Annex List of Development Bureau's Initiatives in the Policy Address
Annex List of Development Bureau’s Initiatives in the Policy Address Supplement A list of Development Bureau’s initiatives, progress made on completed initiatives or those that have attained major progress and challenge ahead stipulated in the Policy Address Supplement is appended below. They are mainly under the Chapters of “Good Governance”, “Housing and Land Supply”, “Diversified Economy” and “Liveable City”. Good Governance Progress Made The Judiciary has established a central steering committee to oversee the implementation of the new High Court and District Court projects. The statutory rezoning procedures for the latter’s development site commenced in May 2019. Housing and Land Supply New Initiatives Expedite land use reviews for brownfield sites with higher development potential and certain squatter areas in urban districts, with a view to boosting land supply for public housing development. Announce a proposed framework for the Land Sharing Pilot Scheme and start accepting applications in early 2020. Amend the Outline Zoning Plans to incorporate the recommendations of the planning and engineering feasibility studies on the two action areas in Kwun Tong and Kowloon Bay, commence demolition of the former Kowloon Bay Waste Recycling Centre to release the land for commercial development, and undertake engineering investigation and design for the infrastructural facilities in Kwun Tong Action Area, with a view to further promoting the transformation of Kowloon East into the second core business district. Review the development potential of over 300 sites originally ‐ 2 ‐ earmarked for standalone “Government, Institution or Community” (GIC) facilities, with a view to optimising land use and expediting development. Progress Made The URA has identified two clusters of sites involving more than 30 Civil Servants’ Co-operative Building Society Scheme buildings in Kowloon City for re-development as a pilot project. -

PRESS STATEMENT 13 November 2019 MTR Unable to Provide Normal Services Due to Repeated Vandalism by Rioters The MTR network and facilities have been repeatedly vandalised over the past several days. A total of seven rail lines were affected today (13 November 2019) and train service on some of the lines had to be fully or partially suspended. Furthermore, seven stations were forced to close as station facilities were maliciously damaged or operations were disrupted. A large number of commuters all over Hong Kong was adversely affected because of these incidents. The MTR Corporation strongly condemns the rioters’ acts which endangered the safety of passengers, MTR staff and railway operations. The Corporation has reported the cases to the Police and reserves the right to take legal action against the parties concerned. After the end of service hours yesterday, rioters broke into several closed stations to set fires and vandalise trains, stations and trackside equipment. On the East Rail Line, there were arson attacks that targeted two trains stabled at Sheung Shui Station and a train stabled at University Station. Another train stabled at Mong Kok East Station was also damaged. In addition, a track-side signaling equipment room near Fo Tan was attacked. Considering these stations had already been damaged during the day yesterday, the Corporation had no choice but to suspend the train service of the East Rail Line from the start of traffic hours today. Following recovery efforts by engineering personnel, train service between Hung Hom and Tai Wai stations resumed at around 5pm with trains by-passing Kowloon Tong Station. -

Enclosure 2 North East New Territories New Development Areas Planning & Engineering Study Stage One Public Engagement Digest Topical Notes Topical Note 1 – Strategic Roles of NDAs Topical Note 2 – People-Oriented Communities Topical Note 3 – Sustainable Living Environment Topical Note 4 – Implementation Mechanism November 2008 North East New Territories Stage One New Development Areas Public Engagement Digest Planning & Engineering Study November 2008 Topical Note 1 – Strategic Roles of NDAs Purpose of the Topical Note The main purpose of the Stage 1 Public Engagement of the “North East New Territories New Development Areas Planning and Engineering Study” is to enable the public to appreciate the Study objectives and key issues relating to the development of the Kwu Tung North, Fanling North and Ping Che/Ta Kwu Ling New Development Areas (NDAs), and to express their visions for the NDAs. It is the intention to solicit public views through discussion on four topics, namely, strategic roles of NDAs, people-oriented communities, sustainable living environment and implementation mechanism. This topical note is prepared to provide background information on strategic roles of NDAs with a view to facilitating public discussion on this topic. 1 Background “The Planning and Development Study on North East New Territories” (the NENT Study) commissioned in the late 1990’s, identified Kwu Tung North (KTN), Fanling North (FLN) and Ping Che/Ta Kwu Ling (PC/TKL) as suitable New Development Areas (NDAs). It recommended that KTN, FLN and PC/TKL could proceed as one scheme (Three-In-One Scheme), i.e. an integral whole with shared community facilities, infrastructure and reprovisioning arrangements. -
