CLARIFICATION IN RESPONSE TO QUESTIONS FROM PROSPECTIVE BIDDERS

1. Reference Specification Book 1 of 2, Page 19: Part F – Bid Schedule Checklist. The last 2 lines at the bottom of the page state: “All Bid Schedule fields are electronically fillable & NYC DOT strongly encourages completion of the fields by this method.” Also, on Page 20, Item F.1.6. states: “To complete the Bid Sheet electronically, using the attached spreadsheet, type directly into the highlighted cells.” We did not receive the Bid Sheet spreadsheet to be completed electronically. Please provide an excel version of the Bid Schedule.

Response: Electronically fillable Bid Sheet can be downloaded from the City Record Website at City Record On-Line (https://mspwvw-dcscpfvp.nyc.gov/CROLPublicFacingWeb/) at no cost. However, the prospective bidders have option to fill Bid Sheet manually.

2. Once the Contractor installs a shield over the Amtrak tracks, can work above the shield be performed during normal work hours?

Response: All work within Amtrak Right of Way, including over tracks shall be between hours of 11:30 P.M. to 5:00 A.M. as mentioned in NOTE 9.16, DWG. NO. GN-3 of contract drawings.

3. Reference Specifications Book 1, Page 4, Section A.4. Site Visit ("Scheduled Site Visit"): Not Applicable. Access to view below the Henry Hudson Viaduct, adjacent to the Amtrak tracks, is necessary to bid this project. Please provide access below the Henry Hudson Viaduct for a site visit.

Response: No formal site visit for access to view below Henry Hudson Viaduct will be provided. The bidders shall use information given in contract documents for their bid costs. A partial set of existing plans, photos and biennial inspection reports are also available to view in our office at 55 Water St, 5th Floor by appointment.

4. Reference Specifications Book 2, page 405, Special Provision 26. Construction Site Security & Access, which states: “…The Project site shall therefore be secured by erecting concrete barriers with chain-link fence all around its perimeter, restricting unauthorized entry.” Does this Special Provision 26 apply to either of these two projects? If so, please provide layout/ location(s) where the concrete barriers with fence are to be installed.

Response: The sentence “The Project site shall therefore be secured by erecting concrete barriers with chain-link fence all around its perimeter, restricting unauthorized entry” of Special Provision 26, shall not be applicable. All other requirements of Special Provision 26 are applicable. The Amtrak’s gates at West 72nd Street and at West 125th Street shall be kept closed and only be operated by a security guard, paid for by the contractor to monitor I.D. cards and

AA-17 signatures by the entering and exiting personnel on legitimate business as mentioned in above mentioned Special Provision 26, Note 2.

5. Reference Specifications Book 2, page 412, Special Provision 37. Damages in Contracts Over Railroad, which states: “…In addition to liquidated damages, the Contractor shall also pay to the City any additional Railroad Force Account costs which the City incurred arising out of such delay.” Please provide the daily Railroad Force Account costs that the Contractor would be responsible for in case of any delay.

Response: The approximate daily Railroad Force Account costs for liquidated damage shall be $7,000. However, the actual costs shall be the daily cost, incurred by Amtrak arising out of delay.

6. Reference Drawing CT-16 (Sheet No.127): Existing Expansion Joint Details. There are several references to Item 580.03 on this Drawing. There is no Bid Item 580.03 in the Contract Bid Schedule. Please clarify.

Response: Please see attached revised Drawing CT-16R, Sheet No. 127R.

7. Reference Drawing GP-1 (Sheet No.11): General Plan – 1, Note 1 which states: Missing and deteriorated Open Grating within the project limits shall be repaired or replaced… to match other Grating in the area AOBE. Cost to be included in Item 656.01”. More information is required to price this item. Please provide: The anticipated number of grating sections that will need to be replaced; the typical size of the grating sections that will be replaced; the weight per square foot of the grating to be replaced; The connection details of the grating to the frames.

Response: These are 2” open aluminum steel gratings at the location shown on drawings DWG. NOS. GP-2, SHEET NO. 12 and GP-5R, SHEET NO. 15R. Please also see drawing DWG. NO. EQ-1R, SHEET NO. 5R, and Bid Sheet FA-9R, Sheet No. 000030R of Bid Book No. 1 of 2 for the revised quantity for Item No. 656.01. A partial set of existing plans are available, to view the grating details, in our office at 55 Water St, 5th Floor by appointment

8. We would like to formally request the owner sets up a site visit on the Amtrak grounds.

9. We would like to formally request as-built of both locations via an electronic file.

10. We would like to formally request any Biennial inspection reports with photos via an electronic file.

Response: Latest Biennial inspection report is available to view in our office at 55 Water St, 5th Floor by appointment. Please see Sheet No. 000004R of Bid Book for contact information.

11. We would like to formally request a copy of the pre bid presentation and sign in sheets.

Response: Copy of the pre-bid presentation and sign-in sheets are included in this Addendum.

AA-18 12.Today at the pre bid meeting you stated we cannot have a walk - Thru to see the various locations, there are no as built supplied to the contractor’s to prepare their bids. We have to make arrangements to schedule an appoint to view the as build’s drawings at the NYCDOT location and questions are due in two days October 27, 2016. How do you except us two comply to that. I am asking to extend the question period to a more reasonable time than the two days you are given us at this time. We need more than two days to evaluate a job of this magnitude with the information that has been provided. Please advise.

Response: Last day to receive questions and requests for additional information shall be no later than 5 P.M. Friday, November 4, 2016.

13. Item 201.06 “Clearing & Grubbing” – In order to prepare our estimate, it is necessary for us to have total access to the work area below the roadway. We request that a walk-through be arranged so that all interested parties can make their own evaluation of the existing conditions.

Response: Please see response to Question No. 3 above.

14. Item 567.60 “Armorless Bridge Joint System” – Does the closed cell preformed joint seal get paid by the bid unit of “feet” even though it is not in contract with the new elastomeric header?

Response: The closed cell preformed joint seal shall be paid by the bid unit of “feet” even though it is not in contact with the new elastomeric header. Please see drawing DWG. NO. CT-17R, SHEET NO. 128R

15. There is a cost impact to furnish and install the seal in the existing barriers.

Response: Acknowledged.

16. Sheet 127 – How is payment made for the 2-ft. wide portion of existing asphalt that must be removed for the entire length of existing joint to be removed?

Response: Cost for the 2-ft. wide portion of existing asphalt that must be removed for the entire length of existing joint to be removed shall be deemed included in unit price bid for ITEM NO. 202.2301 – REMOVAL OF STEEL SUPPORTED STRUCTURAL SLAB (WITHOUT SHEAR CONNECTORS) – TYPE A. Please see drawing DWG. NO. CT-16R, SHEET NO. 127R.

17. Can we be provided with the latest engineering survey? Photographs?

Response: No survey was performed. However, partial set of as-built plans, latest Biennial Inspection Report and photographs are available to view in our office at 55 Water St. 5th Floor by appointment. Please see Sheet No. 000004R of Bid Book for contact information.

18. Can we be provided with the October 26, 2016 Pre Bid presentation?

Response: Pre Bid presentation materials of October 26, 2016 are included in this addendum.

19. As per Page 000062 of the Proposal, G.20. "All Bidders are urged and expected to inspect the Site and to satisfy themselves as to all general and local conditions that may affect the cost or performance of the Project. In no event will a failure to inspect the Site constitute grounds for withdrawal of a Bid after opening or for a claim after award of the Contract" However, at the pre

bid meeting it was stated that the area is restricted and no site visit will be scheduled. I realize that a site visit was not scheduled, but to properly access the work a site visit is necessary.

Response: Above statement made in Article G.20 is meant for accessible areas within the contract limits. Please see response to Question No. 3 above.

20. Can a site visit be arranged?

Response: Please see response to Question No. 3 above.

21. Are there any additional access points for this job besides the two shown?

Response: These are only two known access points in vicinity of this job site.

22. Will a highrail system be acceptable to use? If so what are the access points for this system.

Response: Yes, The access point for highrail will be at W. 125th street.

23. What is Amtrak's inspection policy on the highrail system?

Response: The condition of all equipment to be used in the vicinity of operating tracks shall be as specified in Amtrak’s requirements of SECTION 01141A, and as mentioned in RAIL ROAD NOTES on drawing DWG. NO. GN-3, Sheet NOs. 9 & 149.

24. Due to the specialty subcontracted items of work on this project, ie. Structural Steel Blasting & Painting, Structural Steel work, Asbestos Abatement, we respectfully request the maximum subcontracting amount of 49% be waived.

Response: It is the Agency’s belief that the work required for this project is not specialty work, therefore, we are not waiving the subcontracting levels.
