Assalamualaikum warahmatullahi wabarakatuh,

Dear debaters,

I am delighted to extend my warmest welcome and to congratulate you all for participating in this very inspiring event. The National University Debating Championship (NUDC) has had a prestigious and successful history and, this year we are delighted to once again continue that tradition in where people can taste the nicest blend of competitiveness in cultural attractions. In the past 8 years, the NUDC has enabled thousands of university students to get involved in a unique and rewarding competition.

The NUDC 2016 comes within the efforts of The Ministry of Research Technology and Higher Education to support and promote the art of debate and critical thinking and to build the foundations of this discipline in the Indonesian Education. The NUDC falls within the framework of our efforts to spread this skill and raise awareness amongst youth of its importance in the preparation of future generations and shaping future leaders based on the foundations of the Indonesian excellence.

The Ministry constantly seeks to promote the art of debating and its important use as an educational tool to encourage students to utilize critical thinking, research and study, and refines their leadership and language skills. Repeating the championship for the ninth time is tangible evidence of its success in specifically targeting Indonesian students with the aim of raising the level of debating and encouraging National University Debating Championship i

dialogue, freedom of expression and open discussion in in particular and the world in general.

I affirm that the wider goals of the NUDC are deepening the relations and ties in the areas of educational and students Affairs for participating varsities, presenting an opportunity to consolidate the bonds of friendship and closer links, which produces knowledge and opens the door for rich diversity. I assure you that our focus at the Ministry is primarily the provision of care for and interest in students, as they represent our hope in a bright future that meets people's aspirations for a decent life based on justice, equality and free debate which is encouraged within them through the critical thinking and healthy dialogue. We seek to raise Indonesians critical sense to become more aware of all the blessings granted to us and which allow us to exercise our right of opinion, understanding our differences and being able to live with this reality.

Last, I would like to express my wish for the championship to be a resounding success and a new achievement added to the record of Indonesia’s achievements in the world of debate. I hope all participants will be back home carrying the debating spirit, appreciating its importance and determined to spread the message among their colleagues. Assalamualaikum warahmatullahi wabarakatuh,

Firstly, we would like to express our gratitude that it is due to Allah SWT’s blessings that Mercu Buana University is ready to host the National Universities Debating Championship, from July 31st to August 5th, 2016. It is such an honour and pride for us to host this biggest annual debating championship.

We highly appreciate the Ministry of Research Technology and Higher Education, for trusting Mercu Buana University to run this important event. Now our main goal is to make this National University Debating Championship (NUDC) successful. In this special occasion, I would like to express my warm welcome to all participants. Welcome to Jakarta, a dynamic vibrant city, and the capital of the nation.

More than a mere verbal or performance skill, the NUDC embodies the ideals of reasoned argument, tolerance for divergent points of view, and rigorous self-examination. This is the best way to gear up students’ critical thinking as well as to maintain democracy in accordance to the government’s goal. Therefore, I strongly believe that this competitive debate needs to take place consistently in the world of education to be the safeguard of the future generations.

Dear Debaters,

On behalf of all those involved we wish you a very warm welcome to this year's NUDC. As the biggest and best competition of its kind in Indonesia (with over 1000 students participating in fourteen regional selections this year) we are sure that every one of its debates will be an enjoyable experience that will test and improve your debating skills. Debating is not simply about natural ability; it is about experience, preparation and practice. We hope this competition will help you achieve all of these things. Remember, there are valuable lessons to learn even in defeat, often from your competitors: after all, some of the best student speakers in Indonesia participate in this competition. Never be too critical of yourself after a debate; and instead enjoy the experience and remember to stay involved by attending later rounds even if you are no longer in the competition.

Believing how hard your preparation for this national scale event, we appreciate how difficult and demanding the competition is. You are developing your rhetoric skills and increasing your knowledge of a broad range of important issues at the same time.

We hope that this year NUDC gives you valuable skills on how to construct cases and helps develop your self-confidence in your debating ability. We have come to thank Mercu Buana University for energizing its squads to succeed this competition. We also would be very thankful to Ministry of Research Technology and Higher Education, and Mercu Buana University which organise the competition. A. MERCU BUANA UNIVERSITY AT A GLANCE

INTRODUCTION

Mercu Buana University Jakarta was founded by Mr. H. Probosutedjo (Chairman of Menara Bhakti Foundation / Founder of Mercu Buana University), on October 22, 1985, beginning with just 118 students. In the academic year of 2014 – 2015 the university welcomed 25,000 active students on 24 programs. 2 Diploma programs, 16 undergraduate programs and 6 post graduate programs. All courses have been accredited by the National Accreditation Board of the Republic of Indonesia.

Mercu Buana University is considered to be one of the leading private universities of both Indonesia and its capital, the modern megalopolis of Jakarta.

To be an excellent and leading university to produce professionals who are ready to meet the expectations of both industries and the society.

INSTITUTIONAL ETHICS

Discipline, honesty and integrity are the principles of UMB's institutional ethics. These three things have to become the breath of UMB's faculty members and students.

Be creative: Creativity is a value of an individual who wants to create a better life for himself and his environment. Problems are not meant to be obstacles but stimuli for finding solutions, means to improve ourselves and our circumstances.

Be environmental friendly: The 20th century has taught the world that the negative effects of neglecting our ecological footprint always come back to us. UMB is thoroughly committed that all working unit, employees and lecturers shall always take care of their environment.

Local wisdom: Enhancing creativity within local communities is crucial to be winners in a global competition. UMB is committed our local wisdom is also in line with a domestic resource based policy.

THE PHILOSOPHICAL MEANING OF MERCU BUANA

The word Mercu Buana is derived from the word "Mercu" means the lighthouse tower and "Buana" means the earth. The tower is indicating strong building which serves as lighthouse, while the word "Buana" is the symbol of the society or the people.

It is intrinsically mentioned on the symbol that the University of Mercu Buana shall be the leading university which bring benefits to the nation in achieving prosperous and intended society as stated on Indonesia ideology, Pancasila.

THE MEANING OF MERCU BUANA LOGO

The logo of Mercu Buana is by the power of flame it consists of three divisions. It represents three basic philosophies of higher , education, research and community services. The educational philosophy is represented by the middle flame, while the research and community services philosophy are indicated consecutively by the right and left flames.

Development Cooperation and International Office

In moving into a World-Class University, MBU have been responding positively to the dynamic change in the severe higher education competition. Progresses achieved by MBU in the third decade have shown significant development, either in MBU's academic environment as well as in the international cooperation with foreign Higher Education Institutions. The cooperation is established among universities from China, Malaysia, Europe, Australia, Korea, Thailand, United Emirate Arab and Japan:

While the wide- arrays of business and industry cooperation nationally as well as internationally, would enable a quality internship, credit earnings, twinning and double degree programs for students of different

faculties at MBU. International programs are managed by International Office of Mercu Buana University.

Multi-national teaching faculty members, of the partnering academic institutions, as well as exchange students, or MBU students who will continue their further studies abroad at the partner institutions, would be taken care by partner internationally staffs of MBU International Office.

B. NUDC 2016 AT A GLANCE

Directorate General of Higher Education, Ministry of National Education administered the first ever Indonesia-wide debate tournament between varsities debaters in 2008. This national level debating contest becomes an annual national program in the office. This is the National University Debating Championship! Using British Parliamentary style, what makes the tournament unique is its fast- paced and highly dynamic atmosphere

The year of 2016 marks the 9th NUDC that is projected to join together approximately 336 of the most brilliant debaters and adjudicators in Indonesia. Through the years, Directorate General of Learning and Student Affairs, Ministry of Research Technology and Higher Education has granted 14 KOPERTIS (Offices for Private Higher Education)-based regions in Indonesia to conduct British Parliament debating championship as a part of regional selection joined by both state and private varisties the the region. This year NUDC would gather 112 teams from 14 KOPERTIS regions in Indonesia. For sure, it will be a

tournament that convenes the best and brightest Indonesian varsities debate teams.

Stepping its 9th years, the NUDC consistently maintains its high quality of debate by involving the best adjudicators Indonesia ever has. Bringing its achievement in the past WUDC 2013, where two debaters from ITB were crowned as EFL Champion, and in WUDC 2014, Universitas Gadjah Mada was in the first ESL breaking team and Universitas Indonesia succesfully reached ESL Grandfinal, and in 2015, Champion: Universitas Gadjah Mada, 1st Runner Up: Universitas Katolik Indonesia Atma Jaya, 2nd Runner Up: Universitas Indonesia, 3rd Runner Up: Universitas Brawijaya. This year championship would be more spiritful. Hopefully, the high-spirited level of fierce competition will be accompanied by the opportunity to build golden bridges with individuals of mixed ethnics from vast arrays of Indonesian culture.

C. RULE OF CONDUCT OF THE TOURNAMENT

1. Participants must sign the attendance list. 2. Formal-casual dressing is allowed. However, institution uniforms are compulsory during the debate. 3. Electronic recording of debates is allowed by official participants and observers affiliated with a university attending the NUDC and by other individuals authorized by the NUDC Committee or the tournament host. 4. Decision confidentiality. It is up to the discretion of judges to decide if they wish to reveal their decisions. Adjudicators desiring to reveal their decisions must wait until all white copies of ballots for that

debate are delivered to a bona-fide representative of the Tournament Director. Adjudicators must still provide a written ballot for all preliminary rounds. 5. No Smoking Policy. All rooms in which the NUDC competition takes place shall be declared No Smoking Areas, where smoking shall be prohibited. Host universities shall post signs announcing this rule. 6. Alcohol and Controlled Substance Policy. The use of controlled substances and alcohol shall be prohibited in rooms in which the NUDC competition takes place. 7. Debaters and adjudicators must attend debating and adjudicating seminars, 8. All regulation related to lodging is under hotel management,

D. FORMAT OF THE TOURNAMENT

D.1. Overview of the Format 1. There hall be seven preliminary rounds of debate, involving all teams eligible to debate in the Championships. 2. Following the seven preliminary rounds, there shall be an elimination round consisting of the top 32 teams from the preliminary round.

D.2. The Preliminary Rounds 1. All teams eligble to debate at the Championships compete in the preliminary rounds 2. Composite or "swing" teams must be added by the Tournament Director to under the following circumstances: a. If the number of eams eligible to debate in the preliminary rounds is equal to a number divisible by four, no composite teams are allowed; or

b. If this is not the case, then composite teams may be added until the number of teams in the preliminary round is equal to a number divisible by four.

3. If a team withdraws from competition before or during the preliminary rounds then they shall be removed from the draw and either : a. replaced wih a composite team; or b. the number of composite teams is reduced to ensure that the number of teams in the competition is still equal to a number divisible by four.

4. Following each round, teams shall be ranked by the adjudication panel and awarded points (Team Points) as follows: a. 1st ranked team: 3 oints; b. 2nd ranked team: 2 points; c. 3rd ranked team: 1 point; d. 4th ranked team: 0 points.

D.3. Selection of teams for the elimination rounds 1. At the conclusion of the seven preliminary rounds, teams are to ranked in consecutive order (from highest to lowest) as follows: a. Total aggregate Team Points accumulated by the team; and b. Where teams have an equal number of aggregate team points, on the basis of aggregate Team Scores accumulated by the team; and

c. Where this is also equal, on a count-back of the number of times that each team has ranked 1st, 2nd and 3rd, with a team ranking higher if it has been ranked 1st more often, and so on; and d. Where the teams still cannot be distinguished, by drawing lots

2. The highest 32 ranking teams will participate in the Main Competition elimination rounds, and shall be ranked from 1st to 32nd.

D.4. The Main Competition elimination rounds 1. At the conclusion of each of the Octo-Finals, Quarter Finals and Semi Finals, the adjudication panel shall select two winning teams from each debate. These two teams shall progress to the next elimination round. 2. In the Final, the adjudication panel shall select the one winning team and the three runners-up.

Rules of Conduct at University of Mercu Buana during competition date:

1. Not allowed to wear sandals 2. Not allowed to wear T-shirts 3. Not allowed for littering 4. Strictly forbidden to smoke in the campus area 5. Strictly forbidden to use, distribute drugs and liquor 6. Strictly forbidden to carry and use weapons and other dangerous objects 7. Not allowed to eat and drink on the 7th floor auditorium 8. I. BRITISH PARLIAMENTARY SYSTEM

Part 1 Introduction

1.1 The format of the debate

1.1.1 The debate will consist of four teams of two persons (persons will be known as "members"), a chairperson (known as the "Speaker of the House" or "Mister/Madame Speaker" and an adjudicator or panel of adjudicators. 1.1.2 Teams will consist of the following members: 1.1.3 Members will deliver substantive speeches in the following order: (1) Prime Minister; (2) Opposition Leader; (3) Deputy Prime Minister; (4) Deputy Opposition Leader; (5) Member for the Government; (6) Member for the Opposition; (7) Government Whip; (8) Opposition Whip. Opening Government: " Prime Minister" or "First Government member" and " Deputy Prime Minister" or "Second Government member";

Opening Opposition: " Leader of the Opposition" or "First Opposition member" and " Deputy Leader of the Opposition" or "Second Opposition member";

1.1.4 Members will deliver a substantive speech of seven minutes duration and should offer points of information while members of the opposing teams are speaking.

1.2 The motion

1.2.1 The motion should be unambiguously worded. 1.2.2 The motion should reflect that the World Universities Debating Championship is an international tournament. 1.2.3 The members should debate the motion in the spirit of the motion and the tournament.

1.3 Preparation

1.3.1 The debate should commence 15 minutes after the motion is announced. 1.3.2 Teams should arrive at their debate within five minutes of the scheduled starting time for that debate. 1.3.3 Members are permitted to use printed or written material during preparation and during the debate. Printed material includes books, journals, newspapers and other similar materials. The use of electronic equipment is prohibited during preparation and in the debate.

1.4 Points of Information

1.4.1 Points of Information (questions directed to the member speaking) may be asked between first minute mark and the six-minute mark of the members’ speeches (speeches are of seven minutes duration). 1.4.2 To ask a Point of Information, a member should stand, place one hand on his or her head and extend the other towards the member speaking. The member may announce that they would like to ask a "Point of Information" or use other words to this effect. 1.4.3 The member who is speaking may accept or decline to answer the Point of Information. 1.4.4 Points of Information should not exceed 15 seconds in length. 1.4.5 The member who is speaking may ask the person offering the Point of Information to sit down where the offeror has had a reasonable opportunity to be heard and understood. 1.4.6 Members should attempt to answer at least two Points of Information during their speech. Members should also offer Points of Information. 1.4.7 Points of Information should be assessed in accordance with clause 3.3.4 of these rules. 1.4.8 Points of Order and Points of Personal Privilege are not permitted.

1.5 Timing of the speeches

1.5.1 Speeches should be seven minutes in duration (this should be signaled by two strikes of the gavel). Speeches over seven minutes and 15 seconds may be penalized. 1.5.2 Points of Information may only be offered between the first minute mark and the six minute mark of the speech (this period should be signaled by one strike of the gavel at the first minute and one strike at the sixth minute). 1.5.3 It is the duty of the Speaker of the House to time speeches. 1.5.4 In the absence of the Speaker of the House, it is the duty of the Chair of the Adjudication panel to ensure that speeches are timed.

1.6 The adjudication

1.6.1 The debate should be adjudicated by a panel of at least three adjudicators, where this is possible. 1.6.2 At the conclusion of the debate, the adjudicators should confer and rank the teams, from first placed to last place. (see Part 5: The Adjudication). 1.6.3 There will be verbal adjudication of the debate after the first six preliminary rounds of the tournament. The verbal adjudication should be delivered in accordance with clause 5.5 of these rules.

Part 2 Definitions

2.1 The definition

2.1.1 The definition should state the issue (or issues) for debate arising out of the motion and state the meaning of any terms in the motion which require interpretation. 2.1.2 The Prime Minister should provide the definition at the beginning of his or her speech. 2.1.3 The definition must: a) have a clear and logical link to the motion - this means that an average reasonable person would accept the link made by the member between the motion and the definition (where there is no such link the definition is sometimes referred to as a "squirrel"); b) not be self-proving - a definition is self-proving when the case is that something should or should not be done and there is no reasonable rebuttal. A definition is may also be self-proving when the case is that a certain state of affairs exists or does not exist and there is no reasonable rebuttal (these definitions are sometimes referred to as "truisms"). c) not be time set - this means that the debate must take place in the present and that the definition cannot set the debate in the past or the future; and d) not be place set unfairly - this means that the definition cannot restrict the debate so narrowly to a particular geographical or political location that a participant of the tournament could not reasonably be expected to have knowledge of the place.

2.2 Challenging the definition

2.2.1 The Leader of the Opposition may challenge the definition if it violates clause 2.1.3 of these rules. The Leader of the Opposition should clearly state that he or she is challenging the definition. 2.2.2 The Leader of the Opposition should substitute an alternative

definition after challenging the definition of the Prime Minister.

2.3 Assessing the definitional challenge

2.3.1 The adjudicator should determine the definition to be ‘unreasonable’ where it violates clause 2.1.3 of these rules. 2.3.2 The onus to establish that the definition is unreasonable is on the members asserting that the definition is unreasonable. 2.3.3 Where the definition is unreasonable, the opposition should substitute an alternative definition that should be accepted by the adjudicator provided it is not unreasonable. 2.3.4 Where the definition of the Opening Government is unreasonable and an alternative definition is substituted by the Opening Opposition, the Closing Government may introduce matter which is inconsistent with the matter presented by the Opening Government and consistent with the definition of the Opening Opposition. 2.3.5 If the Opening Opposition has substituted a definition that is also unreasonable, the Closing Government may challenge the definition of the Opening Opposition and substitute an alternative definition. 2.3.6 If the Closing Government has substituted a definition that is also unreasonable (in addition to the unreasonable definitions of the Opening Government and Opening Opposition, the Closing Opposition may challenge the definition of the Closing Government and substitute an alternative definition.

Part 3 Matter

3.1 The definition of matter

3.1.1 Matter is the content of the speech. It is the arguments a debater uses to further his or her case and persuade the audience. 3.1.2 Matter includes arguments and reasoning, examples, case studies, facts and any other material that attempts to further the case. 3.1.3 Matter includes positive (or substantive) material and rebuttal (arguments specifically aimed to refute the arguments of the opposing team(s)). Matter includes Points of Information.

3.2 The elements of matter

3.2.1 Matter should be relevant, logical and consistent. 3.2.2 Matter should be relevant. It should relate to the issues of the debate: positive material should support the case being presented and rebuttal should refute the material being presented by the opposing team(s). The Member should appropriately prioritize and apportion time to the dynamic issues of the debate. 3.2.3 Matter should be logical. Arguments should be developed logically in order to be clear and well reasoned and therefore plausible. The conclusion of all arguments should support the member’s case. 3.2.4 Matter should be consistent. Members should ensure that the matter they present is consistent within their speech, their team and the remainder of the members on their side of the debate (subject to clauses 2.3.4, 2.3.5 or 2.3.6 of these rules). 3.2.5 All Members should present positive matter (except the final two members in the debate) and all members should present rebuttal (except the first member in the debate). The Government Whip may choose to present positive matter. 3.2.6 All Members should attempt to answer at least two points of information during their own speech and offer points of

information during opposing speeches.

3.3 Assessing matter 3.3.1 The matter presented should be persuasive. ‘The elements of matter’ should assist an adjudicator to assess the persuasiveness and credibility of the matter presented. 3.3.2 Matter should be assessed from the viewpoint of the average reasonable person. Adjudicators should analyze the matter presented and assess its persuasiveness, while disregarding any specialist knowledge they may have on the issue of the debate. 3.3.3 Adjudicators should not allow bias to influence their assessment. Debaters should not be discriminated against on the basis of religion, sex, race, color, nationality, sexual preference, age, social status or disability. 3.3.4 Points of information should be assessed according to the effect they have on the persuasiveness of the cases of both the member answering the point of information and the member offering the point of information.

Part 4 Manner

4.1 The definition of manner

4.1.1 Manner is the presentation of the speech. It is the style and structure a member uses to further his or her case and persuade the audience. 4.1.2 Manner is comprised of many separate elements. Some, but not all, of these elements are listed below.

4.2 The elements of style

4.2.1 The elements of style include eye contact, voice modulation, hand gestures, language, the use of notes and any other element which may affect the effectiveness of the presentation of the member. 4.2.2 Eye contact will generally assist a member to persuade an audience as it allows the member to appear more sincere. 4.2.3 Voice modulation will generally assist a member to persuade an audience as the debater may emphasize important arguments and keep the attention of the audience. This includes the pitch, tone, and volume of the member’s voice and the use of pauses. 4.2.4 Hand gestures will generally assist a member to emphasize important arguments. Excessive hand movements may however be distracting and reduce the attentiveness of the audience to the arguments. 4.2.5 Language should be clear and simple. Members who use language which is too verbose or confusing may detract from the argument if they lose the attention of the audience. 4.2.6 The use of notes is permitted, but members should be careful that they do not rely on their notes too much and detract from the other elements of manner.

4.3 The elements of structure

4.3.1 The elements of structure include the structure of the speech of the member and the structure of the speech of the team. 4.3.2 The matter of the speech of each member must be structured. The member should organize his or her matter to improve the effectiveness of their presentation. The substantive speech of each member should: 4.3.3 The matter of the team must be structured. The team should organize their matter to improve the effectiveness of their presentation. The team should:

a) contain a consistent approach to the issues being debated; and b) allocate positive matter to each member where both members of the team are introducing positive matter; and c) include: an introduction, conclusion and a series of arguments; and d) be well-timed in accordance with the time limitations and the need to prioritize and apportion time to matter.

4.4 Assessing manner

4.4.1 Adjudicators should assess the elements of manner together in order to determine the overall effectiveness of the member’s presentation. Adjudicators should assess whether the member’s presentation is assisted or diminished by their manner. 4.4.2 Adjudicators should be aware that at a World Championship, there are many styles which are appropriate, and that they should not discriminate against a member simply because the manner would be deemed ‘inappropriate Parliamentary debating’ in their own country. 4.4.3 Adjudicators should not allow bias to influence their assessment. Members should not be discriminated against on the basis of religion, sex, race, color, nationality, language (subject to Rule 4.2.4), sexual preference, age, social status or disability.

Part 5 The Adjudication

5.1 The role of the adjudicator

5.1.1 The adjudicator must:

a) Confer upon and discuss the debate with the other adjudicators; b) Determine the rankings of the teams; c) Determine the team grades; d) Determine the speaker marks; e) Provide a verbal adjudication to the members; and f) Complete any documentation required by the tournament.5.1.2 The adjudication panel should attempt to agree on the adjudication of the debate. Adjudicators should therefore confer in a spirit of cooperation and mutual respect

5.1.3 Adjudicators should acknowledge that adjudicators on a panel may form different or opposite views of the debate. Adjudicators should therefore attempt to base their conclusions on these rules in order to limit subjectivity and to provide a consistent approach to the assessment of debates.

5.2 Ranking teams

5.2.1 Teams should be ranked from first place to last place. First placed teams should be awarded three points, second placed teams should be awarded two points, third placed teams should be awarded one point and fourth placed teams should be awarded zero points. 5.2.2 Teams may receive zero points where they fail to arrive at the debate more than five minutes after the scheduled time for debate. 5.2.3 Teams may receive zero points where the adjudicators unanimously agree that the Member has (or Members have) harassed another debater on the basis of religion, sex, race, National University Debating Championship 24

color, nationality, sexual preference or disability. 5.2.4 Adjudicators should confer upon team rankings. Where a unanimous decision cannot be reached after conferral, the decision of the majority will determine the rankings. Where a majority decision cannot be reached, the Chair of the panel of adjudicators will determine the rankings.

5.3 Grading and marking the teams

5.3.1 The panel of adjudicators should agree upon the grade that each team is to be awarded. Each adjudicator may then mark the teams at their discretion but within the agreed grade. Where there is a member of the panel who has dissented in the ranking of the teams, that adjudicator will not need to agree upon the team grades and may complete their score sheet at their own discretion. 5.3.2 Team grades and marks should be given the following interpretation: Grade Marks Meaning

Excellent to flawless. The standard you would expect to see from a team at the Semi Final / Grand Final level of A 180-200 the tournament. The team has much strength and few, if any, weaknesses.

Above average to very good. The standard you would expect to see from a team at the finals level or in B 160-179 contention to make to the finals. The team has clear strengths and some minor weaknesses.

Average. The team has strengths and weaknesses in C 140-159 roughly equal proportions.

Poor to below average. The team has clear problems D 120-139 and some minor strength.

Very poor. The team has fundamental weaknesses and E 100-119 few, if any, strengths.

5.4 Marking the members

5.4.1 After the adjudicators have agreed upon the grade that each team is to be awarded, each adjudicator may mark the individual members at their discretion but must ensure that the aggregate points of the team members is within the agreed grade for that team. 5.4.2 Individual members’ marks should be given the following interpretation: Grade Marks Meaning

Excellent to flawless. The standard of speech you would expect to see from a speaker at the Semi Final / Grand A 90-100 Final level of the tournament. This speaker has much strength and few, if any, weaknesses.

Above average to very good. The standard you would expect to see from a speaker at the finals level or in B 80-89 contention to make to the finals. This speaker has clear strengths and some minor weaknesses.

Average. The speaker has strengths and weaknesses and C 70-79 roughly equal proportions.

Poor to below average. The team has clear problems and D 60-69 some minor strength.

Very poor. This speaker has fundamental weaknesses E 50-59 and few, if any, strengths.

5.5 Verbal adjudications

5.5.1 At the conclusion of the conferral, the adjudication panel should provide a verbal adjudication of the debate. 5.5.2 The verbal adjudication should be delivered by the Chair of the adjudication panel, or where the Chair dissents, by a member of the adjudication panel nominated by the Chair of the panel. 5.5.3 The verbal adjudication should: 5.5.4 The verbal adjudication should not exceed 10 minutes. 5.5.5 The members must not harass the adjudicators following the verbal adjudication. 5.5.6 The members may approach an adjudicator for further clarification following the verbal adjudication; these inquiries must at all times be polite and non-confrontational.

a) identify the order in which the teams were ranked b) explain the reasons for the rankings of team, ensuring that each team is referred to in this explanation; and c) provide constructive comments to individual members where the adjudication panel believes this is necessary.

5.5.4 The verbal adjudication should not exceed 10 minutes. 5.5.5 The members must not harass the adjudicators following the verbal adjudication. 5.5.6 The members may approach an adjudicator for further clarification following the verbal adjudication; these inquiries must at all times be polite and non-confrontational.

J. Prosedur for Filling in and Submission of SPPD Form

There is no reimbursement policy from Directorate of Learning and Students Affairs, Ministry of Research Technology and Higher Education for observer, supervisor or other delegations, a part from appointed participants. Only three appointed participants (2 debaters + 1 adjudicator) can be claimed for reimbursement.

Requirements:

1. All participants must bring original SPPD (Surat Perintah Perjalanan Dinas) that has been signed and stamped by relevant official from home university (in the upper right box and bottom left). See example of SPPD form below. 2. Bring the original and a fotocopy of the return ticket (airplane or other mean of transportation). 3. Bring the original and a fotocopy of departure boarding pass from home university. 4. All the files must be submitted to the committee table at Mercu Buana University with due date for registration on Monday August 1st, 2016 at 12.00 WIB. 5. The committee will submit all files to Directorate of Learning and Students Affairs, Ministry of Research Technology and Higher Education for further processing.

K. NICE PLACESTO VISIT IN JAKARTA

Monas - The National Monument As an icon of the city and a symbol of the struggle of Indonesia, Monas is a place worth visiting. In addition to the monument, you can also find The National History Museum in the area around Monas. In this museum there are many dioramas depicting the history of Indonesia. In addition to learning about the history of Indonesia, it is quite interesting to take pictures with Monas as a background. Be creative and make your own unique picture! The monument and the museum are located in central Jakarta. They are open daily from 08.00 – 15.00 throughout the week except the last Monday of each month. The best time to visit Monas is in the evening just before the sunset.

Taman Mini Indonesia Indah TMII (literary translated as Beautiful Indonesia Miniature Park) Jakarta is located in the eastern part of the city and is a very interesting place to visit to learn Indonesian culture. This place is practically a miniature of Indonesia. Although I personally found that riding a cable car in TMII is quite scary, the scenery that can be seen from above is quite rewarding. Ancol Beach Honestly, to this day I do not understand why we have to pay for the beach in Jakarta. Supposedly the beach is a public place that is free for everyone to visit! Well anyway, let’s not focus on that thing. Ancol is a beach park, one area with Dufan, the amusement park. Please, do not imagine a beach with white sand and clear water. Sorry to say, but Ancol is quite a dirty beach. Ancol beach could be an option if you want to enjoy the sunset while sitting in a cafe

after visiting Dufan. If you love photography, photographing around Ancol is quite exciting as well.

Dunia Fantasi Dufan or Dunia Fantasi is one big complex with the beach that I’ve talked about earlier. This is the biggest amusement park in Indonesia (probably? There is also Trans Studio Makassar and Bandung too, I have never been there so I am not really sure). Playing around for a full day in Dufan is like a short getaway from the busyness of Jakarta. I can tell that going to Dufan for some Indonesians who live on another island than is like a dream come true. As for me, spending one day with a bunch of friends in Dufan is definitely going to be a super fun day! Don’t go there on the weekend since it will be ridiculously busy.

Old Town Old Town or Old Batavia has a very strong historical value, but it is unfortunate that most of the buildings in the Old Town are not well preserved. Around the Old Town, there are several interesting museums to visit. The Jakarta History Museum (Fatahillah Museum), Museum of Fine Art and Ceramic as well as the Puppet Museum are all around Batavia. Usually, local people explore around the area of the old town by renting an old-fashioned bike (it cost around $3). You can cycle around the area to the Sunda Kelapa harbour. Afterwards you can relax, eat and drink at Cafe Batavia. A restaurant that serves good coffee and has an interesting design.
