    European sports circulations The Council of Europe and sport: origin and circulation of a European sporting model William GASPARINI ABSTRACT While “sport” was absent from the Treaties of Rome (1957) and Maastricht (1992), it was taken up by the Council of Europe as part of the European Cultural Convention adopted in 1954. The European Sport Charter passed in 1975 by this same organization began to circulate a European model that could serve as the foundation for the governmental policies of member states. "The Ministers discussed measures needed to effectively promote and protect human rights in sport. www.insidethegames.biz European construction was the result of a largely unplanned process that was shaped by three competing sets of logic, which were sometimes opposed to one another and sometimes complementary: the strategies of states, the dynamics specific to institutions, and the organization of collective and individual interests. Considered by the Council of Europe as the “most widespread informal form of activity after school and work [...] enabling the promotion of democracy and participation in particular,” sport did not escape these European issues. The EEC was not particularly interested in this topic during its beginnings, and left the field of sport to the Council of Europe until the 1990s. Sport came under EU competence late, only in 2009.

    LE CONSEIL GÉNÉRAL DU BAS-RHIN AU DE VOS VIES PLAN VÉLO 2020 www.bas-rhin.fr ÉDITO Quel chemin parcouru depuis l’adoption du premier Plan Vélo en 1992 ! Cela démontre bien à quel point ce mode de déplacement est plébiscité par les Bas-rhinois. Les chiffres sont impressionnants et les montants consacrés par le Conseil Général du Bas-Rhin aux équipements tant au niveau du nombre de pistes construites que des distances parcourues, témoignent de notre volonté d’encourager cette pratique. Depuis 1990 ce sont en effet près de 45 millions d’Euros qui ont été consacrés à cette thématique de manière totalement volontariste de la part du Conseil Général du Bas-Rhin, avec à la clé plus de 735 kilomètres d’itinéraires cyclables réalisés. Ces deux décennies écoulées ont été mises à profit pour encourager la pratique du vélo dans les trajets quotidiens, mais aussi en tant que loisir sportif. L’accent a été mis sur la création d’un réseau structurant entre les principaux pôles urbains départementaux, la sécurité des cyclistes et l’encouragement à la pratique du vélo. Les résultats sont au rendez-vous, puisque le Bas- Rhin se situe aujourd’hui dans le peloton de tête des départements français où la pratique du vélo est la plus développée. Aujourd’hui, les objectifs de ce Plan Vélo 2020 s’inscrivent dans la lignée du précédent en conservant un caractère volontariste, conformément aux souhaits des Conseillers Généraux qui ont pris part à sa réalisation. Les axes d’intervention du Conseil Général restent similaires, mais ont toutefois été adaptés au contexte, car les attentes ont évolué depuis le début des années 1990.
