1 ROOTS AND ROUTES The journey embarked upon by Black Loyalists destined for the Baha- mas was not marked by a rupture from their past experiences in colonial America, but rather reflected a continuity shaped by conditions of en- slavement and their entry into a British colony as persons of color. Like West African victims of the transatlantic slave trade, Black Loyalists arriv- ing in the Bahamas did not come as a tabula rasa, but rather brought with them various ideas aboutproof religion, land, politics, and even freedom. Thus, upon arrival in the Bahamas the lessons of the Revolutionary War were appropriated and reinterpreted by Black Loyalist men and women in a va- riety of ways, often with varying consequences. Such complex transmuta- tions within the Bahamas invite an analytical approach that examines the roots of such thought as it emerged out of the social and political world of colonial British North America. A brief examination of leading Black Loyalists in the Bahamas demon- strates that the world they lived in was indelibly shaped by the world they left behind. Prince Williams’ remarkable story began in colonial Georgia where he was born free, but was later “cheated out of his freedom and sold to an American.”1 Although his slave owner is never mentioned by name, Williams’ account reveals that he was forced to serve “this man” when “the British troops came to Georgia.” Taking advantage of the chaos of the American Revolution, Williams, in an act of self-assertion, escaped to the British side in order to claim freedom as a Black Loyalist. -

THOMAS MIFFLIN-REVOLUTIONARY PATRIOT* By KENNETH R. ROSSMAN THERE is no biography of Thomas Mifflin, and usually his- 1torians angrily dismiss him as a plotter against Washington in the notorious "Conway Cabal."' Although only a secondary figure in a period studded with great men, he nevertheless does not de- serve this neglect. Provincial and state assemblyman, ardent patriot, delegate to the Continental Congress and once its president, quarter- master-general and major-general in the Continental Army, Board of War Commissioner, member of the Federal Convention, chair- man of the state constitutional convention, president of the Supreme Executive Council, three-times governor of Pennsylvania-these bespeak eloquently his influence and prominence in local and conti- nental affairs. Several factors help to explain Miffin's failure to receive biographical treatment. The materials for a full-length portrait are still wanting, especially private and personal letters. His sup- posed complicity in the Conway Cabal, as well as bitter contro- versy over his work as quartermaster-general, deterred other biographers who might have undertaken the task. This essay, a study of an early portion of his career, may in part fill the gap. Thomas Mifflin, the oldest son of John Mifflin and Elizabeth Bagnell, was born in Philadelphia, January 10, 1744.2 Descendant of an old Quaker family of prominence and wealth in this city, he was assured a good start in life. His father was a prosperous mer- chant, and very active in public affairs. *Before it was revised and completely documented, this article appeared originally in Abstracts in History, V, 1939-1943 (Iowa City, 1943). -

Signed: _____________________________ (Paul Daniel Shirley) 2 Abstract This thesis examines the impact of revolution upon slavery in the Atlantic world, focusing upon the period of profound and unprecedented change and conflict in the Bahamas during the final decades of the eighteenth century. It argues that the Bahamian experience can only be satisfactorily understood with reference to the revolutionary upheavals that were transforming the larger Atlantic world in those years. From 1783, the arrival of black and white migrants displaced by the American Revolution resulted in quantitative and qualitative social, economic and political transformation in the Bahamas. The thesis assesses the nature and significance of the sudden demographic shift to a non-white majority in the archipelago, the development of many hitherto unsettled islands, and efforts to construct a cotton-based plantation economy. It also traces the trajectory and dynamics of the complex struggles that ensued from these changes. During the 1780s, émigré Loyalist slaveholders from the American South, intent on establishing a Bahamian plantocracy, confronted not only non-white Bahamians exploring enlarged possibilities for greater control over their own lives, but also an existing white population determined to defend their own interests, and a belligerent governor with a penchant for idiosyncratic antislavery initiatives. In the 1790s, a potentially explosive situation was inflamed still further as a new wave of war and revolution engulfed the Atlantic. -

The province of West Florida extended westward to the Mississippi River and to the thirty-first parallel on the north (and after 1764 to thirty-two degrees twenty-eight minutes). Pensacola served as its capital. Guillaume Delisle published his “Carte du Mexique et de la Floride des Terres Angloises et des Isles Antilles du Cours et des Environs de la Rivière de Mississippi,” in his Atlas Nouveau, vol. 2, no. 29 (Amsterdam, 1741[?]). Galphin started his letter with a report of the expeditions against W the Cherokee Indians in the spring and summer, followed by the news of armed confrontations between settlers in Georgia and Creek (Muscogee) Indians, although Galphin hoped Cherokee losses might convince the Creeks they would be “served in the same manner.” Galphin then described the activities undertaken by revolutionaries in Charleston, Savannah, and Philadelphia. For instance, American forces expelled the British navy from Charleston, capturing one ship and three transports, although he mistakenly conated the capture of different ships near Boston when he said the Charleston captures were taken “with all Frasers Highlanders aboard 700 & odd men.” Meanwhile, Charles Search Lee marched into Savannah “upon a secret expedition,” although rumors suggested Lee intended to strike British garrisons in East Florida.
