Proof rolling will determine the limits of new subbase/subgrade needed to complete work to the satisfaction of the City. The Engineer or designee shall make the determination whether the proof rolling test passes or fails. A proof roll is considered to have failed if lateral movement, vertical deformation, or pumping of the tested material occurs. The Contractor shall use the same heavy pneumatic tired equipment for each proof rolling test. Any unsuitable material found by this process shall be removed and replaced. 01.02—EQUIPMENT Loaded dump truck or roller 01.03—SUBMITTALS The submittal requirements of this specification item are: 1. Proof Rolling Plan. The proof rolling plan shall include a description of the condition of the proof rolling equipment proposed for the work, as well as the type of traction (self-propelled or drawn), type of roller, size, weight, tire pressure (if appropriate) and configuration of each individual roller. 2. Equipment. All proof rolling equipment or proposed alternate must be approved by the Engineer or designated representative prior to their use. The Contractor shall furnish the Director of Public Works or designated representative with charts or tabulations showing the contact areas and contact pressures for the full range of tire inflation pressures and for the full range of loadings for the particular tires furnished. The weight of the loaded dump truck shall be verified by the Engineer or designee prior to performing proof rolling tests. 01.04—CONSTRUCTION METHODS 1. Calibration. Acceptable limits of elastic and plastic deformation of prepared subgrade courses shall be established by proof rolling Test Sections of representative soil conditions, previously tested and approved for density and moisture requirements of the governing subgrade and earth embankment items. Density and moisture test will not be paid for separately. The costs associated with these tests are incidental to the proof rolling testing. Proof rolling of the first course base over a plastic subgrade may be waived by the Engineer or designated representative if deemed appropriate. 2. General. The load and tire inflation pressures shall be adjusted as directed by the Engineer or designated representative. The Contractor shall use a contact pressure corresponding as nearly as practical to the maximum supporting value of the earthwork or base. The entirety of prepared surfaces to be tested by this method shall be proof rolled by a minimum of two passes of the loaded dump truck. Each succeeding trip shall be offset by not greater than one tire width. Proof rolling operations shall be performed at speeds between 2 and 6 miles per hour or as directed by the Engineer or designated representative. If the Engineer determines that proof rolling test shows an area fails (is unstable), the unstable area shall be brought to satisfactory stability and uniformity by removing the granular base and subgrade Page 3 of 17 and replacing as per the City of Falls Church Standard Detail for Utility Trench Repair in Pavement (Drawing 1401). The replacement material shall conform to the requirements of the Type B pavement section. The proof roll test procedure shall be repeated on the re-worked area. 3. Roadway Construction. The subgrade and all lifts of base material shall be proof rolled in new roadway construction and in the reconstruction of existing streets. Proof rolling of the curb course base shall be substituted for proof rolling of final course base at the direction of the Engineer or designated representative. Proof rolling may be waived by the Engineer or designated representative where construction is limited to turn lanes, street widening less than 7-1/2 feet in width, 01.05—MEASUREMENT AND PAYMENT No direct payment will be made for the materials, equipment or labor required for this item, but shall be included in the unit price bid for the item of construction in which this item is used. END OF SECTION 01 Page 4 of 17 SECTION 02—CONTINGENT SUBGRADE UNDERCUT AND BACKFILL 02.01—DESCRIPTION This work shall consist of the subgrade undercut to the extent specified in this Contract Document, disposal of unsuitable subgrade material and replacement with suitable aggregate base material, if required, in accordance with the requirements of these specifications or as directed by the Engineer. 02.02—MATERIALS Refer to VDOT 2016 Road and Bridge Specifications - Section 208: SUBBASE AND AGGREGATE BASE MATERIAL 02.03—CONSTRUCTION METHODS Existing subgrade that fails to meet the proof rolling criteria as determined by the Engineer or designee shall be undercut and replaced with an additional 6 inches of VDOT 21-A Aggregate Base. 02.04—MEASUREMENT AND PAYMENT These items will be measured and paid for at the Contract unit price bid per ton. END OF SECTION 02 Page 5 of 17 SECTION 03—SAW CUTTING 03.01—DESCRIPTION Under this item the Contractor shall saw cut existing asphalt pavement or asphalt surface course at locations specified in the Contract Documents or where directed by the Engineer. 03.02—EQUIPMENT Power saw 03.03—CONSTRUCTION DETAILS Saw cuts shall be perpendicular to the roadway surface along neat lines and to depth indicated in the Contract Documents or as determined by the Engineer. Saw cuts shall be clean, dry and free from dust, grit, oil and moisture to the satisfaction of the Engineer. A power saw approved by the Engineer shall be used for all saw cuts. The Contractor shall take necessary precautions to avoid damage to any items to remain in place, such as existing pavement and curbs. Any items that are damaged by the Contractor’s operations shall be repaired by the Contractor to the satisfaction of the Engineer and at no additional cost to the City. 03.04—MEASUREMENT AND PAYMENT These items will be measured and paid for at the Contract unit price bid per linear foot for the pertinent item, which price and payment shall be full compensation for all labor, tools, materials, equipment, and incidentals necessary to complete the work. Only saw cuts for base repairs, partial depth repairs, full depth repairs, bus pads, sidewalks, driveways, alleys, and at the limits of cold planing and total replacement areas will be measured and paid under these items. All other saw cuts shall be incidental to the pertinent items in the Contract. END OF SECTION 03 Page 6 of 17 SECTION 04 – MAINTAINING TRAFFIC (REFER TO VDOT 2016 ROAD AND BRIDGE SPECIFICATIONS SECTIONS 105, SECTION 512 AND 513) MOT/Mobilization consists of the items required to maintain traffic during construction and those required to support the general construction activities including maintenance of traffic, engineers’ office, mobilization, construction stakeout and clearing and grubbing. Section 105, 512 and 513 of the Specifications are amended as follows: Section 105.14 (b) Maintenance of traffic, 3. Detours: Delete the following: If any project is located wholly or in part within the corporate limits of a municipality and through traffic is to be detoured at the request of the municipality, the municipality will provide and maintain the detours within the corporate limits and will furnish and erect all directional markings. Section 105.14 (b) – Maintenance during Construction is added as follows: 1. As part of the City of Falls Church permitting process, with regard to the temporary traffic control needed for lane closures during working hours, the Contractor shall submit a Maintenance of Traffic plan to the City for review and approval. The plan should show the general handling of traffic through the work zone and will be developed at no additional cost to the City. Contractor shall include estimated durations, work hours, haul routes, and proposed parking/staging for each construction phase as part of the submittal. 2. Contractor shall submit proper notification
