A specific route for the line is to be entered into the Zug Cantonal Development Plan so as to secure a long- term option on the project’s realization and to prevent any development that would prevent the project’s realization. The high-voltage (380/220kV) overhead transmission line that runs between the substations in Mettlen (Lucerne) and Benken/Grynau (St. Gallen) is a part of the Swiss national and European transmission grid. The transmission line passes through and depreciates residential areas in the Canton of Zug and also compromises the attractiveness of the landscape. In fact, landscapes that have been entered in the Swiss Federal Inventory of Landscapes and Natural Monuments (BLN) are affected to a considerable degree. The Canton of Zug is therefore determined to underground the transmission line as soon as the opportunity presents itself. Feasibility study to determine the best transmission route Working together with Axpo Netze AG, EBP has carried out a feasibility study to determine the most suitable transmission route for the project. The study’s aim was to identify and ascertain the technical, operational and zoning feasibility of possible routes for the transmission line, while ensuring environmental compatibility.

It shows that municipal self- government is particularly deeply rooted in Switzerland. All municipalities possess a wide range of powers and responsibilities and substantial rights of self-government. The financial situation of Swiss municipalities appears generally healthy, with a relatively low debt ratio. Direct-democracy procedures are highly developed at all levels of governance. Furthermore, the rapporteurs very much welcome the Swiss parliament’s decision to authorise the ratification of the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority. The report draws attention to the need for improved direct involvement of municipalities, especially the large cities, in decision-making procedures and with regard to the question of the sustainability of resources in connection with the needs of municipalities to enable them to discharge their growing responsibilities. Finally, it highlights the importance of determining, through legislation, a framework and arrangements regarding financing for the city of Bern, taking due account of its specific situation. The Congress encourages the authorities to guarantee that the administrative bodies belonging to intermunicipal structures are made up of a minimum percentage of directly elected representatives so as to safeguard their democratic nature.

    SWITZERLAND 2017 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Swiss Confederation is a constitutional republic with a federal structure. Legislative authority resides in a bicameral parliament (Federal Assembly) consisting of the 46-member Council of States and the 200-member National Council. Federal elections in 2015 were generally considered free and fair. Parliament elects the executive leadership (the seven-member Federal Council) every four years, and did so in 2015. A four-party coalition made up the Federal Council. Civilian authorities maintained effective control over the security forces. There were no reports of egregious human rights abuses. The government took steps to prosecute and punish officials who committed violations, whether in the security services or elsewhere in the government. Section 1. Respect for the Integrity of the Person, Including Freedom from: a. Arbitrary Deprivation of Life and Other Unlawful or Politically Motivated Killings There were no reports that the government or its agents committed arbitrary or unlawful killings. b. Disappearance There were no reports of disappearances by or on behalf of government authorities. c. Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment The constitution prohibits such practices. There were isolated reports that individual police officers used excessive force and engaged in degrading treatment while making arrests. In March the district court of Buelach in the canton of Zurich sentenced two police officers to suspended fines for abuse of authority after they used excessive force SWITZERLAND 2 against a motorist during a road patrol check. The officers reportedly handcuffed the driver and forced him to the ground, injuring his head, spine, ribcage, and larynx, after the driver insisted on retrieving his license from the officers.

    The copper axe blade of Zug-Riedmatt (Canton of Zug, Switzerland) – a key to chronology and metallurgy in the second half of the fourth millennium BC Eda Gross, Gishan Schaeren & Igor Maria Villa Abstract - The copper axe blade discovered in the pile dwelling site of Zug-Riedmatt is one of the few Neolithic copper axe blades in Eu- rope that can be dated with certainty. The blade’s form and its metal composition suggest that it is connected both to the south – more specifically to Copper Age cultures in northern Italy and southern Tuscany – and to the copper axe of the famous ice mummy of Tisenjoch (called ‘the Iceman’ or ‘Ötzi’). We were able to confirm this connection to the south by measuring the lead isotope composition of the blade, which traces the blade’s origin to Southern Tuscany. Due to these links to the south, the copper axe blade of Zug-Riedmatt can be de- scribed as a key to understanding Neolithic metallurgy north of the Alps in the second half of the fourth millennium BC. As the classification of the blade will have far-reaching consequences in regard to chronology and cultural history, we have decided to make the results of our analyses available as quickly as possible – even if this means that for now we can only discuss some basic results and assumptions about the blade’s context.
