TRANSPORTATION Modes of Transport Students are treated as mature individuals who take full responsibility for getting themselves home after school whether by school bus / MTR / public bus / taxi / car. The school does not monitor how each student is getting home. If the student is attending an after school extra-curricular activity (ECA) the same applies. Please read the ECA information carefully regarding transport to ECAs and competitive sport fixtures.

Pedestrian Arrival and Departures

Please note to ensure safety, students and their carers should be instructed to use only the controlled pedestrian crossings in the vicinity of the school. Kellett School is to operate in a very busy traffic area that previously had few pedestrians and its road traffic generally comprises heavy goods vehicles and buses. We must assume pedestrian awareness is low.

Senior School students found crossing roads inappropriately will be given detention. It is anticipated that all parents and carers accompanying students will model safe pedestrian behaviour. Please be aware the controlled crossing for pedestrians between school and the Fire Station is frustratingly slow and j walking is very tempting! Advice is being sought as to whether crossing times may be adjusted and improved.

On-site Private Vehicle and Taxi Drop-off

Time Access 6.30am-8.00am Service is restricted to taxis and private vehicles displaying a Kellett School entry car pass. A maximum 5kph speed limit applies to the campus at all times.

6.30am-7.30am Private vehicles and taxis dropping off prior to 7.30am enter left from Lam Hing Street into the West Vehicular entrance and depart left through the East Vehicular exit onto Lam Hing Street. Students should alight within the designated ‘drop off’ area. No meet and greet service is provided prior to 7.30am.

7.30am-8.00am 7.30-8.00am - ‘ Kiss and Drop drive through’ Private vehicles and taxis enter left from Lam Hing Street through the West vehicular gate, turning hard left to follow the internal campus road to the Kai Cheung Road Student Entrance where staff supervise students alighting and into school. Please note there is a FMT controlled pedestrian crossing immediately upon entry where you may be required to halt and wait until pedestrians have crossed. Vehicles drive on and exit left via the Kia Cheung Road Exit. 8.00am On-site student drop off ends, no private vehicle/taxi access.

It is strictly forbidden to;  Enter the campus by turning right from Lam Hing Street  Queue on Lam Hing Street; in the event of potential queuing a member of the FMT will indicate that you should circle the block.

 For the driver/carer to leave the vehicle for whatever reason whilst students alight at the ‘Kiss and Drop Zone * (please see the note below) In the event that a parent, their employee or agent flagrantly ignores, challenges or is abusive towards a member of supervisory staff (FMT/Teachers etc) Kellett School reserves the right to withdraw the family’s vehicle access to the premises. Drivers should be aware that the speed of flow around the campus to the ‘Kiss and Drop Zone’ may be determined by traffic density on Kai Cheung Road and potential difficulties exiting the site.

Parents are requested, for safety reasons, not to drop off or pick up students on Lam Hing Street at any time.

Please note there are no facilities for on-site pick-up at the end of the school day to facilitate bus management.

*Procedures for Kiss and Drop  Students should have school bags, musical instruments etc readily available to them in the vehicle; these should not be placed in the boot/trunk.  On arrival at the K&D zone seat belts should be removed and child/door locks disengaged to permit staff to open vehicle doors.  Children alight by the door closest to the building, staff will close the vehicle door; and when indicated to do so the vehicle should drive forward and exit the campus.  Initially Reception students are to be accompanied to their classroom by staff, once familiar with routines in keeping with the Campus, Reception Students will be accompanied by a responsible student under the supervision of duty staff.  KS1 and KS 2 students will initially be closely supervised by duty staff to the Prep Playground, once familiar with routines the numbers of duty staff will reduce.

Vehicular Access During the School Day On-site parking is very limited and generally restricted to staff vehicles. Short-term, temporary arrangements will be made, where possible, in the following circumstances;  Should you be contacted during the school day by a member of the Student Wellbeing Centre (SWC) to collect your son or daughter you may give your registration to the Duty SWC staff member who will arrange with the FMT for you to park on site in order to collect your child.  Vehicles displaying a Government ‘Disabled Parking Permit.’  Parent vehicles displaying a Kellett School Car Pass and taxis may enter the premises to drop –off in front of the ground floor reception lobby from 8.30am to 2.00pm during term time. (For example student drop-off following a medical appointment.) There are numerous open air and covered Public Car Parks within five minutes walking distance of the campus.

Bus Arrival and Departures

Arrival On arrival buses shall be directed by our FMT. Senior students shall alight first and make their way into the building as directed. Prep students shall alight after senior students and be taken by the Bus Escort to the Prep Playground (Years 2-6) or classrooms (Reception & Year 1)

Departures Prep students shall be taken from their Bus Room, following registration, by the Bus Escort and duty teacher to be seated prior to senior students boarding. Senior students make their way directly to their designated buses. Once buses are boarded the Bus Marshall will indicate buses may depart. NB; Bus procedures are to be rehearsed daily with students, and additional staff will be on duty until the Heads of School are satisfied student routines are established.

Campus Opening and Access - Kowloon Bay Senior School Limited areas within the Senior School are open to students from 7.00am. Registration takes place at 7.50am daily. Please be aware that staff will not be available to supervise students on campus until 7.30am. Any student arriving before 7.30am, or staying outside of ECAs after 4.15pm may do so on the understanding that it is with a parent’s permission and on the understanding that no staff supervision is available until 7.30am, or after 4.15pm. Between 7.00am-7.45am student access is limited to certain areas of the school. Please refer to the table below for further details;

Senior School Student Arrivals and Departures

Arrivals Students make their way to: The Senior School Atrium, Library, Year Group Hub or if appropriate the Sixth Form Centre or a prearranged activity.Please note The Sky Pitch is closed to Senior students before the start of school.

Departure Senior students may either make their way to their ECA meeting point, school bus or make their own way home via one of the two pedestrian exits.

Taxis Taxis are readily available on Lam Hing Street. A card with the Kowloon Bay campus address in Chinese may be obtained from the School Reception.

MTR The nearest station to the school is Kowloon Bay MTR Station, Exit C. Walk past , across Wai Yip Street and along Lam Hing Street (Please refer to the map on the page following).

When students turn 12 years old they can apply for the MTR Student Travel Scheme, which provides discounted fares whilst they are a student. Application forms are available from the House Administrators in the House Offices. Completed forms will need to be endorsed by the House Office, before submission to an MTR Customer Service Centre together with the appropriate application fee. Students will be provided with a Kellett Student Identity Card to support the application process.

School Bus Service

The Senior School bus service is provided by Lewis Motors Company Limited.

Parents and students agree to the arrangements of the service on signing up with the bus provider. The students need to abide by the rules and expectations placed upon them by Lewis and the school when using the bus service. It is not a door-to door service. The pick-up and drop-off points are centrally located within accommodation hubs along the routes. These points are determined by Lewis to best meet the needs of all the students on the routes and to meet safety expectations.

Details of the bus fees and application form can be downloaded from School Learning Gateway (SLG) https://slg.kellettschool.com/ -> forms (parents log in required). Bus fees are payable in 2 instalments: 1st instalment covers September to January and 2nd instalment covers February to June. For students joining in the middle of the year, the fee will be calculated on a pro-rata basis. Lewis reserves the right to suspend service to students who have outstanding bus fees. Applications are to be made directly to the bus company (please follow the instructions on the application form).

The bus fee is fixed but the bus company might be forced to re-route / re-adjust the cost if the number of students drops below half of its original intake.

Punctuality of the bus schedule depends on traffic / weather conditions. It is important that students wait at the assigned stop 5 minutes before the scheduled time, as the buses will not be able to wait at some of the pick-up points.

Communication about School Buses • For general enquiries, please contact Ms Elaine Tang at 5597-6269, or email [email protected]. In addition, if you have any complaints regarding the service or student behaviour on the bus please contact Ms Tang and copy the Activities & Partnerships Administrator Cassie Chiu [email protected] in your correspondence with Lewis. • Bus Company will notify parents of any changes to the bus schedule via e-mail. Parents are advised to notify the bus company if they have changed their email address or any contact details. • Should there be any ad-hoc/emergency notices (including but not limited to traffic congestion, outstanding invoices etc.) requiring immediate attention from the parents, the bus company will send a SMS/WhatsApp to the registered mobile phone number. The bus company is not liable to any communication failure due to network breakdown.

Bus Pass • All students will be issued a bus pass when they join the bus service. • The bus pass will show the student’s name and the route that he/she is taking. Parents should advise your child(ren) to wear or tie it on a visible place for bus caretakers to recognize and make sure all bus users are on the correct bus. Failure to show a bus pass may result in being rejected from boarding the bus.

Non-School Bus Users • Non-school bus users who wish to take the school bus for after school activities or when parents are away, etc., are allowed by paying HK$50 per single journey for Kowloon and HK$100 per single journey for HK Island. • This service is not for permanent usage and it is subject to seat availability. Parents must inform the bus company at least 2 days in advance every time. • Advance payment is required and should notify the school Transportation Officer at school for record. The Bus Company reserves the right to refuse any non-school bus users from using this service.

Bus Routes The bus service is not intended to be a door-to-door service, and students will need to get themselves to/from their bus stop. The routes are fixed from the beginning of the academic year; any families moving or joining school part way through the year will be accommodated on the existing routes if space is available. The timing of the buses may need to be adjusted accordingly after the first two weeks of the new term.

Moving House Students are not allowed to change bus routes. On the occasion of moving house or changing address, parents are required to provide written notice at least 1 (one) month prior to the effective date. Parents are entitled to a refund if bus fee is reduced. If the bus fee increases, the extra payment is required to be paid at least 2 weeks before the effective date.

Cancellation Policy Refund is on a monthly pro-rata basis. Parents are required to provide written notice 1 Month prior to the effective date of school bus service termination of your child(ren) if he/she is withdrawing from the school.

The Bus Escort The Bus Escort is responsible for the safety of all students whilst they are on the buses. She must not get off the bus for any reason during the journey, i.e. she cannot leave the bus to escort a student across the road. Children are insured as soon as they get on the bus and until they alight from the vehicle. Children are the responsibility of their parents until they board the bus for the journey to school and after they alight from the bus after the homeward journey. The Bus Escort will report any unacceptable behaviour to Ms. Tang at Lewis. Ms. Tang will relay the information to a member of the Activities and Partnerships team, who will inform the appropriate member of staff.

Unacceptable behaviour can lead to a temporary ban from the bus service or a permanent ban from the using the bus service. In either case bus fees will not be refunded.

Bus Rules  Students are to obey the instructions of the Bus Escort and be courteous to the driver, Bus Escort and fellow students.  Bad language, aggressive or unruly behaviour will not be tolerated.  For safety reasons, no student may sit on the single front seat of the bus, or any seat which does not have a seat in front of it.  For ease of boarding, when taking an unoccupied seat, the place next to the window should be filled first, and bags should not be placed on the seats.  Students should sit quietly in their seats.  All students must remain seated throughout the journey and until the bus comes to a complete stop at their final destination.  Eating and drinking are forbidden on the bus.  No sharp objects should be taken on the bus, nor should pens, pencils or musical instruments be used, in case the bus stops suddenly.  No objects of any kind are allowed to be thrown in the bus or out of the windows.  Windows should not be opened. Arms, legs, heads or any part of the body must remain well inside the bus at all times.  Seat belts must be worn at all times and not undone until the bus has come to a complete stop at their destination.  All students are to board buses immediately after school and remain on the bus.  Students should not distract the driver during the journey.  Toys and games are not allowed on the bus.  After getting off the bus, students are to wait for the bus to leave before crossing the streets to allow a full view of on-coming traffic.  Anyone who breaks the above rules will be reported to the School Authorities.  Parents will be liable for any damage caused to a bus by their child(ren).
