Many hotels, B&Bs, restaurants and shopping centres are waiting for visitors. There are six hotels (2-3-4 stars) in walking distance to the harbour, and there is a campsite at a mile’s distance. In the year of the championship, 2013, Balatonföldvár will apply for the title of Sailing Capital of Hungary and will host a number of domestic and international regattas organized jointly by Spartacus Sailing Club and the local municipality. Balatonföldvár Transportation Balatonföldvár is easily reachable by the M7 motorway and Budapest Liszt Ferenc International Airport is only an hour and a half drive away. It is one of the most significant centres of competitive sailing in Hungary. Among our competitors there are several Olympic athletes, World and European Champions. The experienced race management runs around 20 regattas a year for different boat classes. The friendly infrastructure and dedicated personnel together with helpful Club members guarantee the perfect hosting during the event. With its unique location the Club has spectacular views as the site is closed in by the lake, surrounded with water from three sides. Spartacus has a proven ability to organize successful and well-attended international regattas for the satisfaction of the participants, such as the following events held in recent years: • Flying Dutchman World Championship – 1996, 2005, • Star European Championship – 2000, 2003, 2008 • Star District Championship – 2002, 2006, 2011 • Finn European Championship – 2007 • European 18 Footer Grand Prix – 2011 • The club will also host the Flying Dutchman Worlds in 2013. OPTIMIST EUROPEANS 2013 We provide appropriate facilities for measurement procedures, Race Office, Jury room, scoring and printing, presswork, all close to the boat park. Yacht and sail repair is available and there are three boat launch ramps ready to serve our guests. Competitors can find refreshments and food in our Club restaurant and in the harbour buffet. Wireless Internet connection is also available. FREE Riviera Park Hotel Spartacus Sailing Club Multiple launch areas For families and non-participants we plan to arrange a Spectator boat for viewing the races. They can also find many other fun and relaxing activities: discovering the natural habitat of local areas, thermal bath, horse riding, bicycle, tennis, etc. OPTIMIST EUROPEANS 2013 Racing area The races will take place on the waters of Lake Balaton, in front of Balatonföldvár. Balaton is a shallow lake; there is no tide or current. The depth of the water throughout the racecourse is between 2.5 – 4 m. RACING AREA Balatonföldvár Weather The general sailing conditions in the summer are good with mainly easterly winds of 2-3 on Beaufort scale. Occasional weather fronts yield mainly north-northwest winds with gusts up to 5-6 Beaufort. Waves are short and sharp as normally in shallow water. No considerable influence of the shoreline is expected. The water temperature is around 23–25° Celsius; the average daytime air temperature is between 26–30° Celsius. There is a gale warning system built around the lake. More weather information can be found at www.met.hu/balaton, www.windguru.cz OPTIMIST EUROPEANS 2013 Accommodation Riviera Park Hotel, only 5 minutes walk from the Club, will provide accommodation for race participants. Riviera Park Hotel provides 2–3 room apartments suitable for 6–8 people and also offers double rooms. For the duration of European Cham- pionship the hotel will be exclusively dedicated to the championship participants. Early arrival The hotel has available rooms before the regatta. Price is 45 EUR per day with the same half board as for the regatta days. There are some other 3 to 4 star hotels, for a price range of 35-48 EUR per night with breakfast. Entertainment and conference possibilities The hotel has movie and presentation rooms that are perfectly suited for presenting race analysis and videos. There is a playground, volleyball court and a trampoline on the beach. Additional services of the hotel like billiard room, table football and Ping-Pong table, salt chamber, gym, garden grill and the fireplace are at disposal free of charge for the participants. OPTIMIST EUROPEANS 2013 Boat storage It is possible to store and launch the boats on the club’s premises, and optionally boats can be stored and launched on a 500-meter long shoreline belonging to the hotel. Catering Half-board, two daily meals, a buffet breakfast and a buffet diner are provided. During the races a snack pack will be provided. Infrastructure and Services For the duration of European Championship Spartacus Sailing Club agrees to provide the following services and infrastructure both for the contestants and the organisers. 1. For the duration of the event a minimum 15 Mbit/s broadband Internet connection will be provided on the premises of Spartacus Sailing Club. 2. The club agrees to provide one GSM card with the appropriate data subscription per boat. The potential telecommunication sponsor of the event will cover the expected cost. 3. For the organizers the Sailing Club will provide for the duration of the event a lockable room with preinstalled computers suitable to run Java applications and direct communication channel to the organizers on water. 4. The Sailing Club will provide a lockable room for storing and charging mobile electronic equipment used in racing and in organizing. The Sailing Club provides the logistics and the inventory of the equipment for the duration of the compe- tition. 5. The Sailing Club will provide means both on club premises and in the hotels to show video material on large screens. OPTIMIST EUROPEANS 2013 6. The Sailing Club will offer an option to charter boats. The service is provided in cooperation with Shanghai Far East Boat Co. with the below planned conditions. Boats will come with the following parts: • Optimist hull complete • Optimist foil • Optimist spar • 1 set of blocks and ropes • 1 optimist beach trolley • 1 top cover • 1 foil bag • 1 paddle • 2 bailers Charter boats will be complete with the above-mentioned equipment. No sails will be provided. Approximate charter fee for race days is 300 EUR per boat. Pre-regatta charter boat fee is 100 EUR per boat for 10 days. Reservations for pre-regatta charter boats shall be made before 15th June 2012. Deadline of payment for charter fee and pre-regatta charter fee is 6 months in advance of the first official race day. 7. The Sailing Club has a limited number of motorboats for rent for the duration of the competition. The charge is 150 EUR/day, excluding fuel. 8. The Club will organize social programs during the regatta, such as welcoming ceremony, adventure park visit. Fees Participation fee is 480 EUR, which includes the following services for the competitor: • Accommodation for 8 nights • Buffet breakfast and dinner for 8 days • Lunch box for racing days • Race entry fee • One data card per boat • Adventure park visit • Guarded car and trailer parking for 8 days OPTIMIST EUROPEANS 2013 Things to do in the area Balatonföldvár is at the centre of the lake region with almost all sights being merely an hour away. Several well-known Hungarian vineyards of the region like Bujdosó, Konyári, Légli are located in the immediate neighbourhood. VIEW OF SOUTH BALATON KONYÁRI WINERY Zamárdi Adventure Park, which is only 5 kilometres from Balatonföldvár, is an excellent place for gaming and sport activity and will host the planned team event for competitors. TIHANY ABBEY ZAMÁRDI ADVENTURE PARK It is worth taking a ferry and visiting Tihany, then walk up to Tihany Abbey, visit the caves of hermits and check the view of the peninsula’s east coast. On the opposite shore there is a modern, high quality golf club in Balatonudvari. For the tired visitor we recommend the thermal spa in Igal, which is located 38 kilometres away from Balatonföldvár. As described in the above-mentioned document, as a simplified method, for individual road categories, one may take the following capacities in terms of number of vehicles as the average daily traffic: − 4-lane motorway: 40,000 – 60,000 PCU/24 hrs − roads of 2 lanes: 8,000 – 12,000 PCU/24 hrs As in the case of roads, there are a great number of factors determining the bottlenecks on a railway line. It is practically impossible to concentrate all elements in a single bottleneck measure. In order to reach practical measures it appeared appropriate to take the following capacity limits: TRANS/WP.5/2005/16/Add.8 page 2 − Single track main lines: 1 x 60 – 80 trains/day − Double track main lines: 2 x 100 – 200 trains/day According to that definition, the bottlenecks regarding the Hungarian TEN road network are described below.

On this issue there is a consensus among all the political parties of the Hungarian Parliament. At the same time more and more people question the rationality of these investments, but such opinions hardly gain any publicity. Will motorways improve accessibility? One of the main reasons usually brought forward to support the construction of motorways is that they will improve accessibility to the region concerned. Of course, if we only compare the time that cars, buses or trucks spend on the motorway with the time of travelling on parallel roads, this statement holds true in general.

Traffic trends Among its other transport policy objectives the Hungarian Government pays a special attention to maintain and/or establish competitive public passenger transport system. Passenger transport by rail is of outstanding importance in the case of suburban rail services ensuring the connection between cities and their agglomeration, as well as in the case of long distance rail transport. Therefore particular interest is given to the development of railway corridors ensuring regional accessibility, as well as to the development of suburban railway lines. A significant amount of background work has been done in order to ensure that the funds of nearly HUF 550 billion (200 M €) originating from the European Union and Hungary’s own resources, being available between 2007 and 2013 for the modernisation of the Hungarian railway infrastructure within the frames of the Transport Operational Programme be utilised efficiently, thus helping to improve the functionality of the existing infrastructure to the European level, this way also ensuring the interoperability of European railway networks. As regards the development of suburban railway lines it is of special importance to improve intermodal transfer relations, and to elaborate a network-level concept for the railway access to Budapest and for harmonising urban and suburban railway transport.
