community patrol. • CPNZ meeting to start up the Eastern Bays Community Patrol. • Eastern Bays Network Meeting at St Chads was led by Ensiyeh Ghavampour on the development of her initiative, New Old Way. • Ellerslie Theatrical Society held their AGM, budget issues considered. 1 • The Board was represented at the Ōrākei Community Association their regular committee meeting • The Board was represented at the Mission Bay/Kohimarama Residents Association who held their regular meeting and are arranging a public meeting to discuss the apartment development and environment court proceedings and the Mission Bay Bowling Club. • The bus lane for Kohimarama Road consultation at St Thomas’ Tamaki Church was well attended. • The Board was represented by Sarah Powrie at The Pourewa Valley Steering Group first meeting, discussion included working on the terms of reference. Economic Development – Lead: Sarah Powrie • Regional Land Transport Plan (RLTP) webinars were informative, formulated feedback on behalf of the Board for the Draft Regional Land Transport Plan 2021- 2031. A presentation to the Board of Auckland Transport went well, as we endorsed the direction of the plan and in particular the projects for our area. These include the completion of all sections of the Glen Innes to Tamaki Drive Shared Path, the Tamaki Drive/Ngapipi Road Safety Improvements, and the Meadowbank Kohimarama Connectivity Project. • The Board was represented at St Heliers Business Association, addressing concerns around street trading and traffic management. • The Board was represented at regular meeting of the Mission Bay Business Association. • The Board was represented at regular meeting of the Ellerslie Business Association. Resource Consenting and Regulatory – Lead: Troy Churton • Significant resource consent notification analysis for a range of developments including at: o 16 Peach Parade o 5 The Rise o 37 Hanene Street o 4 Armadale Road o 42 Arney Road o 5 Tecoma Street o 25 Rutherford Terrace • Collating original Board Member comments for submission to the Environment Protection Authority application by Ryman Healthcare in Kohi Road. • Advocacy to seek greater delegated authority for Ōrākei Local Board in determining notification decisions. 2 Arts and Libraries – Lead: Colin Davis • Nothing specific to report Heritage – Lead: Colin Davis • Nothing specific to report Events – Lead: Colin Davis • ANZAC Day The Ōrākei Local Board's St Heliers ANZAC Day Service was a very successful event, drawing once again a large crowd and positive comments. The number attending has been estimated at 2000+. Prior to the Service a large contingent of former and present serving personnel, members of the scouting movement, students and others marched from Vellenoweth Green to the St Heliers War Memorial. During the Service, a wreath was laid by Board members. Crosses bearing the names of deceased servicemen were put in the memorial garden and on the adjacent grass mound. Much-admired ceramic and shell poppies, owned by the St Heliers Business Association, were also added to the memorial garden. The Service is very much a community event, organised by the Board, involving local people with strong emphasis on young students from local secondary schools; the colour guard was mounted by members of the training ship Achilles, the piper and trumpeter are students, readings were given by local students, the address was by the student winner of the Ōrākei Local Board ANZAC Youth Speech competition, and during the Service flags were lowered and raised by local students. The parade commander is a retired Navy officer who has carried out this role for many years. A professional singer was engaged. All participants received many compliments. Board members also attended the Ōrākei RSA and the College Rifles services at which wreaths were laid on behalf of the Board. In addition, Board wreaths were laid informally at the Ellerslie War Memorial and at the Glover Road avenue of trees War Memorial. Photographs are below. Parks, Sports & Recreation – Lead: Troy Elliott • Board representatives met with concerned Eastern Bays residents setting up a Community Patrol New Zealand patrol for our local area. • Continued regular monthly eastern meetings with Ellerslie Residents Association and Business Association, ERAs continued concerns on traffic were passed on to AT. • A successful ANZAC Day event at Ōrākei RSA and also placed a wreath at Ellerslie War Memorial Hall. Environment – Lead: Margaret Voyce • Board members visited Michaels Avenue Park with members of the Ellerslie Residents Association; with a view to reactivating FO Michaels Avenue, Enviro 3 Group. Met the President of Ellerslie Football Club who raised a couple of Health and Safety issues that have been outstanding since February. Restarted the process and reraised the issues with the local delivery co-ordinator. • Board member Margaret Voyce spoke at the Rotary Breakfast meeting on Ōrākei Local Board area Enviro Projects and Churchill Park. • Local Board hosted the TEEF (Tamaki Estuary Environment Forum) meeting, where 5 local boards were represented along with some community organisations. • Commenced planning for Ōrākei Local Board Enviro Forum 2021. • Planning for upcoming Arbour Day (05 June) – 1,000 trees will be delivered to Churchill Park comms around that public event. • Received an update from Council officer on Stonefields ecological restoration project. Water Care • Continuation of the weekly updates from Healthy Waters on dry weather testing from Newmarket streams. Civil Defence • Nothing to report Remuera Residents Association – Lead: David Wong • Nothing to report Events, Landowner Approvals and Leases – Lead: David Wong • OLB have received landowner requests for several events including: o OLB supported Run Auckland at Waiatarua Reserve – 30 May 2021. o OLB supportive of Coerver Football Coaching on Vellenoweth Reserve with certain conditions to be clarified on nature of camp and maintenance of grounds; 15-16 July 2021. o OLB are assessing the final approval of an AT St Heliers Safety Improvement project – boardwalk being constructed on Vellenoweth Green, and further clarification on the design. o Several filming requests from Screen Auckland have been supported: ▪ Power Rangers – Rutherford Reserve – 9 May 2021 ▪ Power Rangers – Colin Maiden Park- 4 May 2021 ▪ One of Us is Lying – Auckland Netball carpark- 17 May 2021 ▪ My Life is Murder – Godden Cres – 27 April 2021 o OLB assessing North Shore – Custom Club toy run – Vellenoweth Green; 6 December 2021. o Continuing investigation regarding other vendors (Mr Coffee, strawberry sales, and flowers) and the area which consenting is required. Still awaiting affirmation from Council Officers. 4 • The Board continues to monitor developments on the design and significant height infringements in the application of 223 Kohimarama Road (retirement village proposal) and the negative affect of these on community well-being. Ongoing liaison with the Kohimarama Neighbours Group with regards to the EPA/Fast Track Panel hearing. • The Board submitted feedback on the Kohimarama Comprehensive Care Retirement Village Expert Consenting Panel Draft Conditions – on 5 May 2021 (refer attached Notice of motion). • Continuing enquiries to the NZ Police over the past few months on the Eagle helicopter flight circuits, timing, purpose, and flying range – have been submitted by Members Wong and Churton. The increase in frequency and noise level has been noticeable across several suburbs in Ōrākei, including Remuera, St Johns, and
