    CHAPTER 5 Transport and air quality in Santiago, Chile M. Osses1 & R. Fernández2 1Department of Mechanical Engineering, University of Chile, Chile. 2Department of Civil Engineering, University of Chile, Chile. Abstract This chapter offers a review of the evolution of the transport system in Santiago de Chile during the period 2000–2010, and the implications of local transport policy on vehicle emissions and air quality. The chapter comprises five sections, starting with a general overview of the Metropolitan Region of Santiago and its population, as well as a description of the current transport system. The relationship between transport and air quality is analysed for the period 1991– 2001, describing car ownership and modal split trends, the technological evolution of vehicles, pollutant emissions from transport, and air quality trends. Finally, a critical review of Santiago’s transport policy is made, using the main programs of the 2001–2010 Urban Transport Plan for Santiago as a case study. The new public transport plan is included in this critical analysis (Transantiago), as well as a set of short-term strategies, road investment and car-use regulations, and non-motorized transport plans for pedestrians and cyclists in the city. Transport trends, however, show that Santiago is following the well-known car- public transport vicious circle that developed countries have gone through. This may offset the environmental effects from vehicle and transport improvements within the city. 1 Urban characteristics of Santiago The Metropolitan Region of Santiago, Chile, has a population of 6.1 million inhabitants, concentrating 40% of the whole population in the country. According to the latest census, the population of the Metropolitan Region of Santiago has grown by 15.3% during the last 10 years [1].

    ePortfolios for entrepreneurs / ePortafolios para emprendedores Peter Mozelius, Stockholm university, Department of Computer and Systems Sciences Hello, in my secondment in the DiasporaLink project I am developing an online course for Spanish speaking entrepreneurs in the diaspora. Course content is mainly in English but with important activities doubled in Spanish to support the idea that problematic learning is best done in your mother tongue. To get the Spanish right and to get a course design that suits the target group I work together with Daniel and Tomás, who currently take post-graduate courses at the Department of Education at the Universidad del Desarrollo / University of Development in Santiago, Chile. Daniel and Tomás at the first evaluation workshop in Santiago The course has been developed in the framework of Design science with the first requirement phase carried out in Sweden before the visit to Chile. Course content and online activities are currently implemented at the Universidad del Desarrollo (UDD), Department of Economics and Business. Since it is a course for entrepreneurs in the diaspora everything is designed as distance education in the Moodle virtual learning environment. As a third part of the secondment here in Chile the course will have two evaluation phases where the first one was the workshop with Daniel and Tomás with a focus on language, course structure and scaffolding. In the next evaluation session the test pilots will consist of a group of unemployed female entrepreneurs participating in a vocational training programme in Santiago where they learn basic programming and web development. A longer detailed version of this course development will be presented at the 15th European Conference on e-Learning ECEL-2016, at the Charles University in Prague, Czech Republic in October 2016.

C.R. Rivasplata San Francisco Planning Department, 1660 Mission Street, San Francisco, California 94103, USA Abstract This paper reviews the urban transport component of the Plan Regulador Metropolitano de Santiago (Chile), a master plan for growth in the area. This planning document has important implications for transport planning in Santiago: it provides the groundwork for establishing linkages between land use zoning and transport investment decisions; it sets spatial limits to urban expansion; and it establishes a set of residential densities. One of the most difficult challenges for the Greater Santiago area is to develop a comprehensive master plan that will accommodate the transport needs of its 37 municipalities (comunas) and make the city a more desirable place to live. Some of the principal factors contributing to environmental degradation in Santiago, such as air pollution and traffic congestion, are caused by the inefficient provision of transport services. Therefore, it is important that this plan clearly define the role of urban transport in the economic development of the metropolis. This paper concludes that while the Plan plays a key role in the reduction of travel times, energy consumption and agricultural deterioration, it mistakenly proposes to satisfy increased travel demand through an expansion in road capacity and identifies roadway improvements that fall under the jurisdiction of individual comunas. However, many of these comunas lack resources and are unable to generate the revenues necessary to finance these improvements.

    Urban Growth Management for Mobility: The Case of the Santiago, Chile Metropolitan Region Christopher Zegras & Ralph Gakenheimer Ó2000 Abstract In an attempt to clarify the challenges to and potentials for urban growth management in a developing country context, this paper looks at the case of the Santiago de Chile metropolitan area. The paper begins with an overview of the national political and administrative structure in Chile – the institutional context within which growth management must function. The paper continues with a presentation of the Santiago metropolitan area, overviewing demographics, the economy, the transportation system, urban growth patterns, and the environment. Then, the range of current instruments used for growth management in Chile and Santiago are presented, along with other relevant influences such as the public finance system. The following section reviews the real estate market, focusing on the emergence of large developers and their associated “megaprojects,” which play a major role in shaping the city’s growth patterns and trends. Finally, the paper concludes with major findings, recommendations for improvements to the current growth management system, and areas for future work. About the Authors Christopher Zegras ([email protected]) is a researcher with MIT’s Cooperative Mobility Program. He is also a graduate student in the Department of Urban Studies and Planning and the Center for Transportation Studies at the Massachusetts Institute of Technology. He has worked for eight years on urban transportation and related environmental problems with a focus on Latin America, including three years in Chile. Ralph Gakenheimer ([email protected]) is a professor of Urban Planning at MIT and a principal investigator in MIT’s Cooperative Mobility Program.
