House District 01A: Counties: Kittson, Roseau, Pennington, majority of Marshall. Cities: Thief River Falls (8573) Roseau (2633) Notes: No Splits House District 01B: Counties: SW Portion of Marshall, Polk, Red Lake Cities: East Grand Forks (8601) Crookston (7891) Notes: No Splits Senate District 01: Description: Full six Counties. Sugar beet community of interest. The area had significant population loss and is very close to a least changes model for this area. House District 02A: Counties: Norman, Mahnomen, parts of Hubbard, Clearwater, and Becker Cities: Park Rapids (3709), Ada (1707) Community of Interest: White Earth Tribe Notes: No city splits House District 02B: Counties: Parts of Clearwater and Beltrami Cities: Bemidji (13,431), Northern TWP (4657), Bemidji TWP (3134), Grant Valley TWP (2029) Community of Interest: Bemidji and its surrounding communities and townships are kept together. Senate District 02: Description: Full counties of Norman, Mahnomen while respecting the White Earth Tribal presence in the area. 2 House District 03A: Counties: Lake of the Woods, Koochiching, parts of Clearwater, Beltrami and Itasca. Cities: International Falls (6424), Coleraine (1970), Baudette (1106) Bois Forte and Red Lake reservations are kept whole and are together. Communities of Interest: Keeps Kelliher and Northome together, which comprise the majority of the school district in that area. House District 03B: Counties: Portion of St. Louis Cities: Hibbing (16,361), Chisolm (4,976), Rice Lake TWP (4095) Communities of Interest: Keeps Hibbing and Chisolm and their surrounding communities in the same house seat as it has been in past decades. Senate District 03: Counties: Lake of the Woods, Koochiching, parts of Clearwater, Beltrami, Itasca, and St. Louis. Notes: No split cities 3 House District 04A: Counties: Lake, Cook, parts of St. Louis Cities: Duluth (7642), Two Harbors (3745), Ely (3460) Cities Split: The city of Duluth’s population is 86,265 and must be within three house seats. The portion of Duluth that is not in SD 08 lies within this district, and is tied to the communities along HWY 61 that travel along the North Shore. House District 04B: Counties: all within St. Louis county Cities: Virginia (8712), Eveleth (3718), Mountain Iron (2869) Communities of Interest: Keeps the quad cities together as St. Louis County Commissioner Ron Dicklich asked the legislature to do. Senate District 04: Counties: Lake, Cook, parts of St. Louis Notes: The Iron Range area as a whole saw a substantial loss of population over the last ten years, approximately 30,000 people. 4 House District 05A: Counties: Parts of Cass, Beltrami, Crow Wing, Itasca, and Hubbard counties. Cities: Pike Bay TWP (1610), Shingobee TWP (1514), Frohn TWP (1433), Pine River (944), Walker (941) Communities of Interest: To keep the Leech Lake tribe whole you must split the surrounding counties of Beltrami and Hubbard. Pairing: Keeping this tribe whole, along with declining populations in areas to the west required expanding farther into Hubbard County and caused a pairing of Larry Howes (GOP) and John Persell (DFL). House District 05B: Counties: Wadena, parts of Cass, Crow Wing, and Todd. Cities: Wadena (4022), Staples (2981), Crosby (2386), Breezy Point (2346) Notes: Splits Todd County to keep the entire city of Staples (in Todd and Wadena counties) whole. Pairing: Open seat because of pairing to the north Senate District 05: Counties: All Wadena, Portions of Todd, Cass, Crow Wing, Hubbard, Beltrami, Itasca Communities of interest: While respecting the Leech Lake tribal boundaries we are still able to keep a vast majority of the lakes area together in this region. 5 House District 6A: Counties: Portion of Itasca and Majority of Aitkin Cities: Grand Rapids (10,869), Deer Lake TWP (3495), Cohasset (2698), Aitkin (2165) House District 6B: Counties: All of Mille Lacs, SW Portion of Aitkin, Rural Benton Cities: Princeton (4698), Milaca (2946), Foley (2603) Reservation: Mille Lacs Community of Interest: Keeps all of Lake Mille Lacs in one district, which is a key economic and tourist attraction for fishermen and families in Minnesota. Senate District 06: Counties: All of Aitkin, Mille Lacs and portions of Itasca and Benton 6 House District 07A: Counties: Portions of St. Louis and Carleton Cities: Cloquet (12,124), Hermantown (9414), Thomson TWP (5003), Proctor (3057) Reservation: Fond du Lac Notes: There was significant growth in this area even though the rest of the Iron Range had seen significant population loss. Districts recognize importance of preserving the communities surrounding the tribe while recognizing the natural communities of interest. House District 07B: Counties: Majority of Pine, Southern Carlton Cities: Pine City (3123), Sandstone (2849), Moose Lake (2751) Senate District 07: Description: All of Carlton, Majority of Pine, Portions of St. Louis Communities of Interest: Preserves the community of interest that surrounds the Fond du Lac tribal community, and keeps the communities of Cloquet, Hermantown and Proctor in their own seats as opposed to pairing them in an “Iron Range” Senate District. 7 House District 08A: Counties: All within St. Louis county. Cities: Duluth (39,405) (Must be split into three house districts at population of 86,265) Communities of Interest: The following Duluth neighborhoods: all of Kenwood, Woodland, East Hillside, ChesterPark/UMD, Endion, Congdon Park, and portions of Central Hillside, Lakeside-Lester Park, and the Central Business District. House District 08B: Counties: All within St. Louis county. Cities: Duluth (39,218) (Must be split into 3 at 86,265) Communities of Interest: The following Duluth neighborhoods: all of Duluth Heights, Peadmont Heights, Lincoln Park, Denfeld, Oneota, Spirit Valley, Cody, Bayview Heights, Fairmount, Irving, Norton Park, Riverside, Smithville, Morgan Park, Gary-New Duluth, FonDuLac, and portions of Central Hillside and the Central Business District. Senate District 08: Communities of Interest: All Duluth neighborhoods but one are kept intact. 8 House District 09A: Counties: All within Clay. Cities: Entire city of Moorhead (38,065), Moorhead Township (169), and Oakport Township (1797) Communities of interest: The city of Moorhead plans to annex Oakport Township in the next few years; therefore, it is important to keep them in the same district. House District 09B: Counties: Parts of Clay and Becker Cities: Detroit Lakes (8569), Dilworth (4024), Barnesville (2563), Hawley (2067) Communities of interest: Keeps the economic and transportation communities of interest together along Highway 10 between Detroit Lakes and Moorhead. Senate District 09: Counties: Clay, part of Becker Cities: Moorhead, Detroit Lakes, and Dilworth. 9 House District 10A: Counties: All of Wilkin, Portion of Otter Tail county. Cities: Fergus Falls (13,138), Breckenridge (3386), Pelican Rapids (2464) House District 10B: Counties: Portion of Otter Tail, Northern Todd Cities: Long Prairie (3458), Perham (2985) Senate District 10: Counties: All of Otter Tail and Wilkin, Portion of Todd 10 House District 11A: Counties: All of Traverse, Big Stone, Grant, Stevens, Western portion of Douglas Cities: Morris (5286), La Grand TWP (4210), portion of Alexandria (2112), Ortonville (1916) House District 11B: Counties: Eastern Douglas, Southern Todd, Northern Stearns Cities: portion of Alexandria (8958), Sauk Centre (4317), Melrose (3598) Split Cities: Alexandria. The city is split currently. Given the rapid decline of population along the state’s western border, this split was necessary to keep the four counties whole in 11A. Senate District 11: Description: All of Traverse, Big Stone, Stevens, Grant, and Douglas with a portion of Todd and Stearns 11 House District 12A: Counties: Southern Crow Wing Cities: Brainerd (13,590), Baxter (7610), First Assessment (5424) Communities of Interest: The Brainerd and Baxter lakes area is a community of interest that should be kept whole, but area population is too dense to expand outside of Crow Wing county. House District 12B: Counties: All of Morrison, Southern Cass City: Little Falls (8343), Sylvan TWP (2702), Pierz (1393) *Effort to keep Morrison County Whole. Senate District 12: All of Morrison, Southern Cass and Crow Wing Community of Interest: The Fort Ripley area is the geographical center of this senate district, as is appropriate given its importance. 12 House District 13A: Counties: All of Pope, Portions of Stearns and Northern Kandiyohi Cities: Collegeville (3343), Glenwood (2564), Albany (2561) House District 13B: Counties: Majority of Kandiyohi Cities: Willmar (19,610), Dovre TWP (2169) Communities of Interest: The New London and Spicer school district is kept whole in 13B. Senate District 13: Counties: Kandiyohi, Pope, and Some of Stearns 13 House District 14A: Counties: Portion of Stearns and Benton Cities: Sartell (15,876), Sauk Rapids (12,773), Watab TWP (3093) Communities of Interest: The Hippert plan keeps Sartell whole across county lines. House District 14B: Counties: Southern Stearns, Northern Meeker Cities: St. Joseph (6534), Cold Spring (4025), Annandale (3228), Rockville (2448), Paynesville (2432) Senate District 14: Counties: Portions of Benton/Stearns/Meeker 14 House District 15A: Counties: Portion of Stearns Cities: Portions of St. Cloud (30,723) and Waite Park (5637), St. Augusta (3317) House District 15B: Counties: Portions of Stearns/Benton/Sherburne Cities: portion of St. Cloud (35,119) Communities of Interest: The entire St. Cloud State campus.
