Area Assessment

The subject area (about 4.6 ha) involves four “CDA” sites with 10 private industrial buildings, mainly mixed with existing residential developments in . Apart from the 10 concerned industrial buildings, a “R(A)” area (Site C6) and a “R(E)” area (Site D6) with a total of 28 industrial buildings are located nearby (Plan E4).

Nine of the industrial buildings are 1-7 storeys high, while the remaining one is 9 storeys high. All of the industrial buildings are 30 years old or above. Nine of them are in fair condition, while the remaining one is in good condition. Six of the buildings are under single ownership, whilst the remaining four are under multiple ownership.

The overall vacancy of the area is 24.2%, which is significantly higher than the territorial figure of 10.0% for all “CDA” areas and the average of 9.5% for the four areas in Kowloon. About 3.2% of the units were divided into subunits, involving about 2.3% of the GFA. About 24.3% of the GFA is for Warehouse/Storage use, to be followed by Manufacturing/Workshop (about 20.8%). Office use occupies about 18.3% of the GFA. “Other Uses” take up about 2.4% of the GFA. The two largest sub-uses include showroom (about 1.6%) and shop and services (about 0.8%).

If taking into account all the 38 industrial buildings in the subject “CDA” area and the nearby “R(A)” area and “R(E)” areas together, the overall vacancy is about 14.6%. About 25.6% of the GFA is for Warehouse/Storage, to be followed by Office use (about 23.0%). Manufacturing/Workshop only occupies about 12.1% of the GFA. “Other Uses” account for about 5.9% of the GFA.

In terms of employment, about 2,696 workers are estimated to be engaged in the occupied non-subdivided units of the industrial buildings in the area, including about 821 workers (30.5%) in the manufacturing business and about 1,875 workers (69.5%) in the non-manufacturing business. The overall figure only accounts for about 1.5% of the total of 183,659 persons engaged (other than those in the civil service) in various business/industries in the District identified by the C&SD in June 2014.

Regarding the three “CDA” sites bounded by Road, , Mok Cheong Street and Kowloon City Road, the “CDA(1)” site in the west would help to phase out the non-conforming uses (such as vehicle repair workshops) upon redevelopment and address possible I/R interface problems in the area. The “CDA(2)” site in the middle has an approved MLP but the planning permission was lapsed in December 2007 as no development was commenced. The MPC of the Board considered appropriate to retain the zoning of these two “CDA” sites to facilitate comprehensive redevelopment of the area in May 2015. Regarding the “CDA(3)” site in the east, to enhance the prospect of implementation, it was proposed to rezone the Government land portion to “R(A)” for public housing development and the site of the HKSB to “G/IC” to facilitate in-situ redevelopment. The corresponding amendments to the approved Ma Tau Kok OZP were gazetted under section 5 of the Town Planning Ordinance in May 2015.

As regards the remaining “CDA” site at To Kwa Wan Road, the Urban Renewal Forum (KC DURF) had in the Kowloon City Urban Renewal Plan submitted to the Development Bureau (DEVB) in January 2014 proposed to subdivide the site into two “CDAs”, with one portion covering two existing industrial buildings in the north and another portion covering the existing residential buildings in the south. The PR for the existing residential portion is proposed to be relaxed from 5 to 6.5 to provide incentive for redevelopment.

Taking account of the Shatin to Central Link with To Kwa Wan and stations * Conversion factor from internal floor area to gross floor area is 1.3333.

Ma Tau Kok “CDA” Area 4 under construction which is tentatively scheduled for completion in 2019, a much stronger catalyst effect as well as pressure on the redevelopment in the subject area is expected in coming years. As such, the area could be retained as “CDA” to continue facilitating the future redevelopment.

Recommendation

To retain the area as “CDA”.
