Executive Summary

(1) Beneficiary selection and ration card management:

1.1 - The beneficiaries get information about the PHH and AAY eligible criteria from the PDS sales man, Swayam Sahayta Samooh (SHG) membes (the owner of the PDS) and the Panchyat representatives. Ones the card holder gets his share of food grains they are least bothered about other matters. The process of applying for new card/ modification/addition /deletion is known to very few in the villages. The only process they know is to contact the Sarpanch and the ward member for any work or complain related to PDS. 1.2 & 1.3 - Out of 150 surveyed beneficiaries nobody has reported that they had applied for modification/addition/deletion and the complaints were redress without any difficulty. The reason was in the month of Jan 2020, a renewal of cards took place in the state. 1.4 - The key feature/functionary involved for ration card management system was the use of Tablets in all PDS. 1.5 - No separate step has been taken to make people more aware about the tablet facility and its use. Gradually people are getting acquainted with the use of tablet and photo. 1.6 - The main barrier to use, on line services for new card application is poor due to lack of motivation, training and awareness to the salesmen and the dealers. 1.7 - Neither the exclusion error nor the inclusion error was reported during the survey. No problem prevailed in this respect. 1.8 - Vigilance committees functional in the villages do not complained about the wrong inclusion or exclusion of the beneficiaries.

(2) Access to food grain entitlements and FPS automation 2.1 - Grains supplied by PDS meet 58.4% of the monthly family requirement of rice in each family taking both the districts together. As it is rice consuming belt, rice is liked by all and the quality of rice supplied is good and there is no complain about it. 2.2 - As regards quantity, price and quality of grains supplied there is no complain. NFSA supplies 5Kg of rice and CGFSA (State share) provides 2Kg per head. In total 7 Kg of rice provided is quite enough to support the family.

2.3- PDS shops open for about 13.7 days (average) in a month and 92% card holders reported that during the day it opens for whole day i.e. from 10 am to 5pm with one hour lunch break in the afternoon. 2.4- FPS dealer / Sales man have not received training of any kind neither managerial nor account related. 2.5 - In place of PoS machines, tablets are used so finger print based authentication is not possible. - IRIS based authentication were not reported - Integrated electronic weighing machine with Blue tooth not found at FPS and Godown. - Whip antenna to boost connectivity is not functional in any place. - Local language interface-voice/ written not provided in any PDS - Transaction completion receipts are also not provided - Micro –ATM functionality to perform cashless, BC and CSC operations are also not found. 2.6 - Biometric authentication not in use as tablets are used in all PDS 2.7 - Finger print related precautions are not applicable as tablets are used in place of PoS machines. 2.8 - Biometric failure not applicable as tablets are in use. 2.9 - Not available as tablet is used (without biometric authentication) 2.10- Not available as tablet is used (Non authentication transaction, 3 months) 2.11- Zero cases of silent cards was reported by dealers. Since, recently renewal of all the cards took place, silent cards (if existed) was removed. 2.12- All (100%) old, infirm, physically challenged beneficiary households are covered with nomination facilities. 2.13-Transactions at sample FPSs are reflected in the state portal.

(3) Supply Chain and FPS viability

3.1- Food distribution calendar of the State and District is prepared and is followed strictly. From the godown stock is dispatched on the last week of the month so that distribution of grains is initiated from the first week of coming month positively. Beneficiaries are not permitted to lift previous month’s quota as reported by the PDS sales man and the villagers. 3.2- The sampled godowns strictly adhere to the distribution calendar without failure.

3.3- There is adequate storage capacity in the state godown, but at certain times when paddy purchase is in progress private godowns are hired on temporary basis. In godown shortage of technical and managerial staff (8 to 10 persons) was reported. Lack of adequate manpower in godown was reported. 3.4- Closing balance of FPS and Ration Card number / entitlement are not fetched automatically. It is managed with the help of tablet and information is fetched by phone. 3.5- As reported by the PDS owner, sales man and officials, facility for dispatch of SMS alert exists. But none of them could show us any received SMS. 3.6- All godowns / FPS are not linked to supply chain management. (Number of linked or unlinked FPS was not available). 3.7- Acknowledgment of supply of food grains at FPS not provided. 3.8- Daily closing balance for the FPS not available on line. 3.9- Release order, delivery order, gate pass, truck challan are on line. 3.10- Stock position of all godown and FPS are not captured on line. 3.11- Details of FPS allocation, off take and distribution are reported correctly in state Portal. 3.12- Commission paid to the dealer is Rs 0.70 per Kg of rice for NFSA quota. The payment of commission is regular without delay. 3.13- The average commission paid to the FPS dealer is about Rs 13,517/- per month (gross) in Dantewada while it is Rs. 10,790 in Beejapur. The variance in average commission of dealers depends on number of cards in the FPS. Income from other sources (gunny bags) is Rs 6,844/- per month (approx). 3.14 On line issuance of new license or cancellation was not reported to the survey team. (4) Grievance redressal system 4.1-To enhance the knowledge about functioning of toll free number/ grievance redressal system the beneficiaries do not make any effort as most of them are illiterate and not aware about the system. They also do not bother to find any useful information or sources which would be beneficial to them in future. 4.2- The card holders are satisfied with the existing avenues for grievance redressal, as because their works are redressed within 60 days. 4.3 & 4.4- Specific measures for grievance redressal arranged by the Govt. is Jan sunnwai conducted by the Dist Administration. Here redressal is done speedily. 4.5- Efforts taken by DGRO were to redress the matter received through proper channel or through Jan Sunnwai speedily.

(5) Vigilance Committees and Social Audit 5.1- To form and strengthen Vigilance Committee no specific step has been taken up by the state Government as reported by the villagers. 5.2 -Vigilance Committees are formed in each village but regular meetings are not held and attendance register and meeting register could not be made available to the survey team. 5.3- Meetings are not held regularly so agenda of the meeting was not provided. 5.4 & 5.5- Minuets not made, so sharing with the department not done. 5.6 – Very few beneficiaries’ households were aware about FPS level VC and its members. In spite of awareness these households did not approach them for any help. (6) Portability and Digital Payment 6.1-Portability and Digital payment has not been initiated in the district of Dantewada and Beejapur. 6.2 -The major barriers in implementing of portability is due to low level of education and lack of technical knowhow among the villagers.

Chapter I Introduction

The National Food Security Act (NFSA) that came into effect on July 5, 2013, aims to ensure food and nutritional security in human life cycle approach, by ensuring access to adequate quantity of quality food at affordable prices to people to live a life with dignity (GOI 2013). The Act provides a legal entitlement (or the ‘right to food’) of subsidized food grain to 75 percent of the rural population and 50 percent of the urban population of . NFSA relies on four existing programmes to provide food and nutritional security: the Targeted Public Distribution System (TPDS), the Integrated Child Development Services (ICDS), the Mid Day Meal (MDM) programme and the Indira Gandhi Matritva Sahyog Yojana (IGMSY). While TPDS provides food grains to approximately 813.4 million Indians under NFSA, the ICDS and MDM programmes ensure a free meal to all children aged six months to 14 years at the Anganwadi (childcare centers) and schools, respectively. The IGMSY programme provides all pregnant and lactating mothers a maternity benefit of INR 6000.

Like every schemes and programme need evaluation to check its execution and probable modifications to be made. The Ministry of Food, Consumer and Public Distribution does the same for NFSA on a regular basis since its enactment. This quarterly evaluation enables the concerned officials to know the current situation of the schemes and where lagging behind. The result of which, several changes have taken place in the act. Since, these monitoring and evaluation studies requires institutional support for reach and resourcefulness coupled with quality and reliable report, the study entitles ‘“Concurrent Evaluation of the implementation of National Food Security Act (NFSA) - 2013 in Chhattisgarh State” was entrusted to Xavier Institute of Social Service, Ranchi by the Ministry of Food, Consumer Affairs and Public Distribution, New Delhi for the year 2018-19.

1.1 Objective of the Study The primary objective of the concurrent evaluation is to access the overall progress of the implementation of NFSA (2013) in the state of Chhattisgarh and measure and monitor the changes it has brought in, specifically: 1. At systematic level: Assessment and analysis of the progress of implementation of various aspects of the NFSA 2013.

2. At beneficiary level: Evaluation of the benefits of NFSA on the target groups to achieve the objectives of the NFSA. 1.2 Scope of the Study The concurrent evaluation in the state of Chhattisgarh will be conducted on a quarterly basis. In the Fourth Quarter, two districts had been identified i.e. Jashpur and Balrampur. The study has provided an adequate amount of field realities in form of numbers and figures along with some descriptive understanding. The study will further be useful for the concerned official/department to act accordingly.

1.3 Timeline of the Study The concurrent evaluation was conducted for the first quarter as per the norms laid down in the ToR. The evaluation team devoted a minimum of one day per village having a Fair Price Shop. The detailed visit plan was also as below: Sl. No. District Time duration 1. 1.4 Sampling Methodology The study adopted a Multi-Stage sampling method for the concurrent evaluation. In the first stage, Districts were identified as Jashpur and Balrampur. In the second, panchayats/village/urban wards were sampled in the respective districts. In the third stage, household beneficiaries were sampled. The systematic Random Sampling method was applied to select the beneficiaries (15 from each village) having 10 PHH and 5 AAY. Adequate concentration was given to the poor, vulnerable and SC/ST population while interviewing. In each village in addition to 15 NFSA household (10 PHH household and 5 AAY Households), Vigilance Committee and Fair Price Shops (FPS) were also covered. At District level, one godown, District level Vigilance Committee, District Grievance Redressal Officer (DGRO) and one District level Food and Civil supplies officer were covered.

1.5 Methods of Data Collection During the study, both primary and secondary sources of data were employed. Primary data was collected through interview schedule for beneficiaries, vigilance committees and godowns. Subsequently, secondary data were collected through online website, articles etc.

1.6 Limitations of the study There were no major limitations of the study. However, in some areas regional languages were difficult to understand. But with full support of Food Inspectors, the team successfully gathered the data from field.

Chapter II Description of the Study Area

Chhattisgarh is located in Central India. The state shares its border with and Maharashtra in the west, Uttar Pradesh in the north, and Jharkhand in the east and Andhra Pradesh in the south. Chhattisgarh is a state carved out on Nov1, 2000 along with Jharkhand and Uttarakhand. Currently the state comprises 27 districts. It is also known as ‘Rice Bowl of India’ because the major food crop and staple food here is Rice. The population of Chattisgarh is over 25million (Census, 2011). Hinduism is the major religion here along with Sarna.

About Jashpur: lies in the north-eastern corner of the state of Chhattisgarh in India adjoining the border of Jharkhand and Odisha. Jashpur Nagar is the administrative headquarters of the district. It is currently a part of the Red Corridor. During the Jashpur town was the capital of Jashpur State, one of the princely states of the . The north-south length of this district is about 150 km, and its east-west breadth is about 85 km. Its total area is 6,205 km². It is between 22° 17′ and 23° 15′ North latitude and 83° 30′ and 84° 24′ East longitude.It is divided geographically into two parts. The northern hilly belt is called the Upper Ghat. The remaining, southern part, is called Nichghat.

About Balrampur: Balrampur is a city and a municipal board in Balrampur district in the state of Uttar Pradesh, India. It is situated on the bank of river Rapti and is the district headquarters of Balrampur district. The creation of Balrampur District was done by G.D.No. 1428/1- 5/97/172/85-R-5 Lucknow dated May 25, 1997 by the division of District Gonda. Siddharth Nagar, Shrawasti, Gonda District, are situated in the east-west and south sides respectively and Nepal State are Situated in its northern side.One of the most popular Hindu worship place is situated in Tulsipur about 27 kilometers from the district headquarters. It is known as Devi Patan.The temple has the distinction of having included in 51 “Shaktipeethas” of Goddess Durga according to Hindu mythology. Balrampur city is in close vicinity of Shravasti where Lord Gautam Buddha is considered to have displayed his supernatural powers in the spiritual transformation of Angulimala, a famous dacoit who wore a necklace (mala) of fingers (anguli).The area of the district is 336917 Hec. In which the agriculture irrigated area is 221432 Hec.In the north of the district is situated the Shivalics ranges of the Himalyas which is called Tarai Region.

CHAPTER III Beneficiary Selection and Ration Card Management 3.1 Instances of eligible but left out beneficiaries Out of the 10 surveyed villages no such cases in any of the surveyed districts have been found that any household is eligible but not receiving ration. All the eligible households are possessing ration card and receiving entitled ration of each month.

3.2 Effectiveness of mechanism to identify eligible/ineligible beneficiaries Under NFSA, eligible or ineligible beneficiary households are identified using “exclusion approach.” Under this approach, there is a list of simple and transparent exclusion criteria, and then every rural household is eligible by default unless it meets one or more of these criteria. In Chhattisgarh, a household is excluded from the eligibility if it meets the following criteria: i) Ownership of four-wheeler used as commercial purposes. ii) Ownership of more than five acres of irrigated land or ten acres of any land. iii) Member pays income tax. iv) Regular Government employment and v) Possession of pucca house with more than three rooms. No such case was found where the interviewed beneficiaries fulfilled any of the above criteria and still eligible under NFSA. 3.3 Ease in applying new ration card or modification Among the 150 interviewed beneficiaries, only 2 (1.4%) of them was such who had applied for new ration card or for addition/ deletion of members in the ration card in the last one year. He/She responded that had travel less than five kilometers. 3.4 Level of awareness regarding procedure Among the interviewed respondents/beneficiary households, only 11 (7.3%) are aware of the NFSA elegibility criteria. Similarly, only 7(4.7%) are aware of the process of applying for new or duplicate ration card. This shows that problem of unawareness persists in the village level. Refer to the table below:

3.5 Aadhar Number seeding, Mobile Number and Bank Account In the table 3.5. (i) below, aadhaar seeding with mobile number and bank account is given. Almost 100% respondents have their aadhaar number linked with both bank account and mobile number. Also, approximately 100% benefeciaries had both bank and mobile number linked with ration. Chapter IV Fair Price Shop Management 4.1 Ownership pattern of FPS Dealer Out of 10 FPS surveyed most of the Fair Price Shop (FPS) dealers, 5 among 10 are managed by the Self Help Groups; 3 by PRI and 2 by Co-operatives. None of the FPS was found managed by private players as a policy of the state government. Regarding the information of ration supply, 70% told that they got to know through visiting ration shop personally. 14% said ration dealer inform them, while other 14% of the beneficiaries get to know through their friend and neighbours. Refer to the table below:

4.3 Adherence to food distribution calendar and quality of service delivery

The number of opening days is fixed for all the Fair Price Shops in Balrampur and Jashpur. On further investigation, it was found out that the food grains are generally distributed within first 15 days of each month to most of the households. However if some beneficiaries could not receive their ration because of any reason they are free to come any time within the month and receive their ration. Generally, within 15-25 days all the beneficiaries take their rations. Average opening days of FPS in Balrampur and Jashpur is 20 days.

In whole, 99% of the respondents were satisfied with the distribution timing of rations. 4.4 Quality of storage facility Regarding the cleanliness of FPS, 5 out of 10 FPS were well maintained. The shops were neat and clean and also the records were maintained properly. However, remaining 5 shops needed improvement in respect to their cleanliness and overall. In the table 4.5.(i), the margin or commission of FPS dealers each month is acquired village/FPS wise from different sources. This variation found is because of the quantity of entitlement they received and number of ration cards. Table no. 4.5 (ii) and (iii) shows about the one time expenditure and monthly incurred expenses.

CHAPTER V Supply Chain Management and Door Step Delivery 5.1 Food Calendar and adherence to it It was found that there was no delay in receiving stock from FCI godown to district godown. The district godown receives their stock in the last week of the month and by the, godowns receive the SIO (Store Issue Order). Ration gets available in the FPS prior the month gets started, i.e., by 30th. Distribution also takes place usually in the first week of month. 5.2 Working of online system During the survey it was observed that 100% online system was functional. Although in all the FPS Tablet are present and food grains are distributed through online, but in case of any failure, rations are also distributed in off-line mode and then data sent once internet is available. Regarding the supply chain management it is fully online. The Stock position of godown i.e. opening balance, receipt, dispatch and closing balance are captured online. Movement of food grains i.e. delivery orders, release orders, truck challans and gate passes are captured online. 5.3 Sharing of information on movement and arrival of food grains

For movement of food grains and passing of information things were been managed online. For transporting of food grains in trucks the shortest route charts are followed strictly and it is also monitored that the trucks do not take a different route to reach the scheduled FPS. This is vital as because route change by the trucks carrying food grains may have chances of pilferage. Special instruction has been given to the transport company in this regards. 5.4 Issues of short supply In all the ten fair price shops surveyed no complain of short supply of grains was observed or noted by the evaluating team. FPS dealer as well as the beneficiaries’ did not complain of any incidence of short supply. 93% of the total beneficiary interviewed was not in the opinion of short supply, while 7 % were not aware of it. CHAPTER VI Access to Food Grains Entitlements and FPS Automation 6.1 Timely availability and percentage off-take by household Out of 150 interviewed beneficiaries, all of them responded that they receive their ration timely and very rarely they experience any delay. The timing as well as the number of opening days of FPS is fixed and most of the beneficiaries receive their ration within one week of distribution. There is 100% take-off of ration by the beneficiaries. In the past three months not even a single such case was reported where the beneficiary voluntarily did not purchase food grains from the PDS shop. CHAPTER VII Grievance Redressal System

7.1 Overview of grievance redressal mechanism in the study area The grievance redressal mechanism was very ineffective in both the districts. The beneficiaries were totally unaware about it and the monitoring team could hardly feel its active existence.

7.2 Beneficiaries grievance related to PDS and awareness about different channels Out of the 150 interviewed beneficiaries, none of the respondent have raised any grievance related to functioning of ration shop and Public Distribution System such as Denial of food grains, Lower quality of food grains, over pricing, non-issue or delay in addition/subtraction in ration card, non- display of required details in FPS, misbehaviour of FPS dealer, delay in arrival of food grains etc. in last one year. Refer to the table below:

Toll-free numbers were not known any of the interviewed beneficiaries as a result nobody ever used it to redress any grievance. Similarly none of the beneficiaries were aware about the online facilities available to them. However, every information was displayed in the FPS such as DGRO, Toll free number etc.

7.4 Working of DGRO None of the interviewed beneficiaries were aware about District Grievance Redressal Officer and its effective working was not reported. Similar is the case for State Food Commissioner.

CHAPTER VIII Vigilance Committees and Social Audits 8.1 Formation, Composition and linkages between Vigilance Committee Fair Price Shop Vigilance Committees were in existence in each surveyed FPS however, not in efficient manner. In the district also, vigilance committees was not formed/active. 8.2 Capacity building and Awareness levels of VC members. The awareness level among the Vigilance committee members was found very low. The members were not at all aware about their roles and responsibilities and were not practicing the same. It was found that no such programmes were conducted by the administration for the capacity building of the VC members. 8.3 Functioning of Vigilance Committee It was found that the Vigilance Committee was not functioning properly. No proper records of regular meetings and follow ups were produced to the monitoring tem. 8.4 Instances of Irregular and malpractice reported by VC members No such cases of malpractices of FPS were reported by the Vigilance Committee. It was found that the Vigilance Committee members were not aware about the beneficiaries and were least interested about the various issues and grievances faced by them. Understanding the various issues and grievances of beneficiaries requires regular interaction with them. No such record of meetings of VC members and beneficiaries were produced to the monitoring team. Even the beneficiaries were not aware about the Vigilance committee. 8.6 Social Audit- planning, execution and impact No such social audits were conducted by the Vigilance Committee. It seemed that the Vigilance committee was least concerned about the grievances of the beneficiaries and had no proper plan to resolve the grievances of the beneficiaries in the future

Chapter IX Digital Payment

9.1 Use of digital payment facility Mostly there was no facility of digital payment found in any of the FPS. The beneficiaries have to pay in cash after receiving their entitled ration. The beneficiaries too prefer to pay in cash as most of them are not aware and accustomed to the digital payment process. 9.2 Issues with digital payment At present there are no issues reported as because digital payment is not used in the surveyed areas.

Chapter X Key Recommendation

Some of the key recommendation suggested by MI is based on their experience and observation. This may be proved beneficial for the concerned for further improvement in the implementation.

• Vigilance committee at FPS level should be trained on their functioning part, preparation of minutes etc. • There should be regular meeting organize on monthly basis or quarterly basis by the vigilance committee at the FPS and district level. • There should be periodic training programme for officers and vigilance committee members for smooth functioning of the NFSA at the district level. • There should be regular periodic meeting and follow-up of the vigilance committee by the officers of food department • Social audit should be organized by the officers of the food department at least twice in a year at the FPS level. • As suggested by most of the interviewed beneficiaries there should be provision of selling of Non- PDS commodities at PDS shops. • There should be some awareness campaign like audio record play at the PDS shops on regular basis regarding role and responsibilities of vigilance committee, process of addition and deletion of members in the ration card, for new ration card, entitlement of PDS commodities per head, rate, etc.

ANNEXURE I CHECK LIST FOR NODAL OFFICERS SECTION-1: Beneficiary selection and ration card management 1. 2,63,224 households and 14,91,879 members have identified under NFSA in Balrampur and 51,046 households and 255,230 members have identified under NFSA in Jashpur districts. The details of each household and member details are available in the state portal online. 2. Online Ration Card management system is functional in the state. a. Online mechanism for receiving application for new/duplicate ration cards is functional. b. The system in place is a workflow-based system. c. The online facilities are available to the beneficiaries in the block level through CSCs and the beneficiaries themselves can also apply using their computers or Smartphone’s. d. No beneficiaries reported that they receive acknowledgment after applying online, but there is a provision for acknowledgment through SMS. e. Details of Ration Card Management System are correctly reported on NFSA dashboard. 3. Aadhaar based deduplication and validation has taken place in both the districts but no record was provided for it. 4. In the strategy to ensure inclusion of only genuine beneficiaries is through field investigation. But the biggest shortcoming in this strategy is the scarcity of manpower to conduct field verifications. SECTION-2: Online Allocation and Supply Chain Automation 1. The distribution cycle for food grains in the state is monthly. 2. The godowns of SFC (State Food Corporation) is not fully automated. At places tablets have been distributed for online capture of data. But it doesn’t strictly follow online procedures. 3. Allocation Orders are not system generated. 4. There is a huge shortage of manpower to handle proper functioning of supply chain management. In both districts the post of District Supply Officer is vacant. Also, in block level at most places Block Development Officer is handling the supply chain. 5. Quality of foodgrains is satisfactory but no strict quality control mechanism was found. 6. Stock position of godowns is visible in the state portal and stock position of FPS is visible online. 7. Delivery Orders, Release Orders, Truck Challans, Gate Passes are partially system generated and not transparently visible on the state portals. 8. No SMS alerts are received by the beneficiaries or FPS before arrivals of food grains as reported by the beneficiaries. 9. The details of allocation, off take and distribution are reported correctly on the NFSA dashboard

SECTION-3: FAIR PRICE SHOP AUTOMATION 1. In both the districts biometric authentication is used to authenticate the beneficiaries. No case of denial of food grains due to failure of biometric authentication was reported. 2. Online system for such analysis at district level was reported. 3. In case if the e-Pos is unable to read the fingerprint than the beneficiary can take the food grains by authenticating use OTP sent on the beneficiaries’ mobile number. 4. a. There is no facility for e-KYC or fusion finger in the state. b. Beneficiaries can seed their Aadhar/Mobile using the online facilities. c. Electronic weighing machines are not online. d. Voice and print is available in but not available in the local language. e. Micro-ATM functionality is not available. 5. There is no system in place at district level to assess the Silent Ration Card. Even no record was provided for silent cards. But Ration shop dealer do provide list of such cards when asked for. 6. Portability and Digital payment are not functioning in the state. The major barrier for introducing portability is stock management in FPS. And for Digital payment even the beneficiaries are not very keen for it. SECTION-4: FAIR PRICE SHOPS AND THEIR VIABILITY 1. Average tonnage in both districts is approximately 618 qt per shop and average population covered per shop is 1336. 2. In both the district most visited FPS where of Private License. 3. Commission rate of food grains in the state is Rs.1/kg. 4. a. Sale of Non-PDS item was not found in any visited FPS. b. Sale of MDM was also not reported but food grains for ICDS were being sent by FPS. c. No activities of Business/Banking correspondent or CSC operations was found.

SECTION-5: MONITORING AND GRIEVANCE REDRESSAL 1. Grievance redressal system in the state is flawed as FPS level vigilance committee has not been formed and vigilance committee in district level is dormant and ineffective. 2. No vigilance committee has been formed in FPS level and therefore there is a huge shortcoming. 3. No awareness generation activities were reported in the FPS and village level, though some beneficiaries confirmed that they received monthly call from the dept. telling them about toll-free numbers, etc. 4.
