Request for Expression of Interest for Consultancy Services for the Preparation Detailed Engineering and Design Services for the Road Rehabilitation of President Diosdado Boulevard (PDMB), Asean Avenue and J.W. Diokno (Bay) Boulevard, Parañaque City, and Construction of New Road at Superblock B, Central Business Park (CBP) – 1, Island A, Pasay City (PBCONS 19-001)

1. The Philippine Reclamation Authority (PRA), through its 2019 Corporate Operating Budget (COB), intends to apply the sum of TWO MILLION TWELVE THOUSAND NINE HUNDRED AND 40/100 PESOS (₱2,012,900.40) being the Approved Budget for the Contract (ABC) to payments under the contract for the Consultancy Services for the Preparation of Detailed Engineering and Design Services for the Road Rehabilitation of President Diosdado Macapagal Boulevard (PDMB), Asean Avenue and J.W. Diokno (Bay) Boulevard, Parañaque City, and Construction of New Road at Superblock B, Central Business Park (CBP) – 1, Island A, Pasay City. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2. The Eligibility Documents including the Terms of Reference (TOR) for the subject procurement can be downloaded from the PRA Website (www.pea.gov.ph) or can be secured, free of charge, by the interested bidders at the PRA office, 7/F Legaspi Towers 200 Bldg., 107 Paseo de Roxas, Makati City from September 11 to 23, 2019 from 8:00 AM to 5:00 PM, except Saturdays, Sundays and Holidays, and September 24, 2019 from 8:00 AM to 9:00AM.

3. The PRA now calls for the submission of Eligibility Documents for the Consultancy Services in undertaking the Preparation of Detailed Engineering and Design Services for the Road Rehabilitation of President Diosdado Macapagal Boulevard (PDMB), Asean Avenue and J.W. Diokno (Bay) Boulevard, Parañaque City, and Construction of New Road at Superblock B, Central Business Park (CBP) – 1, Island A, Pasay City.

4. Accomplished Eligibility Documents of consultants must be duly received by the BAC Secretariat on or before 9:00 AM of September 24, 2019 in the same address as above. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. The opening of the Eligibility Documents is on September 24, 2019 at 9:30 AM at the PRA Conference Room, 6/F Legaspi Towers 200 Bldg., 107 Paseo de Roxas, Makati City.

5. The PRA Bids and Awards Committee shall draw up the short list of consultants from those who have submitted Eligibility Documents and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its implementing Rules and Regulations (IRR). The short list shall consist of at most five (5) prospective consultants who will be entitled to submit bids. The criteria and rating system for shortlisting of eligible consultants are as follows:

The Consultant(s) must pass the required minimum score of sixty (60) points to be shortlisted.

6. The Consultant must be an engineering design firm duly registered with the Securities and Exchange Commission (SEC) or Department of Trade and Industry (DTI) with at least ten (10) years of experience in similar or related works to the Project.

7. The Eligibility Documents are free of charge. However, Shortlisted Consultants may purchase the Bidding Documents at a non-refundable fee of Five Thousand Pesos (Php5,000.00) at the PRA Office, in the same address as above.

8. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.

9. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty (60%) percent interest or outstanding capital stock belonging to citizens of the Philippines.

10. The PRA shall evaluate bids using the Quality-Cost Based Evaluation (QCBE) procedure. The PRA shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

11. The contract shall be completed within seventy-five (75) calendar days reckoned from receipt of the Notice to Proceed to be issued to the consultant.

12. The PRA reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
