Cathedral Governance and Management

The current body corporate of the Cathedral Governance comprises Cathedral Council, Cathedral Chapter and the College of Canons. The Council provides general oversight and advice. The Chapter, similar to a Board of Trustees, provides strategic leadership and direction. The College of Canons links the Cathedral Governance with the Diocese of Winchester and ecumenical partners.

The Cathedral Chapter is chaired by the Dean, who is appointed by the Crown and is Head of Foundation. The other members of Chapter are appointed by the Bishop. These currently include two full-time residentiary Canons, the Canon Chancellor and the Canon Precentor, and three lay Chapter Canons.

The Cathedral Chapter is a vital, praying community at the heart of the Cathedral.

Changes in legislation governing cathedrals are being put in place through a new “Cathedrals Measure”. Winchester Cathedral Chapter is taking a full and active role in this process and in preparing for the changes required, most notably to gain full charitable status.

8 Role Description

Title of Position: Canon Missioner Appointed by: The Bishop of Winchester Responsible to: The Dean of Winchester

Introduction

The Bishop of Winchester, advised by the Chapter of Winchester Cathedral, is seeking to appoint an able and imaginative priest for the post of Canon Missioner, who brings love, commitment and character to mission and evangelism. This is a residentiary post with enormous potential and significant responsibility, particularly in community building, both within and beyond the Cathedral, helping to grow our common life and contribute to the common good. We are keen to encourage those who may not have previously considered cathedral ministry and are hoping for applications from priests from a wide variety of backgrounds. The person appointed will need to prove an aptitude for, and have a proven track record of growing congregations, working in collaboration with peers and forming partnerships beyond the bounds of the Church.

The desire and ability to work collaboratively with other members of Chapter and the Executive is essential as this appointment is intended to extend and deepen ministries currently exercised and overseen by others. Leadership will be exercised under the co-ordinating authority of the Dean.

Purpose of the role

As Residentiary Canon and member of Chapter, the Canon Missioner carries out duties in support of Winchester Cathedral which include:

1 Encouraging the growth and nurture of the congregations of the Cathedral and to support their daily life and witness

2 Working across the Cathedral programme and with the clergy, sta and volunteers to increase the capacity for mission over the range of existing cathedral activities and events, while also developing new partnerships for the common good

3 Developing further the missional and common good potential of the Cathedral’s existing programme of engagement with diverse local communities.

4 Having trustee responsibility for the governance of the Cathedral through Chapter

5 Taking a lead in working with the cathedral volunteers and teams to develop their engagement with the Cathedral’s vision, values and priorities.

1. Governance of the Cathedral

Chapter is the governing body of the Cathedral. As Chapter member, the Canon Missioner has a vital and strategic role to play in the corporate governance of the Cathedral. (The Charity Commission provides guidance, CC3 – The Essential Trustee.) Trustee responsibilities include ensuring that Chapter fulfils its core purpose; complies with statutes and relevant legislation; acts in the Cathedral’s best interests; manages resources responsibly; acts with reasonable care and skill; ensures accountability and reduces the risk of liability.

9 Role Description

As Chapter member the Canon Missioner will:

• participate fully in the strategic plan of Chapter to renew, inspire and unite people in faith, hope and love

• have a commitment to collective decision-making and the Cathedral values, and will work to these decisions and values within their particular areas of executive responsibility

• hold an overview of the Cathedral’s mission and evangelism and formulate and propose policies and activities to increase their eectiveness and impact.

• work across and with all of the departments of the Cathedral to ensure that the missional opportunities of existing worship, pastoral, visitor and commercial activities can be enhanced

• promote best practice in Safeguarding and participate fully with training

• play a full part in Chapter hospitality, and the ministry of welcome

• play a full part, as Chapter member and Residentiary Canon, at the Cathedral School, The Pilgrims’ School

• play an active role (through appointment or election) to some Diocesan committees or external bodies such as Churches Together

• form professional relationships and networks with other Cathedral Missioners, to share good practice

2. Leadership and Management

The Chapter seeks to live and work within the context of prayer and to be at the ‘praying heart’ of the Cathedral. The Canon Missioner should inhabit and be nourished by the existing forms of morning and evening prayer and the choral tradition, while also seeking to develop in collaboration with the other residential clergy new forms of worship which embody the excellence, warmth, diversity and variety appropriate to a cathedral.

The Canon Missioner will:

• work collaboratively to progress and develop the Strategic Plan of the Cathedral as an outworking of the Cathedral Calling and Vision statement

• contribute to a positive culture and good professional working relationships in which the values of the Cathedral are promoted

• inspire, care for and motivate volunteers to develop their engagement with the Cathedral’s vision, values and priorities to enable and amplify its mission

• take on management responsibility within the developing Volunteer Department

• be responsible in financial matters, working within agreed budgets, and contributing to fund-raising activities

• attend the Daily Oce as part of Chapter commitment to corporate worship, unless taking a rest day, holiday or away on other duties

• carry out canon-in-residence duties for periods of a week up to 15 times a year

3. Growing Congregations, reaching new audiences and serving the Common Good

The Cathedral is a centre of mission and worship and the seat of the Bishop’s teaching. The Canon Missioner, working collaboratively with others, will take responsibility for encouraging the growth of the Cathedral congregations and supporting their formation as disciples of Christ in daily life and witness. The Canon Missioner will develop our common life and the Cathedral’s ability to contribute to the wider common good thereby demonstrating, and speaking of, love of God and love of neighbour.

The Canon Missioner will:

• be public-facing, seeking new contact with diverse audiences and new missional and relational opportunities in the wider community. Building positive external relationships and engagements with both regular and occasional stakeholders and those not yet touched by the Cathedral’s ministry

• take a particular responsibility for growing existing congregations and establishing new congregations, including serving the needs of children and families, in collaboration with the Canon Precentor who has responsibility for worship and liturgy

• take a particular responsibility for the ministry of welcome to the cathedral for worshippers and visitors on Sundays and throughout the week, in collaboration with the Canon Chancellor who has responsibility for learning and education, curation and interpretation

• seek opportunities for the Cathedral to serve the wider common good within the diocese, county and nation, in collaboration with the Dean

• seek opportunities to increase diversity among congregations and cathedral audiences

• represent Chapter on the Diocesan World Mission group to enable the Cathedral to deepen its theological approach to world mission and participation in partnerships

• be fully involved in the liturgical and teaching life of the Cathedral, including leading worship and preaching regularly

• be fully involved in developing, with Chapter, the Cathedral worship ‘oer’ for a post-Covid context

• nurture and oversee vocations to lay and ordained ministry, including the Bishop’s Certificate in Ministry

• work with others to develop missional opportunities in the developing arts programme

• take lead Chapter responsibility in the Partners in Mission Group, to develop the Cathedral’s wider mission partnerships and cross-cultural opportunities for mutual learning and support

• be responsible, with the other cathedral clergy, for ensuring that appropriate preparation and pastoral care is provided before and after baptisms, weddings, funerals and memorial services.

To be considered for the role of Canon Missioner you will need to demonstrate that you:

• are a priest in holy orders for at least 6 years, and have exercised a leadership role, with a track record in growing a church or in bringing others to faith whether in a parish, diocese or cathedral, or in some other capacity or institution

• have a commitment to the Church and its parish, diocesan and worldwide mission whilst maintaining lively curiosity and interest in wider society, culture, trends and events

• have a commitment to reaching younger people and the unchurched, and a proven ability to engage eectively with these groups

• are a stimulating and intelligent preacher, a wise and are someone who will be sustained by the Cathedral’s choral pattern of daily prayer and Sunday worship

• are an outstanding practitioner, a natural evangelist and imaginative missioner excited by the potential of cathedral ministry with an instinctive understanding of the diverse opportunities of cathedrals

• have the ability to contribute eectively and collaboratively at Board level

• enjoy collaborative working with other experienced priests and colleagues in multi-disciplinary teams

• have strong relational gifts and the ability to enable others and build teams around vision and values

• are familiar with both the inherited traditions and contemporary developments in the Church of England, grounded in generous orthodoxy and open to people of other Church traditions and backgrounds

• have an understanding of the potential of the arts to engage new audiences and oer unique experiences that evoke wonder, awe and life questions

• have organisational competence and good self-awareness to manage a demanding portfolio eectively and to thrive in a complex environment

• have a good working knowledge of IT and use of social media and electronic diary.

Appointment The full-time appointment as a Residentiary Canon under Common Tenure is made by the Bishop of Winchester with the agreement of the Dean and in consultation with the Chapter. The Canon-designate is expected to move to Winchester for their installation at Evensong on Saturday 9 October 2021

Stipend Residentiary Canon Stipend is in accordance with the rates issued by the Church Commissioners for Diocese of Winchester – in 2021/22, £29,051.
