From Sarkozy to Hollande: The New Normal? Alistair Cole (Cardiff University, UK), Sophie Meunier (Princeton University, US) and Vincent Tiberj (Sciences Po, Paris, France Paoper presented to the Annual Conference of the Political Studies Association, Cardiff, 25-27 March 2013 1 The overall aim of the Developments in series, form which this paper is drawn, is to provide an integrated and systematic assessment of current trends, drawing on the latest research but with sufficient background to make the book accessible for readers without a detailed knowledge of French politics. Two central questions guide the present volume. First, is there still a “French exception”, a uniquely French path to identity and globalization - if there ever was? And second, did the presidencies of Nicolas Sarkozy and François Hollande represent mostly rupture or continuity with French political and cultural traditions? To answer these questions, rather than identifying a single encompassing theme, the book sets out to capture the past decade or so of French politics across five main dimensions: the core political and institutional evolutions; processes of partisanship, citizenship, communication and mediation; political attitudes and elections; domestic policy reforms and the multi-level, regional and international contexts. Though there is no overarching conclusion to this volume, the key approach underpinning most chapters is one of France’s contingent governance --the country caught between converging economic, European and international pressures and the robust defence of a particular model of republican integration. The main purpose of the introductory chapter on which this paper is based is to provide a temporally specific overview that integrates the five dimensions mentioned above and contributes to our understanding of the evolution of the French polity. -

The answer, I will argue, is a qualified yes, not least because it is characteristic of the new French president to blend style and substance until the two become indistinguishable. Sarkozy, who transformed his party, the UMP, into a vehicle of personal power, may have inherited the Gaullist mantle, but he shares little of the Gaullist ethos of la grandeur. On June 27, 1958, the General, shortly after returning to power, described France as “a nation that the world needs if it is to avoid cataclysm.” Sympathetically parsed, this hyperbole might have made a kind of sense as the founding myth of Gaullist foreign policy in a world riven by the bipolar confrontation between the United States and the Soviet Union. But by the time Sarkozy assumed office just under half a century later, on May 16, 2007, it would have seemed aberrant to the point of madness. France was by then just one of a number of midrange powers vying for influence in a global arena reshaped by the military pre-eminence of the United States, the demise of the Soviet Union, the emergence of potent Asian economies, the proliferation of regional conflict, and growing competition over scarce raw materials, especially sources of energy. -

Preface Before I begin, I would like to clarify my approach to the subject of French cultural policy. I am not French, nor do I work in cultural administration in any form. I am neither political scientist nor sociologist. What I am is an academic working in the area of French studies, the main object of which is of course France itself. As such, I generally adopt a cultural-historical perspective in my research field, which I define as the contemporary history of French cultural policies, practices and institutions. What my perspective brings to the study of cultural policy, therefore, is a concern not just with administrative and distributive structures but with the importance the arts have been accorded in France for several hundred years. In his paper for this Tribunal, Kevin Mulcahy evokes the French state’s ‘strong sense of cultural mission’ (Tribunal Reader, 1999, 255), while a French writer on the subject, Jean-Michel Djian, starts from the fearlessly unequivocal view that ‘cultural policy is a French invention’ (Djian, 1996, 11). -

The Convention on Cultural Diversity: Anatomy of a Diplomatic Success Story Jean Musitelli French diplomatic success stories being rather infrequent of late, we cannot overemphasize the one recently written with the adoption of the Convention of Cultural Diversity1 at the United Nations Organization for Education, Science and Culture (UNESCO). Credit must most certainly also go to Canada, our principal partner in this enterprise, as well as to the 146 other States that voted in favor of the Convention. But there is no denying that France, which was able to build an unprecedented coalition around ambitious and innovative proposals, was the initiator and leader of this process. The resulting text, we remind the reader, has four objectives. First of all, it affirms the double-sided nature, economic, yes, but also and firstly cultural, of the activities, goods and services that the nature of commercial liberalism tends to reduce to a sole market value. Secondly, it recognizes the right of States to put into place and practice political structures that support cultural expression so as to assure real diversity. Thirdly, it creates a framework for partnership to assist disadvantaged countries in obtaining tools of cultural development. And lastly, it gives the precepts of cultural diversity the import of international law by placing it in the scope of positive law and no longer as an appendix to commercial law. For the first time, the relationship culture/commerce is to be thought of from the standpoint of culture and not from that of commercial interests. Also for the first time, cultural diversity is recognized as an autonomous principle, no less legitimate than the principle of free markets. -

As France’s presidential election approaches, the main French parties are organising primary elections to designate their candidates. While the Socialist Party will not hold its own primary until January, the main centre-right party, Les Républicains (LR), the Parti chrétien-démocrate (PCD, centre) and the Centre National des Indépendants et Paysans (CNIP, right) will be selecting their respective candidate on 20 November (first round) and 27 November (second round). While the contest is open in principle to all centre-right parties and has been billed as the ‘primary of the right and the centre’, the primary failed to gain the consensus of all forces on that side of the spectrum. After failing to find an agreement on the programme, the UDI and Alliance Centriste decided not to present candidates in the primary. The MoDem led by François Bayrou, on its side, has decided to endorse Alain Juppé. However, should the mayor of Bordeaux lose against Sarkozy, Bayrou has declared that he would be running separately in the presidential election. In the months preceding the official closing date for candidacies (9 September), several prominent politicians announced their interest in running in the primary election. -
