A Diagnostic Study of Kyrgyz Republic's Free Economic Zones And A Diagnostic Study of Kyrgyz Republic’s Free Economic Zones and Industrial Parks This diagnostic study provides an overview of the features, functions, and effectiveness of the Kyrgyz Republic’s existing free economic zones (FEZs), its High Technology Park (HTP), and proposed industrial production zones (IPZs) in order to identify and correct their shortcomings and formulate guidelines in accordance with international rules and best practices, so as to enhance their contributions to the success of the country’s economic development strategy. In this diagnostic study, attention is focused mainly on FEZs and the HTP, as the IPZs have yet to be established. The main purpose is to highlight the principal features of the FEZs, the HTP, and the proposed IPZs; in the case of the FEZs, it also evaluates the zones’ performance, especially with regard to their objectives of attracting export-oriented activities and investment, including foreign direct investment (FDI), and creating highly paid employment. At the same time, this diagnostic study suggests how the FEZs and the HTP could be modified to improve their cost-effectiveness.     BAB I PENDAHULUAN I.1. LATAR BELAKANG MASALAH Kawasan Pantai Utara Jakarta merupakan kawasan strategis bagi DKI Jakarta, baik sebagai ibukota provinsi sekaligus sebagai ibukota negara. Areal sepanjang pantai sekitar 32 km tersebut merupakan pintu gerbang dari arah laut, dengan berbagai aktivitas masyarakat dan pembangunan yang sangat beragam, termasuk objek-objek vital yang ada di kawasan tersebut. Oleh sebab itu hal yang wajar apabila, Pantai Utara Jakarta ditetapkan sebagai Kawasan Strategis Provinsi dan hal ini juga sesuai dengan Undang-Undang Nomor 26 tahun 2007 tentang Penataan Ruang (Pasal 10 Ayat 1) yang mengatur bahwa setiap provinsi berwenang untuk menetapkan Kawasan Strategis Provinsi maka berdasarkan RTRW Provinsi DKI Jakarta 2030, Pantai Utara Jakarta ditetapkan sebagai Kawasan Strategis Provinsi. Kawasan Pantai Utara (Pantura) pada awalnya dikategorikan sebagai Kawasan Andalan, yaitu kawasan yang mempunyai nilai strategis dipandang dari sudut pandang ekonomi dan perkembangan kota, berdasarkan Keppres Nomor 17 tahun 1994. Upaya untuk mewujudkan fungsi Kawasan Pantai Utara Jakarta sebagai Kawasan Andalan, dapat dilakukan melalui reklamasi pantai utara sekaligus menata ruang daratan pantai yang ada secara terarah dan terpadu, merupakan nomenklatur dari ditetapkannya Keppres Nomor 52 tahun 1995 tentang Reklamasi Pantai Utara Jakarta. Berdasarkan Peraturan Gubernur DKI Jakarta Nomor 121 Tahun 2012 Tentang Penataan Ruang Kawasan Reklamasi Pantai Utara Jakarta yang dikeluarkan oleh Gubernur pada saat itu adalah Gubernur Fauzi Bowo yaitu pada tanggal 19 September 2012 menjelaskan bahwa Proyek Reklamasi Pantai Utara Jakarta atau yang dikenal dengan Mega Proyek Giant Sea Wall merupakan proyek pembuatan 17 pulau di kawasan teluk Jakarta. Dalam Peraturan Gubernur tersebut juga tercantum rencana kependudukan, rencana 1 UPN "VETERAN" JAKARTA 2 sistem pengelolaan limbah, rencana sistem pembangkit listrik dan ketersediaan air bersih serta berbagai rencana sistem lainnya.

Our Events To Support Kyrgyz Roads On January 25, 2010, minutes of discussion on a preparatory stage of a new Grant Aid Project to pro- vide road maintenance equipment was signed in the Ministry of Transportation and Communications by JICA, the Ministry of Finance and the Ministry of Transportation and Communications. Within the framework of this Project, there are plans to supply 144 units of equipment for road repair operations (in- cluding holes patching and asphalt-concrete pavement overhaul), snow clearing, disaster clean-up operations and transportation of goods, for the total value of around 10 million US dollars and intended to service From left to right: Mr.K Mamaev, State Secretary, the MTC of the KR, roads in the Issyk-Kul and Chui Oblasts. Also, it is Mrs.D.Shaidieva, State Secretary, the MF of the KR, and Mr.Maruyama Hideaki, Resident Representative of JICA in the KR planned to set up 2 asphalt plants in the Issyk-Kul Oblast (near Barskoon village) and the Chui Oblast (near Tokmok city). The overall length of the road sections that this equipment will be used to service will comprise 662 km. By the way, in 2007 the Government of Japan already implemented one Grant Aid Project to pro- vide road maintenance equipment for the Naryn Oblast that included an asphalt plant and a stone- crushing plant for the Bishkek – Naryn – Torugart road. To finalize the signing of the Grant Aid Project, Japan’s Cabinet of Ministers’ consent is required, and this should happen no later than March, 2010.

Abstract There are statistics that foreign direct investments (FDI) in Albania have significantly declined. Business climate and skill of policies to attract FDI in Albania has apparently not impacted the promotion of investments from foreign businesses. This study assesses the business environment disadvantages and the readiness and availability of foreign investors to take risks with their investments in a foreign market facing the business climate of the host country, as well as the skill or failure of the latter for long term cooperation. Some basic components of the business climate in Albania, impact and their attractiveness to foreign investors will be analyzed and assessed. The research methodology selected for this study is the quantitative one, where a number of about 100 CEO and administrators of medium and big foreign companies in Albania have been planned to be interviewed. The measuring instrument will be standardized and after data collection, a series of analyses will be built such as correlation, means, standard deviations, frequencies, Chi-square (χ2) where the value p>00.5. Analysis of variables will be realized through SPSS program. The study will be closed with relevant conclusions and recommendations. The researched issues also include the identification of factors provoked by humans and the state to launch these migrations. Surprisingly enough, opposite to the claims made by independent Kazakhstan leadership in the early 2000s, the number of Kazakhs in Kyrgyzstan wishing to become repatriates to their native country is still far from the desired. Thus the article is an attempt to find out what reasons and factors influence the Kazakh residents’ desire to stay in the neighboring country as a minority. To provide the answer, the authors analyzed the dynamics of statistical variations in the number of migrants and the reasons of these changes. The other key point in tracing what characteristic features separate Kazakhs in Kyrgyzstan and their kinsmen in Kazakhstan is the archival data, statistical, historical, and field sources, which provide a systematic overview of the largely unstudied pages of the history of the Kazakh diaspora.

They obtained national registration in August 1998. However, Jehovah’s Witnesses have two prinCipal ongoing ConCerns: Problems with registering loCal religious organisations (LROs) in the southern regions of the country. Without registration of LROs, local authorities view the Witnesses’ religious activity as illegal, thus leaving them vulnerable to police harassment. Draft amendments to the 2008 Law on Freedom of Religion and Religious Organizations (Religion Law) that if enacted would severely restrict religious freedom. Jehovah’s Witnesses have met with government ofcials in Kyrgyzstan 3 to address these concerns and to express appreciation to the govern- ment for being open to dialogue.
