PRACTICAL INFORMATION

Registration

Registration for the Conference may be done online with the following form: www.justice.gouv.fr/formulaires/conferenceofministersofjustice. Registration is open until Monday, 23 September 2019.

Each delegation (of a Member State, Observer State or an institution) may include: the Head of Delegation, three delegates maximum (in order of precedence/appearance on the list of participants) and security officers and other accompanying officials.

1. Heads of Delegation and delegates For the purposes of this Conference, Heads of Delegation of ministerial rank are Ministers, Vice- Ministers, and Ministers of State who are members of Government or, in their absence, the Permanent Representative or Observer to the Council of Europe.

Only the Heads of Delegation and the three delegates are authorized to enter the Committee of Ministers Room.

If he/she is not present as head of delegation, the Permanent Representative or Observer to the Council of Europe may be one of the three members of a delegation. If he/she is present as head of delegation, he/she can be accompanied in the Committee of Ministers Room by three collaborators.

2. Security officers Only two security officers maximum per delegation may be registered by the person in charge of accreditation.

Please note that it is not the French Ministry of Justice that manages requests for firearm and/or radio frequency authorization. Such requests have to be addressed to the French Ministry for Europe and Foreign Affairs by bilateral embassies in Paris. For any other authorization or additional information requests in this matter, please contact the Ministry for Europe and Foreign Affairs, Protocol, Sub-Directorate for diplomatic and consular privileges and immunities (PRO/PIDC) : Tel : 01 53 69 30 20.

3. Other accompanying officials For the purposes of this Conference, other accompanying officials of a delegation are interpreters, assistants, communication or press officers, or any other registered people.

They will not be authorized to enter the Committee of Ministers Room. They may watch the Conference in the live feed room which will broadcast the proceedings live (Room 1).

A person specifically in charge of accreditation will register all the members of the delegation once he or she has all of the information about each of them. Partial or provisional registrations are to be avoided even if it is possible to make changes to a registration form that has already been submitted at any time.

The person in charge of accreditation is the one designated to communicate with the organizers who may be contacted at the following address: [email protected] for all requests for registration of a new member, changes concerning the information of a member who is already registered and any other questions concerning the Conference.

Please note that: - The information provided during online registration will be used to establish the list of participants and to organize the practical arrangements in the Palais de Europe; - A form will be sent shortly for all requests for bilateral meeting rooms; - The French Ministry of Justice is not responsible for visa applications, transport, official motorcades and accommodation of delegations who are responsible for making their own arrangements in this regard.

A few hours by car and less than one hour by plane from Paris, Lyon and several big German cities, Strasbourg is easily accessible by car, plane or train.

◆ Shuttle service To go between Strasbourg and the airport (Tram+TER Aéroport), it is also possible to take train shuttles (TER SNCF), buses or the tramway (Tram) of Strasbourg (CTS) with a one-time use transport ticket, valid 1 hour and 30 minutes from the time it is purchased. The train shuttles are in line with flight schedules and near the terminals and also provide transport to the central train station in nine minutes. Access passes

For security reasons, all participants must wear a non-transferable pass to access the Conference that they must wear at all times on the premises of the Council of Europe and for the dinner and cocktail dinner reception that will be held on 14 October 2019, and the buffet luncheon on Tuesday, 15 October 2019.

This pass will be activated for the duration of the Conference on the basis of the parameters individually established, regarding, for example, access to rooms. The passes will be handed over to the delegations through the Permanent Representations in the beginning of October.

Interpreting services

Simultaneous interpreting will be provided in French, English, German, Italian, Russian and Turkish. Conference documents will be available in English and in French.

Official welcome of delegations (Council of Europe)

The Heads of Delegation must arrive at the main entrance of the Palace of Europe building. Upon arrival, they will be met by Protocol and enter through the central door.

The other members of the delegations must arrive at the main entrance of the Palace of Europe and will enter through the Visitors’ door.

Family photo (Council of Europe)

The Heads of Delegation will be accompanied by the Permanent Representations and placed by Protocol for the family photo that will be taken on Monday, 14 October 2019, just before the opening of the Conference, in the staircase between the foyer of the Committee of Ministers and the lobby of the amphitheatre. After the family photo, the Heads of Delegation will be accompanied to the Committee of Ministers Room to start work.

Bilateral meetings (Council of Europe)

Several rooms will be available for possible bilateral meetings. When it comes to reserving bilateral meeting rooms, further practical information and contacts on site will be sent in September 2019.

Evening of 14 October 2019 (Pavillon Joséphine – Parc de l’Orangerie)

An informal dinner, without interpreting services, will be given on Monday, 14 October 2019, at 20:00 for the Heads of Delegations only at the Pavillon Joséphine in the centre of the Parc de l’Orangerie in front of the Council of Europe. The guests to the dinner cannot be accompanied. Dress code: business attire.

An informal cocktail dinner reception, without interpreting services, will be given on Monday, 14 October 2019 at 20:00 for other participants in the delegations (delegates, security officers and other accompanying officials) at the Pavillon Joséphine. Dress code: business attire.

Built in 1804 to house the orange trees confiscated at the Château de Bouxwiller during the French Revolution, the Pavillon Joséphine is named after Joséphine de Beauharnais, Empress of the French, wife of Napoléon Bonaparte from 1796 to 1809.

Luncheon on Tuesday, 15 October 2019 (Council of Europe)

A buffet reception, without interpreting services, will be given for all of the delegations (Heads of delegation, delegates, security officers and other accompanying officials) on Tuesday, 15 October 2019, at 14:00 at the Council of Europe (Blue Restaurant).
