Our Events To Support Kyrgyz Roads On January 25, 2010, minutes of discussion on a preparatory stage of a new Grant Aid Project to pro- vide road maintenance equipment was signed in the Ministry of Transportation and Communications by JICA, the Ministry of Finance and the Ministry of Transportation and Communications. Within the framework of this Project, there are plans to supply 144 units of equipment for road repair operations (in- cluding holes patching and asphalt-concrete pavement overhaul), snow clearing, disaster clean-up operations and transportation of goods, for the total value of around 10 million US dollars and intended to service From left to right: Mr.K Mamaev, State Secretary, the MTC of the KR, roads in the Issyk-Kul and Chui Oblasts. To finalize the signing of the Grant Aid Project, Japan’s Cabinet of Ministers’ consent is required, and this should happen no later than March, 2010.

The researched issues also include the identification of factors provoked by humans and the state to launch these migrations. Surprisingly enough, opposite to the claims made by independent Kazakhstan leadership in the early 2000s, the number of Kazakhs in Kyrgyzstan wishing to become repatriates to their native country is still far from the desired. Thus the article is an attempt to find out what reasons and factors influence the Kazakh residents’ desire to stay in the neighboring country as a minority. To provide the answer, the authors analyzed the dynamics of statistical variations in the number of migrants and the reasons of these changes. The other key point in tracing what characteristic features separate Kazakhs in Kyrgyzstan and their kinsmen in Kazakhstan is the archival data, statistical, historical, and field sources, which provide a systematic overview of the largely unstudied pages of the history of the Kazakh diaspora.

    Ministry of Energy and Industry of the Kyrgyz Republic Renewable Energy Sources Development Bangkok 2013 Renewable Energy Sources Potential The Republic of Kyrgyzstan has high renewable energy sources (RES) potential estimated at 840,2 toe. Solar, hydroelectricity of small rivers and streams, wind energy, geothermal waters and biomass are the major types of renewable energy sources in the republic. Still, currently their practical application is insignificant, thus, RES comprise less than 1% of the country's energy mix. This is due to various factors, the key one is the weak economic incentives to RES usage. Solar Energy Advantageous geographic location and climatic conditions allow Kyrgyzstan to produce, on the average, 4,64 bln. MWh of radiant energy per year, or 23,4 kWh per square meter, moreover, the average annual sunshine duration varies from 2100 to 2900 hours by area. According to expert estimates, solar energy resources are considerable and have high potential for being used in the fuel and energy complex.     Rights of the Child in Kyrgyzstan The aim of OMCT country reports are to prevent torture In its reports on children’s rights, OMCT aims to analyse national law in terms of the international commitments that a government has made. For example, in some countries families are not informed when their child is detained and this removes a precious safeguard against abuse. The absence of such safeguards fa- cilitates situations where the torture of children can and does occur. In other words, the reports aim to point out where, often unknowingly, legislation facilitates grave abuses against children. The legal analysis is supported, where possible, by urgent appeals on the torture of children documented by OMCT. These urgent appeals (OMCT intervenes almost daily on such cases) are the foun- dation of all our work. The reports are not legal semantics for their own sake, but represent, in addition to the urgent actions, another side of our strategy to end torture. The reports include meaningful and feasible recommendations for legal reform aimed at reducing the incidence of child torture. The reports are presented to the United Nations Committee on the Rights of the Child who use them to analyse how well a country is fulfilling its international commitments with regards to chil- dren. Their recommendations on the issue of torture, drawing from OMCT’s reports, send a strong message from the international com- munity on the need for action to end the torture of children.
