Confidential U.S. State Department Central Files, 1960–January 1963 The U.S. State Department Central Files are the definitive source of American diplomatic reporting on political, military, social, and economic developments throughout the world in the twentieth century. This edition consists of the Central Files for the Philippine Republic for the period between 1960 and January 1963. The files are arranged according to the State Department Decimal Filing System, 1960– January 1963. The subjects from the filing system included in this edition are decimal numbers 796, 896, and 996 (the Philippine Republic internal affairs) and decimal numbers 696 and 611.96 (the Philippine Republic foreign affairs and U.S. relations with the Philippine Republic) for 1960–January 1963. The files consist of cables and letters sent and received by U.S. diplomats and embassy personnel; reports on meetings between U.S. and foreign government officials and leaders; newspaper clippings and translations from journals and newspapers; transcripts of speeches; and reports and observations on political, military, and social affairs. This edition of Central Files for the Philippines Republic begins with a detailed accounting of Political Affairs (796). These files consist of correspondence and other items relating to political developments in President Carlos P. Garcia’s and the opposition Liberal Party. Garcia’s 1960 state of the nation address before the Philippine Congress underscores themes central to his administration: nationalism, graft and corruption, and economic progress. The Nacionalista Party championed a “Filipino-First” policy calling for nationalization of industry, agriculture, and the press. Monthly reports on developments in Consular District and many other provincial areas reveal attitudes on leaders of both parties and Philippine reaction to relations between the United States and the Soviet Union. In the 1961 presidential election, the revived Liberal Party built enough of a following to win the presidency for Diosdado . In this election, the returns from each polling place were reported by observers as soon as the votes were counted. This system, known as Operation Quick Count, was designed to prevent . Joint Weeka Reports (796 W) are weekly reports written by U.S. diplomatic personnel that provide brief summaries of both internal and foreign developments. These summaries are based on observations of U.S. officials and translations from newspapers and periodicals. Internal affairs mentioned in the Weeka reports in this edition are the antigraft campaign, Communism at the University of the Philippines, pre-election violence, and the case of Harry S. Stonehill, an American businessman accused of corruption. Foreign developments in Weeka reports pertain to relations between the Philippines and other countries, Philippine participation in the Southeast Asia Treaty Organization, and Philippine reaction to important international events, including regular updates on the War Damage Claims Bill and U.S. base talks, as well as events in Indonesia, Laos, and .

v Materials in the National Defense category (796.5) cover the affairs of the Mutual Defense Board, the Armed Forces of the Philippines, and the Joint United States Military Advisory Group. Several items address U.S. economic aid to the Philippines in support of the Mutual Security Program. Economic Matters (896) is the largest category in this edition. Economic Matters documents begin on Frame 0686 of Reel 6 and continue through to Frame 0406 of Reel 13. Relations between the Philippines and other nations of Southeast Asia, namely Japan, compose much of this section. Among the major topics of Asian- Philippine relations discussed are negotiations over the Friendship, Commerce, and Navigation Treaty between Japan and the Philippines and the role of the Philippines in the Association of Southeast Asian States. Other major topics covered in this category include Central Bank decontrol, the sugar quota, and tobacco trade. Several other categories within the Economic Matters files deserve attention. The Peace Corps category (Reel 8, Frames 0001–0828) provides comprehensive reporting on the work of the U.S. government agency in the Philippines. Financial Matters documents (Reel 9, Frame 0724–Reel 10, Frame 1002) pertain to balance of payments, credit relaxation measures, and devaluation of the peso. Agriculture (Reel 10, Frame 1003–Reel 11, Frame 0782) consists of an extensive accounting of field crops, animal husbandry, and mineral production. Political Relations between the United States and Philippines Republic (611.96) is the final category in the collection. The issue of jurisdiction over U.S. service personnel in the Philippines was a problem in relations between the two countries. The collection includes files on the War Damage Claims Bill, Radio Broadcasting Agreement, and U.S.-Philippine Air Transport Agreement. Discussion of U.S. military bases is a recurring issue throughout this category.

From 1910 to 1963 the Department of State used a decimal classification system to organize its Central Files. This system assembled and arranged individual documents according to their subject, with each subject having a specific decimal code. The decimal system from 1950 to January 1963 consists of ten primary classifications numbered 0 through 9, each covering a broad subject area.

CLASS 2: Protection of Interests (Persons and Property).

CLASS 3: International Conferences, Congresses, Meetings, and Organizations.

CLASS 4: International Trade and Commerce. Trade Relations. Customs Administration.

CLASS 6: International Political Relations. Bilateral Treaties.

CLASS 7: Internal Political and National Defense Affairs.

Within these classes each subject is defined by a decimal file number. The decimal file number is followed by a slant mark (/).
